Join the Safety Center on January 18, 2018 for our next webinar, Pedestrian Treatments for Uncontrolled Locations .  In this webinar, the Illinois Department of Transportation and Southern Illinois University Edwardsville will be describing their newly released report " Establishing Procedures and Guidelines for Pedestrian Treatments at Uncontrolled Locations " and how this relates to rural and local audiences.

Competition: Transportation Technology Tournament
Deadline: February 15, 2018
Organization: National Operations Center of Excellence (NOCoE), US DOT Intelligent Transportation Systems Joint Program Office

The National Operations Center of Excellence (NOCoE) and the U.S. DOT ITS JPO PCB program announce a competition for students to work directly with state and local DOTs to solve real-world transportation problems utilizing ITS and TSMO solutions.

Student teams will assemble and work with a local or state agency to define a problem or challenge in their region, or choose to address one of the sample problems outlined below. After submitting an initial contest application identify the team and the problem or challenge, students will work with academic advisors to learn about potential ITS and TSMO solutions via online training programs outlined below. Teams will then utilize their experience, education, and new coursework to develop a solution or suite of solutions to directly address the originally defined problem. Students will submit their solutions via a proposal. Finalist teams will develop a presentation and then will be flown to the Institute of Transportation Engineers (ITE) 2018 Annual Meeting in Minneapolis to give a live presentation in front of a panel of judges made up of leaders in the ITS and TSMO community.

NHTSA's Fans Don't Let Fans Drive Drunk campaign encourages people to make plans ahead of time that will prevent them from getting behind the wheel of a vehicle after drinking. Driving drunk could result in injury or death for you or others on the road.

Participants will hear from  RouteMatch,  UZURV, and  Goin' regarding their work with integrating platforms and services.

Traditional transit operations are designed to maximize the number of people served and optimize the service provided to as many of those people as possible. However, smaller cities may not have the ridership to support necessary to expand routes or reduce headways. By utilizing various technologies, the presenting companies can help traditional transit agencies maximize their existing infrastructure. Our speakers will discuss the integration of their platforms and services with traditional transit operations.

Prior to developing trails, trail managers frequently are asked to address liability concerns of public and private landowners, as well as to justify investments in developing and maintaining trails. The purpose of this webinar is to introduce attendees to free resources designed to help them communicate the legal issues surrounding trails, as well as the best research on the potential benefits from different types of trails. These benefits include economic, public health, property value, and tax revenue benefits, as well as qualitative trail user preference research.
 
The webinar also will provide an introduction to how to use the free Trails Benefits Library, which allows users to access more than 120 trail studies across rural and urban communities in the U.S. and across many user and trail types.
 
The presentation will introduce attendees to relevant concepts in liability and legal concerns, economics, public health, and survey research. No prior expertise in these fields is required.

Webinar: Breaking Barriers to Bike Share: Insights on Equity

This webinar discusses findings from a survey of people living in lower-income communities of color in Philadelphia, Chicago, and Brooklyn, including many people who are not currently using bike share. These neighborhoods were targeted for outreach related to BBSP programs, and all have bike share stations. The research sought to better understand perceptions and attitudes toward bicycling and bike share, along with the barriers to and opportunities for expanding the use of bike share in traditionally underserved neighborhoods. Findings provide insight into what strategies can be effective in attracting new and diverse users, and what benefits bike share can offer these potential participants.

Webinar: Application of Clear Zones for Roadway Departures

The fourth edition of the AASHTO Roadside Design Guide presents information on the latest state-of-the-practice in roadside safety. It presents procedures to determine a recommended minimum clear zone on tangent sections of roadway with variable side slopes and adjustments for horizontal curvature. The AASHTO Sixth Edition of A Policy on Geometric Design of Highways and Streets (Green Book) enumerates a clear zone value for various functional classes of highway. This webinar will provide information on how roadside clear zones are to be provided in area with and without curbs. Clarification of the terminology used in various FHWA publications will be provided including the understanding of clear zones and their importance. The first half of the presentation will focus on how to minimize roadway departures. The second half of the presentation will focus on what should be done to mitigate crashes resulting from drivers drifting out of the travel lanes.

It includes guidance on the comprehensive rural speed management process, from identifying potential hot spots, to implementing and evaluating speeding countermeasures. The ePrimer places particular emphasis on low-cost treatments suitable for deployment in a rural environment, and includes several case studies from rural communities across the United States to illustrate the safety improvement process.

