Webinar: Improving Safety at Railroad Highway Grade Crossings

This webinar will examine recent developments in railroad crossings and how to improve their safety. The webinar will focus on motorized users, as well as pedestrians and bicyclists, who have to cross railroad crossings on a regular basis. The webinar will address the best ways to handle pedestrian and bicycle traffic crossing railroad tracks and the operation of traffic signals impacted by railroad operations. Information from recent publications, the Railroad-Highway Grade Crossing Handbook, and a recent conference on railroad corridors, where speakers addressed railroad crossing safety issues, will be shared. Examples will be provided where railroad crossings pose special challenges to traffic on heavily traveled corridors. A reference list will be provided that includes articles, websites, and other study material. Case studies on railroad crossings and railroad crossing grade separation will be presented.

Webinar: Developing Practical Dynamic Evaluation Methods for Transportation Structures

Deteriorating transportation infrastructure is constantly in the news. Government agencies at all levels are pursuing methods to monitor structural health, so that they can prioritize repairs. In Oregon, the Cascadia Subduction Zone megathrust earthquake looms as a significant natural hazard for which our transportation network is ill-prepared. The Oregon Department of Transportation (ODOT) estimates that it will take around $2.6 billion over seven years to repair or replace many of the existing bridges in the state's network to maintain lifeline routes after a Cascadia event. Funding for the scenarios envisioned by ODOT is not forthcoming, and the project described in this webinar is aimed at creating a tool to support visual inspection of bridges for determining the extent of damage.

The work presented in this webinar has evolved out of NITC-funded research and into a feasibility study of relatively simple but effective field methods for transportation structure dynamic evaluation.

The primary driver for the methods under investigation is the advent of robust mobile apps that can process data from on-board accelerometers in real time. The goal of this work is to identify an easily deployed system to evaluate the dynamic response of a structure (commonly referred to as modal testing). Assuming such a system can be developed and deployed to record baseline data prior to the Cascadia event, the same system could be used after the event, or any significant event for that matter, to assist in determining if a structure has sustained damage that would limit its safe return to service.

This webinar will describe the development and use of various tools for conducting modal testing in the field.

Whether from smart phones used in conversation or texting to drowsiness brought on by too many hours behind the wheel, inattentive drivers continue to kill at too high a rate. This webinar will discuss one of the scourges of driving: the distracted and/or drowsy driver.

We will begin with the science of distraction: what goes on in the brain of a driver using smart phone to text while driving? How does a driver texting compare to a drink-driver? Then we will look at engineered mitigation including edge-line rumble strips for permanent applications and portable, temporary rumble strips used in advance of road works. Finally, we will analyze case studies of media campaigns to educate the distracted driver.

Webinar: Traffic Incident Management - What's New?

Traffic Incident Management (TIM) consists of a planned and coordinated multi-disciplinary approach to detect, respond to, and clear traffic incidents so that traffic flow may be restored as safely and quickly as possible. Effective TIM strategies reduces the duration and impacts of traffic incidents and improves the safety of motorists, crash victims, and emergency responders. Currently, there are new and updated reports, events, and training sessions that contribute to the success of the practice.

The webinar covers Federal Highway Administration's (FHWA) TIM updates, which include: information about the "Traffic Incident Awareness Week," SHRP2 National TIM Responder training and its evaluation, Every Day Counts-4 "Using Data to Improve TIM," and other resources.

The webinar examines the technology used for the investigation and reconstruction of traffic crashes and provides information about each technology's capabilities and limitations to inform crash investigation units of available options.

The final presentations include two TIM experts sharing information about Tennessee Department of Transportation's (TDOT) Advanced TIM training and the agency's Predictive Analytics project. TDOT's training is a program developed in response to the SHRP2 L12 and L32 modules. This program is intended to develop concepts that are more advanced than the TIM 4-hour program. The advanced concepts involve full-scale training exercises on the TIM Training Track located in Nashville, TN. Finally, a speaker shares TDOT's Predictive Analytics project's research, review of technologies, and recommendations to improve investigation strategies and reconstruction methods of crash sites.

This new, in-depth class on design of facilities for bicycling addresses both legacy facilities and innovative designs that are being developed within many communities at this time. Webinar: Improving Bicyclist and Pedestrian Safety Using Truck Side Guards

Many cities across the country are experiencing a rise in bicycle and pedestrian activity, coupled with an increase in urban freight and large truck traffic. Unfortunately, crashes involving large trucks and nonmotorized road users can result in severe injuries and fatalities. This webinar will explore the use of  truck side guard technologies intended to protect vulnerable road users and reduce crash severity. By preventing some of the most serious injuries and fatalities among pedestrians and bicyclists, truck side guards provide one tool agencies can use to respond to a growing safety problem.

