Event: Saint Patrick's Day Drunk Driving Prevention

For too many in the United States, St. Patrick's Day has ended in tragedy due to drunk drivers getting behind the wheel. Over St. Patrick's Day from 2011 to 2015, a total of 252 lives were lost in drunk-driving crashes.

Event: National Work Zone Awareness Week

National Work Zone Awareness Week 2017 is April 3-7. The event will be hosted by the State of Maryland. The national kick-off event will be held Tuesday, April 4, at 11 a.m. The physical location of that event has not been determined by the agency. Webinar: Protected Bikeway Design: Maintenance

There are numerous design guides that have been produced in the past decade for the design of bicycle infrastructure. The most recent guidance includes substantially more information about protected bike lanes due to the strength of their demonstrated outcomes. These facilities, also referred to as separated bike lanes and cycle tracks, have been shown to improve safety, user comfort, operations, equity, and mode share.  With the additional guidance and approvals from authorizing agencies, growth in protected bike lane miles/kilometres has been significant. However, questions about the specific design and operational details that many of the guides do not address requires additional design guidance and research before these designs are widely adopted. The ITE Protected Bike Lane Lecture Series will address these gaps related to 5 priority areas: Safety Performance, Mid-Block Design & Operation, Intersection Design & Operation, Maintenance, and Implementation. The Lecture Series will result in the development of the ITE Practitioners Guide.   While much of the application of protected bike lanes has been in urban areas, we will also include guidance for suburban contexts.

This fifth lecture is focused on the Maintenance of Protected Bikeways. The Maintenance lecture will include maintenance strategies and design considerations to support operation and use of protected bikeways in winter. The lecture will also discuss street sweeping equipment requirements.

Webinar: Low-Volume Roads

The design, maintenance, and operation of low volume rural roads poses a challenge to many local highway agencies, particularly when considering the financial constraints involved in also needing to address the more heavily traveled roadways within the same jurisdiction. It is estimated that there are 2.5 million miles of low volume public roads in the U.S., under the responsibility of counties, townships, tribal lands, the U.S. Forest Service and others.

When addressing low volume road issues, it is often economically impractical to apply the same design or operations treatments that would otherwise be suggested on a high volume road, particularly when most motorists on these roads tend to be familiar with the roadway and its geometrics. For this reason, organizations such as the American Association of State Highway and Transportation Officials (AASHTO), the Federal Highway Administration (FHWA), and the U.S. Forest Service have developed policies and guidelines that recognize the need for more flexible design standards and operational practices for low volume roads.

This webinar will provide an overview of the various design policies and guidelines that can be considered for the construction, reconstruction, maintenance and operation of low volume roads. As a part of this discussion, the differing traffic volume thresholds used when applying these guidelines will be described, as well as the influence of constraints that involve right-of-way, topography, and environmental issues. Maintenance and operations issues concerning paved versus unpaved roads, and use of traffic signing and other traffic control devices will be included.

Key management issues to be considered when developing policies for low volume roads will also be discussed. Low volume road safety concerns and potential low cost counter-measures will be covered, particularly in light of the difficulty involved in statistically assessing sparse crash data.

TRB will conduct a webinar on Thursday, March 16, 2017 from 2:00 PM to 4:00 PM ET that features research from the Transit Cooperative Research Program  (TCRP)'s  Report 187 : Livable Transit Corridors: Methods, Metrics, and Strategies. The planning method presented in the handbook was developed by studying more than 350 transit corridors throughout the U.S. It offers an operational framework for defining and assessing livability to provide clear guidance for corridor-level visioning and planning. A set of analysis tools was developed to identify corridor livability strengths and needs, and recommend paths to implementation.

This webinar will examine the potential for transit access, land use and transportation integration, and a stakeholder-driven set of assessment and implementation tools to improve livability in transit corridors.

Webinar: Bang for the Buck? Following the Money from Transportation Decisions to Outcomes

Federal, state and local governments spend roughly 5 percent of their total expenditures on transportation: roads, bridges, tunnels, public transit, ports, etc. Such projects and programs are intended to support the efficient movement of people, goods and services, but also impact livability and other societal goals. The 2012 federal transportation reauthorization, MAP-21, is calling for more performance-based decision-making.

A recent research project examines transportation decision-making in six innovative states: California, Massachusetts, Minnesota, Tennessee, Utah, and Virginia.

