A Letter to the Business Community

To the Business Community,

As you may have heard, Scarborough Public Schools will be changing their daily schedule beginning fall, 2018. The elementary schools will shift to an earlier schedule of 8:00am - 2:25pm, and the middle and high schools will shift to a later schedule of 9:00am - 3:25pm and 8:50am - 3:15pm, respectively. (Please see chart below.) We understand that this change will cause ripple effects through our community, and we wanted to reach out to you, as Scarborough business leaders, to explain why this change is happening and hopefully, to give you time to plan ahead for the ways in which this might affect your business.



For years, national health organizations such as the American Academy of Pediatrics and the American Medical Association have recommended that adolescent students begin school at 8:30am or later. The reason for this is that there is a temporary shift in adolescents' biological rhythm that causes them to be unable to fall asleep until around 11pm with a natural waking time of around 8am. Experts recommend that this age group get 8.5 to 9.5 hours of sleep per night, but with an early school start time of 7: 35 am and bus pick-ups beginning at 6:30 am, this simply hasn't been possible in Scarborough. Our teenagers are consistently sleep-deprived, which can lead to higher rates of car accidents, substance abuse, depression, obesity, and risky behaviors.
 

Scarborough Planning Board Actions: January 29, 2018

The Planning Board heard two commercial projects at the January 29, 2018 Planning Board Meeting. 
 
1)   Black Point Holdings, LLC requested site plan approval for a multi-tenant office building on a 1.38 acre lot at 20 Black Point Road. The proposed office building would be the new home of Scarborough Family Chiropractic Associates. The practice would take up just under 5,000 square feet of the proposed 8,776 square feet of building space. Discussion focused mostly on traffic and storm water.  The Board requested further review of the storm water analysis. No Planning Board Action was taken at this meeting, pending submission of architectural renderings, continued peer review and other state permits.

  
 
2)   Contour Properties LLC requested a subdivision amendment for 8 Science Park Rd which would combine lots 2,3,4,5 and 6 into one lot, in order to create a commercial condominium. The applicant provided additional information that showed a conceptual build-out of the site which included 6 buildings adding up to 75,832 square feet of office space. Note that over 30,000 square feet of the proposed final buildout already exists. The existing building is the former home of the Foundation for Blood Research. In June of 2017, a site plan amendment was approved for this building allowing  improvements which are underway. The current proposal would include this lot as one of the lots to be combined by this subdivision amendment. The Board was generally pleased with the approach, but no action was taken at this time, pending a revised submission by the applicant to present a more cohesive review packet.
