Over the past 12 months I have been enriched by the privilege of being the President of the Structural Engineers Association of Southern California. I have had the honor of working with an incredible team of passionate fellow engineers on the Board of Directors who desire to see our profession grow. I have had the honor of working with numerous committee Chairs and members in their endeavors to foment ideas that instill the value of structural engineers within the association and the surrounding communities. I have had the honor of working with a dedicated team from our Association Management office. I have had the opportunity to greet and speak with numerous sponsors and contributors without whom the association would be a lesser version of itself. Finally, I have had the privilege of meeting and sharing ideas with students as they seek a role in helping define the future of the structural engineering profession.

Patti Harburg-Petrich, SE, LEED AP BD+C is a structural engineer and Principal at Buro Happold, serving as US West Coast Aviation Lead. She has a passion for community-centric work, adaptive reuse and seismic retrofit, sustainable design, and aviation and transportation projects. Patti is a licensed Structural Engineer in the state of California, LEED Accredited Professional, Building Design + Construction, and certified Disaster Service Worker for the State of California Safety Assessment Program. She serves on the Executive Board of the ACE Mentor Program, the Executive Board of the Southern California Development Forum, and the ASCE Structural Engineering Institute BPAD Executive Committee.

Brett Beekman, S.E.
OSHPD
Brett Beekman, SE is currently Supervisor of the South Los Angeles Region for the Office of Statewide Health Planning and Development (OSHPD). He has 35 years of experience in structural engineering design and review, the last 15 of which have been with OSHPD. As supervisor he is responsible for plan review of General Acute Care Hospitals, Acute Psychiatric Hospitals, Intermediate Care and Skilled Nursing Facilities as prepared by a team of structural engineers, architects, mechanical engineers, electrical engineers, and fire & life safety officers. His role prior to this as a District Structural Engineer for the Seismic Compliance Unit of OSHPD was the generation, implementation and review of the online reporting process that OSHPD has made available to hospitals for meeting the requirements of Senate Bill 499. Further duties include management of all Structural Contract Out Retainer Contracts and agreements, development and management of California Environmental Quality Act (CEQA) Retainer Contracts and structural review of Nonstructural Performance Category (NPC) upgrade documents. Previously, Mr. Beekman as a Senior Structural Engineer at OSHPD was involved in structural plan review for OSHPD 1 and OSHPD 2 buildings in the South Region. Since 2008, Mr. Beekman has been an OSHPD Representative to the Hospital Building Safety Board - Administrative Processes, Code Changes, and Standard Details Subcommittee which is responsible for development of secondary structural typical details known as OSHPD Preapproved Details (OPD’s) for use on hospitals. Prior to coming to OSHPD, Mr. Beekman worked for John A. Martin & Associates developing structural solutions to various hospitality, commercial, public, gaming, parking and health related construction projects.

Bernard Cruz, P.E.
Hilti North America
Bernard Cruz, P.E., is an alumni of California State Polytechnic University, Pomona, where he attended college on an Air Force ROTC Scholarship. He received his B.S. in Civil Engineering in 2000 and worked as a Structural Engineer on a number of Power, Petrochemical and Heavy Industrial projects at the Fluor Corporation. He is currently the Manager of Engineered Solutions for Hilti North America where he has spent the last 17 years of his career. At Hilti, Bernard has been a Field Engineer, Project Manager for the Civil/Energy Business, Division Technical Services Manager and spent several years at Hilti's North American HQ as the Product Manager of Chemical and Heavy Duty Anchors. At SEAOSC he is a member of the Seismology Committee and Education Committee, where he previously served as Chair. Bernard is an active Emergency Responder and currently serves as a Structural Engineering Specialist with FEMA Urban Search & Rescue, California Task Force 6.

Susan Dowty, S.E.
ICC
Susan M. Dowty, P.E., S.E., regional manager in the Government Relations department of the International Code Council, has over 35 years of experience in the development and application of building code provisions. Ms. Dowty provides support to code officials, design professionals and the academic community on the implementation and use of the International Codes. Prior to her current position, Ms. Dowty was Vice President for S.K. Ghosh Associates, a seismic and building code consulting firm. Over the course of her career, she played an active role in the development of structural provisions for the International Building Code, where she served as the Structural Committee Secretariat. She also has been involved in the development and delivery of training programs for code officials on structural provisions in building codes, as well as the development of a number of structural engineering publications. She was appointed by the Governor to the California Building Standards Commission in 2006 and served until 2010. She served on the BSSC Board of Direction 2016 to 2018.Ms. Dowty currently serves a 3 - year term (2019-2022) on the National Earthquake Hazards Reduction Program (NEHRP) Advisory Committee on Earthquake Hazard Reduction (ACEHR) and is a member of the Project Technical Panel (PTP) on the FEMA-NIST Functional Recovery effort. Ms. Dowty received her Bachelor of Science degree in Civil Engineering from Cal Poly, San Luis Obispo and her Master of Science degree from California State University, Long Beach.

