PRESENTATION SYNOPSIS

Caltrans and SANDAG will share an overview of the State Route 11 (SR-11)/Otay Mesa East Port of Entry project, what has been accomplished to date, and the economic and environmental benefits the new port of entry will provide to both the U.S. and Mexico following completion.

Project Description

The SR-11/Otay Mesa East Port of Entry project is a joint venture between Caltrans and SANDAG, in collaboration with state and federal partners in the U.S. and Mexico, to create a 21st century port of entry that will enhance regional mobility, reduce greenhouse gas emissions, fuel economic growth, and bolster binational trade. Construction is nearly complete on roadway infrastructure to support a state-of-the-art U.S. Land Port of Entry and a California Highway Patrol Commercial Vehicle Enforcement Facility. These improvements will provide a direct connection to the new port of entry, helping to enable fast, predictable, and secure border crossings.

Mario is responsible for the planning and execution of projects financed by California’s Proposition 1B, which includes projects such as Otay Mesa East and State Route 11. Within the Otay Mesa East Port of Entry project, Orso directs a team of professionals from both Caltrans and SANDAG, while coordinating with several private and public agencies to ensure pivotal project goals are achieved.

Maria oversees various projects throughout the San Diego-Baja California border corridor, including development of the Otay Mesa East Port of Entry, the $1 billion infrastructure project aiming to transform the movement of people and goods throughout the region. Maria leads Caltrans and SANDAG staff members, while coordinating with multiple public/private agencies to meet aggressive schedules for crucial goods-movement projects.

Nikki Tiongco

Corridor Director for South County and Trade Corridors

As Corridor Director for South County and Trade Corridors at Caltrans, Nikki manages projects such as the SR-11/Otay Mesa East Port of Entry. At Caltrans, she has worked as the Senior Bridge Engineer on the construction of the South County Trade Corridor projects in addition to serving as the Resident Engineer on the SR-125/905 southwest connector.
