Traffic Incident Management (TIM) consists of a planned and coordinated multi-disciplinary approach to detect, respond to, and clear traffic incidents so that traffic flow may be restored as safely and quickly as possible. Effective TIM strategies reduces the duration and impacts of traffic incidents and improves the safety of motorists, crash victims, and emergency responders. Currently, there are new and updated reports, events, and training sessions that contribute to the success of the practice.

The webinar covers Federal Highway Administration's (FHWA) TIM updates, which include: information about the "Traffic Incident Awareness Week," SHRP2 National TIM Responder training and its evaluation, Every Day Counts-4 "Using Data to Improve TIM," and other resources.

The webinar examines the technology used for the investigation and reconstruction of traffic crashes and provides information about each technology's capabilities and limitations to inform crash investigation units of available options.

The final presentations include two TIM experts sharing information about Tennessee Department of Transportation's (TDOT) Advanced TIM training and the agency's Predictive Analytics project. TDOT's training is a program developed in response to the SHRP2 L12 and L32 modules. This program is intended to develop concepts that are more advanced than the TIM 4-hour program. The advanced concepts involve full-scale training exercises on the TIM Training Track located in Nashville, TN. Finally, a speaker shares TDOT's Predictive Analytics project's research, review of technologies, and recommendations to improve investigation strategies and reconstruction methods of crash sites.

This informative four day workshop will cover the complete process of setting up a tribal roads program.  The Road Life Cycle will show the development aspects of a road project in a tribal transportation department. We will cover the how the Planning and the Long Range Transportation Plan (LRTP) of the roads program is the basic foundation of developing the Tribal Improvement Program (TIP).  This course will start with the beginning of road identification, getting the road into the tribal road inventory and RIFDS, through the funding options, design, reporting requirements, contracting, construction to close out.  This is a fundamental workshop for the new transportation planner, beneficial for the experienced planner and consultants or local governments working with tribal road construction.  This is a valuable course for new tribal road planners as well as refresher for seasoned roads personnel.

This course instructed by Juan M. Morales, P.E. is designed to provide local and rural agencies with practical and effective ways to mainstream safety solutions into their day-to-day activities and project development process. This one-day workshop focuses on processes for incorporating safety into all aspects of local and rural projects, and on making safety a priority through inclusion in the traditional decision-making process - 365 days a year. The course stresses the importance of road safety, and illustrates how it can be integrated into rural/local transportation project development at all stages: planning, design, construction, implementation, operations, and maintenance. Through practical exercises and facilitator-led discussions, the emphasis is on operations and maintenance to reflect the predominant, day-to-day responsibilities of rural/local transportation agencies. The benefits and potential cost savings of safety initiatives are shown using examples from rural/local agencies.

The workshop audience ranges from decision-makers to road crews. It is aimed primarily at local and rural road and public works supervisors. Others who would benefit include: elected officials, public safety advocates, State DOT personnel, law enforcement, consultants, regional and rural development organizations, municipal associations.

The implementation and utilization of SMS significantly improves objective safety outcomes and the perception of safety for organizations. Given this evidence, the Federal Railroad Administration (FRA) and the Federal Transit Administration (FTA) promote systematic safety assurance and risk reduction programs for industry stakeholders. Past experience from other regulatory agencies and industries suggests that there is a significant learning curve for both the regulator and industry in how to create and implement effective safety management systems. To educate stakeholders and articulate research needs in this area, US and international regulators, and industry representatives, will speak about their vision for, and experience implementing, SMS. By working together, regulators and industry stakeholders have the unique opportunity to discuss and disseminate SMS best practices to assist the workshop audience in understanding and overcoming challenges faced by the development and implementation of effective SMS.

This workshop provides an overview of safety treatments and countermeasures that can be used to help reduce the frequency and severity of roadway departure crashes. One low-cost strategy is to use various treatments to help keep vehicles on the roadway. For those vehicles leaving the traveled way, it is important to reduce the potential for a crash, i.e., allow the vehicle to recover without overturning or striking fixed objects.  Techniques for improving shoulders, slopes and ditches are reviewed.  Removing, relocating or redesigning features such as trees, utility poles and drainage structures in the clear zone are also addressed. Enhancing mailbox safety is also covered. The session includes discussion of minimizing the severity of roadway departure crashes through use of breakaway supports and shielding obstacles. The essentials of barrier design, installation and inspection are reviewed.  The session concludes with case study exercises where participants apply what they learned to address actual roadway locations.

Transportation Asset Management properly established and supported by quality data collection provides the information required to enable comprehensive tribal transportation planning and readiness. Red Plains has been fortunate to work with many of the NW Region Tribes to establish GIS asset management systems designed to enable our tribal planners with the tools at their fingertips to make well-informed transportation decisions, present a cohesive set of transportation specific data layers easily manipulated and managed to tell a story, prepare graphic and data driven grant applications, and most importantly, have the ability to professionally present their transportation network to transportation stakeholders, the public, and tribal leadership.

The course is specifically developed to speak to those individuals responsible for oversight and implementation of their Tribe's Tribal Transportation Programs. We will discuss TTP Regulations, Data Collection, Inventory, LRTP's, TTIP's, ROW, Land Use, Safety Plans, Roadway Safety Audits, Maintenance, Planning, Traffic Analysis, Project Selection/Prioritization, and how they all work in concert if managed well.