Jesse Karns, S.E
MiTek USA, Inc.
Jesse Karns is a licensed California Structural Engineer (also licensed in 5 other states) with 27 years of broad engineering expertise and project experience in structural design (new and retrofit) for multiple hazards, including earthquake, blast and disproportionate collapse. Jesse has been involved in the seismic evaluation and risk assessment of numerous structures of all materials, using a variety of analytical tools and methodologies; including nonlinear dynamic time history analysis and high-fidelity physics-based finite-element modeling and analysis of steel frame systems with LSDyna. With MiTek since 2009; Jesse leads the lateral systems design group, as well as leading MiTek’s R&D efforts in research, design development and testing of lateral force resisting systems and components for resisting earthquake forces in Muti-Family residential wood structures. Jesse is a member of the SEAOSC Seismology Committee (Chair from 2015-2017), the SEAOC Seismology Committee (Chair in 2017-2018), and ASCE Disproportional Collapse Standards Committee.

Bryan Seamer is the Managing Director of Structural Engineering at LPA Inc., an integrated design firm with offices in California and Texas that specializes in creating innovative, sustainable environments that work better, do more with less and improve people’s lives. Seamer joined LPA in 2013 and has focused on the practice and processes of integrating structural, architectural and MEP building systems into elegant holistic design solutions. His progressive designs for education, healthcare, governmental and commercial structures of all sizes are regularly recognized by his peers including garnering multiple engineering design awards from such organizations as SEAOSC, NCSEA, and AISC.

Garrett Mills, S.E.
Taylor & Syfan Consulting Engineers
Garrett Mills was educated at Cal Poly, San Luis Obispo, graduating with a B.S. degree in Architectural Engineering with minors in Spanish and Ethnic Studies. Just prior to graduation, Garrett started his ascent through the ranks at Taylor & Syfan, starting out as a project engineer in the Central Coast office. Garrett moved to Southern California in 2005 to strengthen the Pasadena office team and was subsequently asked to become the Chief Engineer of Los Angeles operations and a principal in the firm. Today Garrett oversees the majority of the firm’s work in Southern California. While managing operations in Southern California, Garrett completed the Master’s degree program at the University of California Los Angeles with an emphasis on non-ductile concrete structures and performance-based design. Garrett has a strong commitment to community service and has traveled to Haiti on multiple occasions with eMi (Engineering Ministries International) where he has both designed several dozen structures for community development organizations and assessed the level of damage to several structures affected by the 2010 earthquake.

Mehran Pourzanjani, S.E.
Saiful Bouquet
Mehran Pourzanjani is a Principal, of Saiful/Bouquet Structural Engineers. He has over 30 years of experience in designing buildings. His experience spans a wide spectrum of structures varying from institutional and public projects to healthcare, regional malls, high rise structures, and evaluation and strengthening of existing structures. Mr. Pourzanjani is the past president of the SEAOC Seismology Committee and continues to serve on that commi ttee. Additionally he is currently serving on the SEAOC Standards, and the SEAOC Evaluation Services Committees as well as, ACI 318H, Seismic Provisions subcommittee. Mr. Pourzanjani has participated in university research through codification for the design and seismic performance of concrete elements and also served on the "PEER Tall Buildings Initiative" task group towards developing guidelines for the seismic analysis of tall buildings.

Tim Kaucher, P.E.
Simpson Strong Tie
Tim Kaucher is the Branch Engineering Manager for Simpson Strong-Tie Southwest U.S. where he manages and coordinates the efforts of the engineering group, R&D laboratory and training department within the branch. Mr. Kaucher conducts presentations and product training sessions to external and internal customers as well as provides technical support to engineers, architects, contractors and end users on connectors, fasteners and lateral systems. Before joining the team in 2006 as Branch Engineer, he spent numerous years as a design engineer and project manager for a large governmental agency working on heavy civil design projects such as bridge replacements, retaining walls and pump stations. His experience also includes working with an international engineering firm where he helped develop a seismic retrofit program for a community of hillside homes. Mr. Kaucher is an active member of the Structural Engineers Association of Southern California (SEAOSC) where he has served on the Board of Directors (2011-2013), Website and Convention committees as well as served as the Co-Chair of the Education committee. Most recently he served as the Finance Chair for the 2018 SEAOC Convention, and will be serving as the Convention Chair for the 2022 SEAOC convention. He graduated from the University of Southern California (USC) with a B.S. in Civil Engineering.

Wayne Chang, S.E.
Structural Focus
Since joining Structural Focus in 2002, Wayne has been a keystone of the management team. He manages a diverse portfolio of projects including the design of new studio production facilities, tenant improvements for various creative offices, renovation and strengthening of historic buildings and evaluations and repairs of industrial buildings. Distinguished projects include Google Los Angeles Headquarters, YouTube Space LA, Hotel Shangri-LA, Sony Pictures Akio Morita Building and The Wallis Annenberg Center for the Performing Arts. The Wallis has gained national recognition by winning an Engineering News Record Best of the Best Award in 2014 and a National Council of Structural Engineers Associations Excellence in Structural Engineering Award in 2015. Wayne received his M.Eng. in Structural Engineering from the University of California, Berkeley in 1998.
