SB 54 April Workshop Slides
On April 26, 2023, CalRecycle hosted an informal workshop on the topic of covered material. This workshop included an informational session focusing on the definition of “covered material,” a non-regulatory workshop on data reporting systems and a workshop on regulatory concepts pertaining to covered material. The slides are now available here.
CalRecycle's next informal workshop for SB 54 will be held on May 31 and will focus on source reduction and responsible end markets. The workshop will include an informational session and provide an opportunity for stakeholders to provide feedback on several rulemaking concepts. CRA will be there and will provide our members with a recap directly following the meeting. We will also send out the May workshop materials when they are made available the week prior.
CEW Program Updates
The following is an update we received from CalRecycle for the implementation of California's Electronic Waste Recycling Act of 2003 (Act) regarding the management of covered electronic waste (CEW) and other electronic waste (e-waste) management developments in California.
SECTION 100 CHANGES: CEW RECYCLING PROGRAM
In 2022, Governor Newsom signed SB 1215, adding battery-embedded products to the CEW Recycling Program, changing several more requirements for video display devices that had already been part of the Program, and rearranging/renumbering many statutory section numbers as a result. Several revisions to the California Code of Regulations (CCR),Title 14, Division 7, Chapter 8.2, Sections 18660.5-18660.50 were necessary to show that the current regulations only apply to video display devices.
The statutory changes to the E-waste Recycling Act required CalRecycle to make changes without regulatory effect to existing regulations.Additionally, CalRecycle made changes without regulatory effect that are unrelated to SB 1215. CalRecycle made these changes in order to ensure the regulations are consistent with SB 1215 and to fix punctuation and other errors in the regulatory text.
These changes were submitted to the Office of Administrative Law (OAL) on March 6, 2023, as changes without regulatory effect under section 100 of Title 1, California Code of Regulations. OAL approved the changes on April 17, 2023. A copy of the approved regulations can be found on the Section 100 CEW Recycling Program Archive Page.
