Strengthening Medication Access in Southwest Virginia | | |
VHCF’s Medication Assistance Program Officer, Liana Judy, recently met with Medication Assistance Caseworkers (MACs) from health safety net organizations where staff collaborate with local providers and pharmacies to help patients access medications through Patient Assistance Programs (PAPs). The visits provided an opportunity to address key topics, including changes in medication assistance, access to a new program available in TPC, OneSight, which offers free eyeglasses, and discuss creating medication formularies to aid providers with MAP patient referrals. Many thanks to these MACs for strengthening medication access in these communities!

| | Wegovy Savings Option for Uninsured and Underinsured Patients | | Wegovy is now available for patients with a valid prescription who do not have insurance or have an insurance plan that does not cover Wegovy, for $499/month, a savings of over $1,000/month, through NovoCare Pharmacy, a new program by Novo Nordisk. The health care provider sends the patient prescription directly to NovoCare Pharmacy. No application or documentation required. Patient will receive directions on how to create a NovoCare Pharmacy account to make payment and schedule prescription delivery directly to the patient at their home. New Resource: Exact Sciences’ Patient Assistance Program helps eligible patients access Cologuard screening at no cost. It’s now available in the Supplies section of TPC.
Guidelines: To be eligible, individuals must be age 45 years or older, reside in the United States and have a household income at or below 400% of the Federal Poverty Level (FPL). A one-page application with supporting income documentation is required and can be submitted via email, fax or mail. Get started and see if your patient could be eligible here with the Patient Assistance Estimator tool.

New Medicaid Managed Care Organization and
Open Enrollment for All Members

Cardinal Care Managed Care is Virginia’s Medicaid and FAMIS managed care program. Most people enrolled in Medicaid/FAMIS have a managed care health plan. The Department of Medical Assistance Services (DMAS) awarded new statewide Cardinal Care Managed Care contracts to five health plans:
Cardinal Care Managed Care Members previously enrolled in Molina were automatically switched to the new Humana Healthy Horizons of Virginia plan, effective July 1, 2025.
All Cardinal Care Managed Care members will have the option to change their health plan for any reason between June 19, 2025 and September 30, 2025. This option is open to everyone enrolled in a managed care health plan – not just those who experienced an automatic switch. | | At a Glance: Health Provisions in the Federal Budget | | |
On July 3, 2025, Congress passed a federal budget reconciliation bill that includes a broad range of policy changes, including changes to Medicaid, Medicare, and the Affordable Care Act. President Trump signed the bill into law on July 4, 2025.
Most new Medicaid provisions will not take effect until 2026 or later, giving states time to develop their implementation plans. Current Medicaid eligibility rules remain unchanged at this time. The Virginia Health Care Foundation (VHCF) is committed to working with partners and sharing timely, Virginia-specific guidance as the Commonwealth’s approach is developed and finalized.

Experienced MACs use these tech tips to plan for re-enrollment, streamline their workflow, and manage refill requests:
- Track patient PAP re-enrollment dates through the Manage PAP ID’s & Re-enrollment Date option and generate a custom report.
- Update patient documentation using the Verify Patient Info Report under the Messages tab and queue phone call or letter reminders.

Refill requests placed by phone or online should be tracked in TPC by specifying the Reorder Type.

We are delighted to welcome Kathryn Zapach to the team at VHCF. Kathryn has over five years of experience managing federally-funded quality improvement projects, collaborating with hospitals and community health centers across Virginia. Additionally, she brings a strong understanding of Virginia’s health safety net via her time as Vice President of Membership Support for the Virginia Association of Free and Charitable Clinics (2015-2019). As Director of Operations, Kathryn will be responsible for overseeing VHCF’s operations and ensuring alignment of its strategic, fund development, and communication plans.