Dr. Alexander Epstein, an engineer with Volpe's Center for Policy, Planning, and Environment, will share findings from research that has examined the safety benefits of truck side guards. He will also share examples of policy changes that can help support the adoption of these technologies. Kris Karter, Co-Chair of the Mayor's Office of New Urban Mechanics in Boston, MA, will share his City's experience in crafting and adopting policies to expand the use of truck side guards.

Webinar: Beyond Counting - Putting the Data to Work for Better Planning and Evaluation

PeopleForBikes' will discuss their forthcoming network analysis tool. Its goal is to join policy with politics, making it relatively cheap and easy for cities to locate the weakest areas in their biking network - and, eventually, the easiest ways to make the network better. The team from HDR and the city and county of Denver, CO will review several case studies and discuss how the outcomes of a recent study helped inform future capital expenditures as well as knowing the level of accuracy when reporting bicycle data sets and the context in which specific vendor equipment performs best. Presenters will discuss applying before and after data collection programs as part of a pilot two-way cycle track project and being proactive in applying initial data collection findings to tweak layout, designs, etc. They will also discuss applying before and after data collection as part of permanent installations to understand user experience, user understanding of new technologies and apply those lessons learned to future design projects. The city of Calgary will present and discuss their Center City Cycle Track Network Pilot.

Training: Road Life Cycle Workshop

This informative four day workshop will cover the complete process of setting up a tribal roads program.  The Road Life Cycle will show the development aspects of a road project in a tribal transportation department. We will cover the how the Planning and the Long Range Transportation Plan (LRTP) of the roads program is the basic foundation of developing the Tribal Improvement Program (TIP).  This course will start with the beginning of road identification, getting the road into the tribal road inventory and RIFDS, through the funding options, design, reporting requirements, contracting, construction to close out.  This is a fundamental workshop for the new transportation planner, beneficial for the experienced planner and consultants or local governments working with tribal road construction.  This is a valuable course for new tribal road planners as well as refresher for seasoned roads personnel.

Training: Road Safety 365 - A Safety Workshop for Local Governments

This course instructed by Juan M. Morales, P.E. is designed to provide local and rural agencies with practical and effective ways to mainstream safety solutions into their day-to-day activities and project development process. This one-day workshop focuses on processes for incorporating safety into all aspects of local and rural projects, and on making safety a priority through inclusion in the traditional decision-making process - 365 days a year. The course stresses the importance of road safety, and illustrates how it can be integrated into rural/local transportation project development at all stages: planning, design, construction, implementation, operations, and maintenance. Through practical exercises and facilitator-led discussions, the emphasis is on operations and maintenance to reflect the predominant, day-to-day responsibilities of rural/local transportation agencies. The benefits and potential cost savings of safety initiatives are shown using examples from rural/local agencies.

The workshop audience ranges from decision-makers to road crews. It is aimed primarily at local and rural road and public works supervisors. Others who would benefit include: elected officials, public safety advocates, State DOT personnel, law enforcement, consultants, regional and rural development organizations, municipal associations.

Training: Safety Management Systems, Risk Reduction, and Improving Safety Culture

The implementation and utilization of SMS significantly improves objective safety outcomes and the perception of safety for organizations. Given this evidence, the Federal Railroad Administration (FRA) and the Federal Transit Administration (FTA) promote systematic safety assurance and risk reduction programs for industry stakeholders. Past experience from other regulatory agencies and industries suggests that there is a significant learning curve for both the regulator and industry in how to create and implement effective safety management systems. To educate stakeholders and articulate research needs in this area, US and international regulators, and industry representatives, will speak about their vision for, and experience implementing, SMS. By working together, regulators and industry stakeholders have the unique opportunity to discuss and disseminate SMS best practices to assist the workshop audience in understanding and overcoming challenges faced by the development and implementation of effective SMS.

Training: Traffic Incident Management Training for Emergency Responders

Three vehicle crashes involving injuries occur every minute in the United States putting nearly 39,000 incident responders in harm's way daily. Disruption and congestion from these incidents can increase the likelihood of secondary crashes, cause delays, and increase driver frustration. The longer responders remain on the scene, the greater the risk they, and the traveling public, face. Correct traffic incident management (TIM) focuses on responding in a way that protects motorists and emergency personnel while minimizing negative effects on traffic. TIM practices include detecting, verifying, and responding to incidents; clearing the incident scene; and restoring traffic flow.

Using a multi-discipline approach, first responders in New Jersey will learn how to operate more efficiently and act collectively. The training covers topics including TIM guidelines, fundamentals, and terminology; notifications and scene size up; scene safety and risk management; traffic management; special circumstances; clearance; and termination.

