|
Governor Murphy spoke yesterday to a hopeful sign of the curve flattening and the work needed to go forward to continue this move in the right direction.

On Thursday, April 2, Governor Phil Murphy signed Executive Order No.113. which gives the authority for OEM to commandeer medical supplies and equipment, including Personal Protective Equipment. This will also include commandeering these supplies and equipment from private companies and institutions. Compensation for these supplies will be provided by procedures established under the Disaster Control Act.

On Wednesday, April 1, Governor Murphy signed Executive Order No.112. authorizing the Division of Consumer Affairs to temporarily reactivate the licenses of healthcare professionals who have recently retired. It also grants temporary licenses to doctors who are licensed in foreign countries. The order also temporarily waives certain scopes of practice restrictions on Advanced Practice Nurses (APNs) related to physician collaboration, including a rule that requires an APN to enter into a joint protocol with a collaborating physician and a rule requiring APNs to obtain authorization from collaborating physicians in order to dispense narcotic drugs.

NJHMFA Extends Deadline on 9% Tax Credit Project Applications

Attention Developers:
In light of the ongoing COVID-19 crisis, the Agency has made the decision to delay the 9% tax credit deadline by 60 days. The Agency is mindful of the challenges in proceeding with pre-development work and application preparation in the current environment. At the same time, the Agency does not want to halt production of affordable housing, if possible, as the need is only growing as a result of this pandemic and its financial repercussions. At this time, the Agency anticipates no other changes to the submission requirements or underwriting guidelines; however, we will continue to monitor the construction industry and the financial markets in the event changes are needed based on any developing circumstances.
NEW 9% Deadlines:
All application deadlines for the Mixed Income Reserve and the Family, Senior, and Supportive Housing Cycles have been delayed by 60 days.
Family, Senior, and Supportive Housing Cycles:
Noon on September 23, 2020
Mixed Income Reserve:
June 9, 2020 – Noon on September 23, 2020 (Rolling)
NJHMFA Financing:
Projects seeking construction and/or permanent financing from NJHMFA will now have the ability to go to the August 6
Board Meeting for conditional commitment. Financing applications must be received by Multifamily Supportive Housing and Lending Division no later than June 18, 2020.

CDC Recommends Use of Masks in Public Settings
|
|
The
Centers for Disease Control and Prevention
updated its guidance on the matter, recommending individuals use cloth face coverings "in public settings where other social distancing measures are difficult to maintain," such as grocery stores and pharmacies. The guidance recommends people use fabric coverings, not surgical masks or specialized N95 masks, which should be reserved for health care providers.

Small Business Administration Launches Lender Search
|
|
The
Small Business Administration
has launched a search portal to show available lenders by zip code
to find a nearby lender eligible to issue a loan under the Paycheck Protection Program.

HUD Releases Over $3 Billion
in Aid to State from CARES Act
|
|
HUD is making available $3.064 billion through its Community Development Block Grant, Emergency Solutions Grant, and Housing Opportunities for Persons With AIDS programs.
On state budgets and taxes, the Center on Budget and Policy Priorities also posted fact sheets detailing
how states and localities will divide the fiscal relief in the COVID-19 Relief Fund. New Jersey is due to get $3.444 Billion with $2.394 Billion going directly to the state and $1.050 Billion going to municipalities with residents of 500k or more.

Key Updates on Federal Funding
and SSA, SSI, & VA Benefits
|
|
As noted by the
Center on Budget and Policy Priorities, individuals who receive SSA benefits will automatically receive payments to assist with the effects of COVID-19. For individuals on SSI and Veterans, additional information is pending on the method of getting assistance out to those who may not normally file a tax return, but may include filling out a simple form. The statement below is posted to the Social Security Administration website:
We are working closely with Treasury to address outstanding questions about our SSI recipients in an attempt to make the issuance of economic impact payments as quick and efficient as possible. We realize people are concerned, and the IRS will provide additional information at
www.irs.gov/coronavirus
when available. Please note that we will not consider economic impact payments as income for SSI recipients, and the payments are excluded from resources for 12 months.
You can take steps to #FixTheGlitch and get leaders to ensure automatic payments for vulnerable SSI and VA individuals by
signing the petition here.
The Social Security Administration also took steps to clarify some key points:
- Benefits will continue as normal during this crisis, do not believe scammers who may try to take advantage of fear of delayed or cancelled payments.
- The US Treasury will be issuing benefits related to COVID-19 relief, please do not contact the SSA for information or attempts to claim, this is all handled by the US Treasury.
- If you wish to contact SSA, the national 800 Number will now be available from 8:00 a.m. to 5:30 p.m. local time. The agency is experiencing longer than normal wait times on the 800 Number and asks the public to remain patient, use its online services at www.socialsecurity.gov, or call their local office.
- It encourages individuals to set up automatic deposits through the website.

Enterprise Community Partners
Launches New Emergency Fund
|
|
In response to the COVID-19 pandemic, Enterprise Community Partners is launching an
Emergency Action for Resident and Partner Stability program
to ensure that vulnerable, low-income families and individuals can remain in their homes and access support during this pandemic. This new Enterprise program offers nonprofit community partners a broad range of support, including emergency grants to allow them to stay afloat and meet the immediate needs of the communities they serve; immediate and long-term guidance as well as technical assistance on resilience planning and financial strategies; and assistance with accessing critical government relief funds and other interventions. Through policy advocacy at the federal, state and local levels, Enterprise will continue working to restore and protect services and support for vulnerable communities and residents affected by the pandemic.

#WeAreEssential: Tell Congress to Include the
Disability Community in COVID-19 Relief Bills
|
|
The following was shared by The Arc of New Jersey:
- Funding for a Medicaid grant program to support access to home and community-based services (to combat institutionalization) and to support the DSP workforce. Congress should pass the Coronavirus Relief for Seniors and People with Disabilities Act.
- Personal protective equipment (PPE) for direct support professionals. This is urgently needed to protect the health and safety of this critical workforce. Direct support professionals must be designated as essential workforce so that they have access to the PPE and medical supplies they need.
- Paid leave for caregivers. As more people with disabilities lose their usual sources of care, family caregivers are scrambling and need access to paid leave and sick days to help their loved ones. Congress should include all family caregivers in the emergency paid leave provisions.
- Help #FixTheGlitch for people on SSI to access Recovery Rebates. People with disabilities on SSI are being asked to file needless paperwork in order to access economic stimulus payments. Congress should tell Federal agencies to use their existing authority to share data and automatically file for individuals on SSI.
