This free webinar will take place on Tuesday, March 22, 2016 and provide an overview of NCHRP Domestic Scan 14-03 that examined the factors and processes that can support the success of developing a strong safety culture in transportation safety agencies. The Federal Highway Administration will be hosting a webinar on Rural Local and Tribal Road Safety Toolkit and User Guides. This webinar will take place on the following dates: February 23rd, and March 22nd. Do not forget to save the date for the upcoming National Working Summit on Transportation in Rural America on September 7-9, 2016. Check back on the Safety Center website for registration to open soon.  There are many trainings coming up so make sure to plan ahead so you do not miss out on these great training opportunities!

Webinar: Pedestrian and Bicycle Safety Education and Encouragement for Safe Routes to School

Webinar: Design-Build Push Button Contract Significantly Reduces the Time It Takes to Implement Safety Improvements

As other States may well have discovered, Florida found that making simple safety improvements to local roads could take as long as 3 to 5 years. The Florida Department of Transportation (FDOT) believes that this is way too long when lives are at stake.

In response, FDOT's District 7 (Tampa Bay, Florida), working closely with the Florida Division of the Federal Highway Administration (FHWA), developed a "design-build push button" contract that has reduced the time to deliver simple, low-cost safety improvement projects to roughly 1 year. Transportation agencies in FDOT's District 7--which includes the Tampa metropolitan area (Hillsborough County) and four neighboring counties--now can access Federal funds more easily and roll out safety improvements on local roads more quickly.

FHWA's Roadway Safety Noteworthy Practice webinar series will host a presentation on the FDOT Design-Build Push Button contract. The Design-Build Push Button contract reduces the delivery of simple or low cost safety improvements from 3-5 years to 3-9 months. This innovative process helped FDOT achieve their EDC goals and increased the NPV of Safety projects.

Webinar: A Sampling of Winter Maintenance Best Practices in Europe

Webinar: FHWA's Focused Approach to Safety - Roadway Departure Safety

Webinar: FTA Public Transportation Agency Safety Plan NPRM and Proposed National Public Transportation Safety Plan

Join us for a webinar hosted by National RTAP and the Federal Transit Administration (FTA)'s Office of Transit Safety and Oversight to discuss the Public Transportation Agency Safety Plan Notice of Proposed Rulemaking (NPRM), and the proposed National Public Transportation Safety Plan. 

During the webinar, FTA will discuss the provisions of both the proposed rule and plan, and how industry stakeholders can get involved in the regulatory process. There will be a time to ask questions at the end of the webinar. 

The proposed Agency Safety Plan rule would require any public transportation system that receives Federal financial assistance to certify and implement a safety plan based on the principles of Safety Management System (SMS). The National Safety Plan is not a regulation, but would be FTA's primary tool to disseminate guidance, technical assistance, templates, and other resources related to safety rulemaking to help transit providers improve their safety performance. Comments are due by April 5, 2016.

Webinar: Improving Safety at Intersections

About 65 percent of all crashes in urban areas and 40 percent of those in rural areas occur at or near intersections or driveways. Safety improvements at these locations have always been a priority and pose a challenge for most transportation agencies in California. Because crashes are typically complex events, a great diversity of mitigation measures have been tried with varying degrees of success, including the modern round-about. This workshop offers a range of guidelines, solutions, and strategies for reducing conflicts and crashes at intersection locations. Safety improvements appropriate for both urban and rural areas are explored.

Training: Highway Safety Analysis

Transportation engineers have developed a system to identify and address roadway safety problems. The Highway Safety Analysis workshop will assist local and state level agencies with relevant information on the stepwise procedure.

The course's focus is on the identification of hazardous locations and counter-measures for alleviating the safety hazards. Other tasks that are needed to accomplish this goal include the management and analysis of crash records and also a before-after analysis of the results of implemented counter-measures.

This course will prepare one for taking charge of a roadway safety program either as an employee of an agency or a consultant. The topics covered by this course are included in the scope of the examination for PTOE certificate of the Institute of Transportation Engineers.

Training: Work Zone Safety Awareness Workshop

The Work Zone Safety Awareness Program is offered to participants who require an overview of working safely in the roadway. As new or veteran employees enter or re-enter the construction and public works profession, they are frequently required to set up short-term work zones or are assigned to long-term projects. There are no allowances for errors when working next to traffic, so it is important for personnel to have a solid understanding of work zone safety compliance with the national MUTCD standards. Also, the roles of workers and enforcement personnel at work sites, differences between NJDOT and local projects, and legal responsibilities in work zones will be addressed during this program.

Purdue Road School is co-sponsored by JTRP and the Indiana Local Technical Assistance Program (LTAP) and attracts over 2,000 Indiana local and state officials, consultants, and suppliers each year. Training: Roadway Departure Crash Countermeasure Plan

Over 50 percent of Virginia's traffic deaths result from roadway departures. While these severe crashes remain primarily a rural issue, surprisingly over 40 percent of fatalities on locally maintained roadways are due to vehicle departures. Working with FHWA, Virginia Department of Transportation (VDOT) developed a Virginia Roadway Departure (RD) Safety Implementation Plan to systemically target and deploy countermeasures to reduce these severe crashes.

The RD Plan documented multiple RD countermeasures, from low to higher costs with associated expected effectiveness, for the targeted roadway network segments identified. Since the completion of the Implementation Plan, templates showing tiers of multiple treatments, decision trees and highway assessment processes have been developed to assist in identifying appropriate countermeasures to address site specific roadway departure related crashes.

With the assistance of Kimley-Horn, VDOT has prepared a one day workshop for all local partners, registered through the Virginia Local Technical Assistance Programs (LTAP), looking to address roadway departure related crash patterns on their jurisdictional roadways. This workshop will present background information used in the development of the RD Plan and locations identified for potential improvements, present VDOT's new Roadway Departure Countermeasure Templates and Tool (RDCT), and strategies for scoping and programming roadway departure related countermeasure projects within individual jurisdictions.

Training: Low-Cost Roadway Safety Improvements

This workshop shows participants ways to reduce fatalities and injuries caused by road departures and collisions with fixed objects, as well as collision at rural intersections.  The course also addresses measures to improve pedestrian safety.  Included are examples of low-cost maintenance and safety improvements on roads and the historical differences between state road systems and local road systems.

Training: Road Safety 365 - A Safety Workshop for Local Governments

This course instructed by Juan M. Morales, P.E. is designed to provide local and rural agencies with practical and effective ways to mainstream safety solutions into their day-to-day activities and project development process. This one-day workshop focuses on processes for incorporating safety into all aspects of local and rural projects, and on making safety a priority through inclusion in the traditional decision-making process - 365 days a year. The course stresses the importance of road safety, and illustrates how it can be integrated into rural/local transportation project development at all stages: planning, design, construction, implementation, operations, and maintenance. Through practical exercises and facilitator-led discussions, the emphasis is on operations and maintenance to reflect the predominant, day-to-day responsibilities of rural/local transportation agencies. The benefits and potential cost savings of safety initiatives are shown using examples from rural/local agencies

The workshop audience ranges from decision-makers to road crews. It is aimed primarily at local and rural road and public works supervisors. Others who would benefit include: elected officials, public safety advocates, State DOT personnel, law enforcement, consultants, regional and rural development organizations, municipal associations.
