Congress Grants PPP Extension,
Paycheck Protection Program Still Available!
In a surprise move on Wednesday, July 1st, the U.S. Congress cleared legislation extending the Paycheck Protection Program (PPP), popular with REALTORS
, through August 8.
The measure now goes to President Trump, who is expected to sign it.
Created by the CARES Act in March, PPP offers forgivable loans for small businesses to pay expenses and keep workers on the payroll. Loans are also available to independent contractors. Although the program quickly ran out of money, it was injected with new funding a month later. The application period for the program ended on Tuesday with $130 billion still unallocated.
“This extension is great news. Congress heard our concerns that small businesses still need help, and this program should remain available as long as there are funds,” says Shannon McGahn, senior vice president of government affairs at NAR. “We have been working with lawmakers to make both the application and forgiveness process easier, and we are helping our members through both with
guides and instructional videos
Just last week, a new shorter EZ application loan forgiveness form was released by the Small Business Administration, and full forgiveness was granted to independent contractors and sole proprietors who meet certain guidelines.
“Congress is expected to pass a new Coronavirus relief bill by the end of July. McGhan says. “Negotiations really heated up this week on what form it will take as the pandemic continues to evolve. Small business aid will be restructured and live on in some form, and NAR is working with Congress to make sure the self-employed and independent contractors are included,” she continues. “It’s critical the real estate industry stays strong and continues to lead our national recovery.”
To-date the PPP has paid out more than a half-trillion dollars to around five million businesses.

LARA to Pause License Processing for
3 Weeks Beginning August 3rd
The Michigan Department of Licensing and Regulatory Affairs (LARA) has updated their timeline for the change-over for real estate licensees to their new MIPLUS database. The conversion will now begin on August 3rd,
NOT July 6th
. This switch will end the use of the current database that the Department has been using for the last 20 years. It also means that LARA will not be able to process real estate licenses applications between August 3rd and August 25th, 2020.
This pause in licensing will affect any new applications for real estate brokers and salespersons and require license transfers to utilize the paper application process.
Individuals will still be able to take the pre-licensing exam and apply for a broker’s license between August 3rd and 25th. All applicants will have to wait to perform any licensed duties until after the process is completed and their license is issued (which may be a few days after August 25th).
During this time brokers will still be able to onboard new salespersons, but salespersons will be limited to duties that do not require a license. Applicants for a new broker’s license will have to wait to perform duties until their application is approved. For license transfers, we recommend the use of the paper application so the licensee can continue to work under their new broker for the allowed 45 day grace period.
Real estate licensees are part of the second wave of Michigan licenses being switched over to the state’s new database. Transition to the new MIPLUS system makes improvements for real estate licensees by providing more services on-line. Licensees will be able to apply and track their license approvals, modify existing license information, file complaints, and receive electronic communications from the Department.

RPAC Announces 2020 Primary Election Candidate Endorsements
RPAC has announced our endorsed candidates for Michigan’s August 4th, 2020 primary election for both the state and federal levels.
Throughout the past couple months, candidates went through an extensive interview process hosted by local Realtor® associations to discuss important real estate issues and the core values of private property rights, homeownership, and commercial investment, to earn the RPAC endorsement. All endorsements were reviewed by the Michigan Realtors® RPAC Trustees. Federal Candidates earned the backing of the National Association of Realtors® Political Action Committee.
Southeastern Border’s primary election recommendation of endorsing incumbents Tyrone Carter, Alex Garza, Cara Clemente, Joe Bellino, and Darrin Camilleri were approved. Also, SEBAR's decision to wait for HD 13 and endorse TC Clements for HD 56 was approved.
