On September 10, Dr. Luu, our bi-county health officer began accepting waivers for in person schooling for TK-6 grade schools. As of today, seven of our Sutter County Schools have submitted this waiver. The waiver must address the following areas:
- Cleaning and Disinfection
- Cohorting: (how students are kept in small, stable groups)
- Entrance, Egress and Movement within the school
- Face Coverings and other essential protective gear
- Health Screenings for students and staff
- Healthy Hygiene Practices
- Identification and Tracing of Contacts
- Physical Distancing
- Staff Training and Family Education
- Testing of Students and Staff
- Triggers for switching to distance learning
- Communication Plans
- School Website URL
Dr. Luu will review each waiver application and have the California Department of Public Health review them as well.
On September 25, Marcum Illinois Union School District received notice from Dr. Luu that their waiver has been approved. Marcum Illinois will begin in person school on October 5. Click here to read the approval letter from Dr. Luu.

Sutter County Superintendent of Schools, Student Support and Outreach (SSO) Program is the acting liaison between local schools and foster youth. Our program works to support academic and social-emotional achievement for all students in our community. SSO’s Foster Youth Services Coordinating Program (FYSCP) specifically targets the educational achievement of foster youth enrolled in schools within Sutter County.
In order to acknowledge and celebrate the hard work and success of our foster youth, despite their unique challenges, as well as the hurdles presented by the Covid-19 related school closures, at the end of the school year Student Support and Outreach created and distributed gift bags for each of the students promoting/graduating.
Student Support and Outreach also wishes to thank Mr. Pogue, Yuba City High School, Mr. McPeak, River Valley High School, Mr. Robison, Sutter High, and Mr. Walton, and Live Oak High School for their contributions of t-shirts to the students transferring to their high school. a shout out also to some local businesses that generously donated gift cards to add to the gift bags: Dutch Brothers, Carl’s. Jr., Costa Vida, and Round Table.

On September 29, our wonderful Student Support and Outreach and CTE/ROP departments partnered with East Nicolaus High School to provide a drive-thru Mental Health Awareness Event from noon to 2 p.m. Participants received goody bags, food and ice cream cones from our CTE/ROP Culinary Food Trailer. Our next Mental Health Awareness Events will be held at Live Oak High School and Yuba City High School. Stay tuned!

Sutter County One Stop Success Story
I had the pleasure of meeting Jerry Givens in February of 2020. Jerry spent most of his life incarcerated. Upon his release he was eager to begin his new life in society. Jerry took the time to rehabilitate himself and took advantage of the programs and services offered to him throughout the years and was ready to utilize and implement the many skills he had obtained. Jerry successfully completed a Small Engine Apprenticeship training, obtained multiple certifications in Automotive Transmission and Tune-up, Electrical Level I,II,III certificates and forklift certification.
Jerry wanted to find work and was referred to the Sutter County One Stop by his Parole Officer. It was evident that he wanted to change and wanted a better life for himself. Jerry had many transferable skills to offer an employer and received help developing a current resume, polishing his interview skills and received various job leads.
Jerry was given the opportunity to help around a local Mechanic Shop as an Intern. He loved helping out at Grumpy’ s Hot Rods and wanted to pursue permanent employment with them. He is very knowledgeable in automotive and diagnostics and the employer took notice. Jerry was later offered a job as a Technician at Grumpy’ s and he couldn’t be happier! He gets along well with his boss and coworkers. Jerry’s self-esteem is growing every day and is paying it forward by encouraging other recently released individuals to stay on the right path as well. He is excited about his new job and moving forward into a new life. Congratulations Jerry, you truly are a success story! Keep up the great work!

A GREAT HIGH SCHOOL educates all students from different social and economic backgrounds, exposing them to challenging coursework on the path to graduation. The highest ranked U.S. public schools in U.S. News & World Report's 2020 Best High Schools rankings are those whose attendees demonstrated outstanding outcomes above expectations in math and reading state assessments, passed a diverse array of college-level exams and graduated in high proportions. Several of our Sutter County Schools were named in the list: Live Oak High School, River Valley High School, East Nicolaus High School, Sutter Union High School, Yuba City High School and Yuba City Charter School.

East Nicolaus High School

Twenty miles north of Sacramento, twenty miles south of Yuba City, east of Highways 99 and 70, there dwells an extraordinary place: East Nicolaus High School. Home to 305 students in grades 9-12, this high school is committed to academic excellence, school pride and training students to become exemplary citizens. Their excellence has not gone unnoticed. US News and World Report recently released its list of 2020 Great High Schools and East Nicolaus is on the list.
“East Nicolaus High School is an elusively magical place,” Superintendent/Principal Mark Beebe said. “ENHS has captured a spirit of personal connection and purity through its triangle of staff, students and community. Students love coming to school.” An educator for thirty years, Superintendent Beebe is serving in his third year at ENHS. He has served as a Principal at bigger school districts and says that being at a smaller school gives him the opportunity to know everyone personally; students, staff, parents and community members. “East Nicolaus is an amazing, rural country school that manages to offer the same rigor as the larger high schools without negating our great school climate,” Superintendent Beebe said.
East Nicolaus is home to fourteen teachers who provide high quality instruction. Fifty percent of all students are on inter district transfers from neighboring school districts. Superintendent Beebe says the draw is the small school climate as well as the CTE Programs that are offered.
SCSOS board member Vicky Lachance, who has had children and grandchildren graduate from ENHS, loves the school. She and her husband, Dave, work diligently each year to get the football field ready for games. “The staff and Superintendent work with the community to do the best they can for the students academically as well as in extracurricular activities. Everyone at ENHS really has what’s best for students as the highest priority,” Vicky said.
“I am proud of the quality educational program that East Nicolaus High School provides for their students,” Sutter County Superintendent Tom Reusser said. “Superintendent Beebe, staff, board and community have created an environment where students are embraced. It is great to see the school team recognized for their hard work.”
Superintendent Beebe considers himself a simple leader who makes it a priority to be present for everyone. “There are very talented people who drive ENHS. I drive the bus, but the stakeholders make ENHS what it is. When you put good people around you and lead by example, good things happen.”
