Dear Superintendents and School Leaders,
To support you in doing everything possible to prioritize student safety, keep the community updated, and work toward getting teachers and learners back together, the San Diego County Office of Education (SDCOE) is pleased to share our
for reopening campuses that closed to prevent the spread of COVID-19.
The framework was developed by subject-matter experts from SDCOE in consultation with school district and charter school leaders, bargaining association and parent representatives, and experts in topics such as transportation and special education. A cross-functional workgroup crafted documentation and guidance based on SDCOE’s planning assumptions and recommendations for reopening schools in the fall. Those assumptions and recommendations, which align with guidance from the state and federal governments, were also vetted by local public health officials.
The guidance is presented in six focus areas to allow you and your teams to quickly access information and customize your plan to meet the needs of your school community. To view the reopening guidance, visit
This framework is very much a living document. SDCOE will continue to work with local school districts, charter schools, and public health to identify next steps and additional supports to help plan for the fall.
If you have questions about any of the guidance contained in the framework, please contact SDCOE Duty Officer Bob Mueller at
Thank you for all you are doing to support our region’s children during these unprecedented times.