This course is open to all traffic-incident first responders including personnel in law enforcement, fire fighting, emergency medical services (EMS), public safety, public works, towing and recovery, and hazardous materials (HAZMAT).

Training: Roadside Safety

This workshop provides an overview of safety treatments and countermeasures that can be used to help reduce the frequency and severity of roadway departure crashes. One low-cost strategy is to use various treatments to help keep vehicles on the roadway. For those vehicles leaving the traveled way, it is important to reduce the potential for a crash, i.e., allow the vehicle to recover without overturning or striking fixed objects.  Techniques for improving shoulders, slopes and ditches are reviewed.  Removing, relocating or redesigning features such as trees, utility poles and drainage structures in the clear zone are also addressed. Enhancing mailbox safety is also covered. The session includes discussion of minimizing the severity of roadway departure crashes through use of breakaway supports and shielding obstacles. The essentials of barrier design, installation and inspection are reviewed.  The session concludes with case study exercises where participants apply what they learned to address actual roadway locations.

Training: Practical GIS-Driven Tribal Transportation Asset Management Planning

Transportation Asset Management properly established and supported by quality data collection provides the information required to enable comprehensive tribal transportation planning and readiness. Red Plains has been fortunate to work with many of the NW Region Tribes to establish GIS asset management systems designed to enable our tribal planners with the tools at their fingertips to make well-informed transportation decisions, present a cohesive set of transportation specific data layers easily manipulated and managed to tell a story, prepare graphic and data driven grant applications, and most importantly, have the ability to professionally present their transportation network to transportation stakeholders, the public, and tribal leadership.

The course is specifically developed to speak to those individuals responsible for oversight and implementation of their Tribe's Tribal Transportation Programs. We will discuss TTP Regulations, Data Collection, Inventory, LRTP's, TTIP's, ROW, Land Use, Safety Plans, Roadway Safety Audits, Maintenance, Planning, Traffic Analysis, Project Selection/Prioritization, and how they all work in concert if managed well. See work product from other Tribes and understand how to accomplish the same level of transportation management and readiness in this interactive classroom setting.  We will have time to get into specific scenarios so bring your questions and issues to the class for discussion.

Training: School Crossing Design and Safety Analysis

The School Crossing Design Course instructed by Dane Ismart will cover the recommended guidelines for school crossings.  Various issues such as determining the school area boundaries, signing and markings for school crossing areas, and design criteria will be covered.  Requirements and guidelines as covered by the Maryland MUTCD will be reviewed as part of the class.  How to select treatments such as potential signalization, crossing guards, pedestrian cross walks, coverage, school speed zones and speed monitoring, location of traffic control devices, and warrants will be presented to the class. The Safe Routes to School program will be reviewed. Sources for information and school crossing information will be given to the class as well as innovative school treatments from other states.   A class exercise will be conducted by the participants  to demonstrate the application of the procedures and design principles for implementing school crossing treatments.

Training: Safer Roads By Design

Preventive risk assessment tools, such as road safety audits and inspections, are an effective and essential instrument to help road authorities reduce the number of crashes and casualties.

Risk assessment procedures can typically be applied at successive stages of road planning, design, opening and operations. They all serve the common purpose of identifying risk factors related to road design or traffic control that may lead to crashes, or make crashes more severe. In many cases, they help network road operators and city traffic departments identify engineering weaknesses and hazardous road sections, even in the absence of robust traffic injury data.

In 2015, 82.5% of countries worldwide reported implementing one or more of these procedures, yet over 70% of roads surveyed by the International Road Assessment Program are rated under 2 Stars in a 5 Star Rating System across at least one user category. These figures suggest a startling disconnect between the theoretical merits of road infrastructure safety management and the actual results experienced by countless road users every day.

The 6th annual International Cycling Safety Conference will be held for the first time outside of Europe in Davis, California, USA, the "Bicycling Capital of the United States". The conference will bring together a truly international group to discuss the most relevant topics on the safety of bicycling.

The conference began as a Dutch initiative of the Ministry of Infrastructure and the Environment, TNO, Fietsberaad (Dutch center of expertise on bicycle policy), SWOV and Delft University of Technology.

Davis California is the preeminent cycling city in the USA. It was the first city in the USA to install bicycle lanes on city streets (in 1967), motivated by similar infrastructure in Holland (the image above shows the first bike lane). Davis has the highest cycling trip mode share in the country, at about 22% of trips by bicycle and there are more bicycle paths and lanes per capita in Davis than in any other US city. For 50 years, the city and university campus has insisted on bike friendly development, maintaining connectivity to the existing infrastructure.
