Senator Chang Introduces Pet Microchipping Bill
Microchipping your four-legged friends will save pets & taxpayer dollars

SACRAMENTO, CA –
Senator Ling Ling Chang
(R-Diamond Bar)
recently introduced legislation that would save taxpayer dollars while reducing the number of dogs and cats that are euthanized.
Senate Bill 64
requires that all municipal animal shelters microchip any dog or cat that is adopted or claimed by a pet owner.
“Our pets are part of our family and my four-legged friends, Buster and Pepper, are precious to me. Should both of them not come home, a planted microchip allows me to find and bring them home. By microchipping our dogs and cats with the owner’s information, we can help reunite pets with owners, drop the euthanized numbers, and save taxpayer dollars,” said Senator Chang.
"Micro-chipping every animal that leaves a shelter is the easiest and most efficient way animals are returned to their owners," said Judie Mancuso, President and Founder of the bill's sponsor,

. "Getting pets back to their owners saves municipalities money by reducing the cost of sheltering and timely rehoming efforts, but most importantly saves animals' lives from needless euthanasia. This bill is a win for animals, families, and taxpayers."
Microchips are the most reliable source of identification for animals. When a pet is found by an animal shelter or vet, a scanner will detect the microchip and the unique ID number with the owner’s contact information.
According to the American Society for the Prevention of Cruelty to Animals, approximately
6.5 million
dogs and cats enter animal shelters every year. And each year, 1.5 million dogs and cats are euthanized. This means that every hour, 171 animals are being put to death.

LOS ANGELES (January 28, 2019): On Saturday, January 19, Social Compassion in Legislation (SCIL) hosted a celebratory event at Andaz West Hollywood that brought together elected officials, celebrities and social justice champions who are committed to fighting for animal rights issues with landmark legislation. “Sunset on Sunset”, an event moderated by

Genesis Butler. The event served as the jump start for 2019 to fuel the effort for more breakthrough wins and raised funds for all the exciting work SCIL will embark on during the year to save and protect animals.

John Paul DeJoria was honored for his distinguishing work serving the community and advocating for animal anti-cruelty laws. City Councilmember
Paul Koretz, representing the fifth council district, presented John Paul DeJoria an official proclamation from the City of Los Angeles for his philanthropy work.
“I’m honored to receive this recognition from SCIL and the Los Angeles City Council and commend all they have done to make the California Cruelty-Free Cosmetic Act a reality,” said John Paul DeJoria, Chairman and Co-Founder of John Paul Mitchell Systems. “JPMS was a pioneer in the fight against animal testing when Paul Mitchell and I founded the company 30+ years ago, and I’m hopeful that this act will inspire other states to do the same and motivate our industry partners to implement new testing protocols as well.”