TSMO Program Plan Development Roundtable - Part 2

State Departments of Transportation, Regional and Local Transportation agencies address TSMO using various methods - however, TSMO struggles to rise to a level of primary focus within these agencies.  In cases where TSMO has some visibility within an agency, it's often vaguely weaved into the high-level agency goals or is a part of long list of projects/activities identified to address a specific issue, but not mainstreamed into the agency's business architecture.

TSMO program plan lays out the important role of TSMO in the agency. It describes what the TSMO program seeks to accomplish, including strategic goals, objectives, and focus areas. As importantly, it describes how the organization is structured and how work is accomplished toward those objectives, who is involved and their roles; and what resources are needed and will be deployed. It may also include identification of investment priorities to support desired performance outcomes.  TSMO program planning also sustains a TSMO mission within the agency and helps to ensure effective delivery of TSMO program services.

Training: Technology on the Trail Workshop
Date: January 7, 2017

The workshop will examine the encroachment of technology into hiking and outdoor adventures, with a focus on identifying and developing ways for technology to support positive and mutually beneficial connections among people. These could be helpful in collecting scientific data, supporting the environment, maintaining safety, and sharing via social media. The workshop will also examine some challenges of bringing technology onto the trail and reflect on ways to understand, design, and deploy appropriate technological solutions.

Training: Road Safety 365 (Everyday Safety for Local and Rural Roads)

This one-day workshop focuses on opportunities for incorporating safety into the design and operation of local and rural road projects. Roadway safety is a priority that should be included in the traditional decision-making process, not just on special occasions or when problems occur, but 365 days a year.

This workshop stresses the importance of road safety, and illustrates how it can be integrated into rural/local transportation projects at all stages: planning, design, development, implementation, operations, and maintenance. The emphasis is on operations and maintenance to reflect the predominant, day-to-day responsibilities of rural/local transportation agencies. Safety concepts are presented using real-world examples and activities that allow students to apply these concepts in the classroom.

Training: Speed Management Techniques and Implementation
Date: February 7, 2017

The Speed Management Techniques and Applications Course is designed to provide participants with the knowledge and principles for applying various techniques for countering speeding and speed related crashes. The first sections of the course review the Fatality Analysis Reporting System as well as other sources of crash data. Methods for identifying potential hazardous areas related to crashes involving roadway departures, intersections, and bicycle and pedestrians are demonstrated.

A portion of the course is devoted to discuss and demonstrate methods for determining appropriate design and posted speeds. The application of USLIMTS2 software is presented to the class for developing posted speed limit recommendations.

The course also reviews various speed reduction techniques that are applicable to rural and urban areas and reviews their effectiveness. The countermeasures are categorized into three types of speed related crashes: 1. Road Departures; 2. Intersections; 3. Pedestrians & Bicyclists. The class is asked to apply the appropriate techniques to a series of case studies.

Training: Safer Roads By Design: Road Safety Audit

Preventive risk assessment tools, such as road safety audits and inspections, are an effective and essential instrument to help road authorities reduce the number of crashes and casualties.

Risk assessment procedures can typically be applied at successive stages of road planning, design, opening and operations. They all serve the common purpose of identifying risk factors related to road design or traffic control that may lead to crashes, or make crashes more severe. In many cases, they help network road operators and city traffic departments identify engineering weaknesses and hazardous road sections, even in the absence of robust traffic injury data.

In 2015, 82.5% of countries worldwide reported implementing one or more of these procedures, yet over 70% of roads surveyed by the International Road Assessment Program are rated under 2 Stars in a 5 Star Rating System across at least one user category. These figures suggest a startling disconnect between the theoretical merits of road infrastructure safety management and the actual results experienced by countless road users every day.

As a global leader in road safety, the International Road Federation (IRF) is well positioned to present state of the art methodologies and cutting edge technologies that have been field tested to reduce traffic injury risk through auditing & inspections. Workshop attendees will receive the necessary theoretical background and applied practices, with specific application to the roads and highways of roads, to ensure their risk identification programs are effective and impactful.

Training: Safety Effects of Roadway Design

This course is intended to delve into the relationship between highway safety performance and roadway geometric design. The course will begin with a brief review of design factors and establishment of the roadway alignment. Topics addressed in greater depth include: cross-section elements, access management, and the relationship between geometric design and safety as well as traffic control.  An overview of modern highway safety analysis concepts, such as crash modification factors, safety performance functions, and safety analysis methods, will be discussed.  An introduction will preface the material, and a summary and review of available resources will be provided at the end of the day.