This webinar will offer examples of current decision-making practices, note strengths and weaknesses, and highlight significant gaps in linking transportation investment decisions to outcomes.

Whether from smart phones used in conversation or texting to drowsiness brought on by too many hours behind the wheel, inattentive drivers continue to kill at too high a rate. This webinar will discuss one of the scourges of driving: the distracted and/or drowsy driver.

We will begin with the science of distraction: what goes on in the brain of a driver using smart phone to text while driving? How does a driver texting compare to a drink-driver? Then we will look at engineered mitigation including edge-line rumble strips for permanent applications and portable, temporary rumble strips used in advance of road works. Finally, we will analyze case studies of media campaigns to educate the distracted driver.

Contractors and inspectors need to know the Americans with Disabilities Act (ADA) and the standards set by the Access Board to keep municipal infrastructure projects compliant. Experts from the Michigan Department of Transportation (MDOT), the Federal Highway Administration (FHWA), the Michigan Concrete Association (MCA), and county road agencies will teach proper design, planning, and construction procedures for complying with ADA requirements. Training: Work Zone Safety Awareness Workshop

The Work Zone Safety Awareness Program is offered to participants who require an overview of working safely in the roadway. As new or veteran employees enter or re-enter the construction and public works profession, they are frequently required to set up short-term work zones or are assigned to long-term projects. There are no allowances for errors when working next to traffic, so it is important for personnel to have a solid understanding of work zone safety compliance with the national MUTCD standards. Also, the roles of workers and enforcement personnel at work sites, differences between NJDOT and local projects, and legal responsibilities in work zones will be addressed during this program.

Training: Design and Operations of Separated Bike Lanes and Protected Intersections

Separated bicycle lanes (also known as cycle tracks or protected bicycle lanes) are exclusive facilities for bicyclists that are separated from motor vehicle traffic and pedestrians. Separated bicycle lanes are a fixture of bicycle networks in many countries with high rates of cycling, and interest in and construction of separated bicycle lanes is growing in Minnesota and across the country.

The release of the FHWA's Separated Bike Lane Planning and Design Guide provides design guidance but also allows for flexibility in design that would benefit from additional discussion. This course will address planning, design, safety, and operations concerns of separated bicycle lanes and protected intersections based on the FHWA's newly released design guidance and other resources such as MassDOT's Separated Bike Lane Planning and Design Guide.

Training: Traffic Incident Management Training for Emergency Responders

Three vehicle crashes involving injuries occur every minute in the United States putting nearly 39,000 incident responders in harm's way daily. Disruption and congestion from these incidents can increase the likelihood of secondary crashes, cause delays, and increase driver frustration. The longer responders remain on the scene, the greater the risk they, and the traveling public, face. Correct traffic incident management (TIM) focuses on responding in a way that protects motorists and emergency personnel while minimizing negative effects on traffic. TIM practices include detecting, verifying, and responding to incidents; clearing the incident scene; and restoring traffic flow.
 
Using a multi-discipline approach, first responders in New Jersey will learn how to operate more efficiently and act collectively. The training covers topics including TIM guidelines, fundamentals, and terminology; notifications and scene size up; scene safety and risk management; traffic management; special circumstances; clearance; and termination.
 
This course is open to all traffic-incident first responders including personnel in law enforcement, fire fighting, emergency medical services (EMS), public safety, public works, towing and recovery, and hazardous materials (HAZMAT).

Training: Common Sense Solutions for Intersection Problems

Training: Road Safety 365 - A Safety Workshop for Local Governments

This course instructed by Juan M. Morales, P.E. is designed to provide local and rural agencies with practical and effective ways to mainstream safety solutions into their day-to-day activities and project development process. This one-day workshop focuses on processes for incorporating safety into all aspects of local and rural projects, and on making safety a priority through inclusion in the traditional decision-making process - 365 days a year. The course stresses the importance of road safety, and illustrates how it can be integrated into rural/local transportation project development at all stages: planning, design, construction, implementation, operations, and maintenance. Through practical exercises and facilitator-led discussions, the emphasis is on operations and maintenance to reflect the predominant, day-to-day responsibilities of rural/local transportation agencies. The benefits and potential cost savings of safety initiatives are shown using examples from rural/local agencies.

The workshop audience ranges from decision-makers to road crews. It is aimed primarily at local and rural road and public works supervisors. Others who would benefit include: elected officials, public safety advocates, State DOT personnel, law enforcement, consultants, regional and rural development organizations, municipal associations.
