SSI Recipients To Receive
Automatic Economic Impact Payments
SSI Recipients with Children Must Register
|
|
The Social Security Administration recently announced that Supplemental Security Income (SSI) recipients will receive automatic Economic Impact Payments directly from the Treasury Department. Treasury anticipates these automatic payments no later than early May.
SSI recipients with no qualifying children do not need to take any action in order to receive their $1,200 economic impact payment. The payments will be automatic. SSI recipients who have qualifying children under age 17, however, should not wait for their automatic $1,200 individual payment. They should now go to the IRS’s webpage at
www.irs.gov/coronavirus/non-filers-enter-payment-info-here
and visit
the Non-Filers: Enter Your Payment Info
section to provide their information.
By taking proactive steps to enter information on the IRS website about them and their qualifying children, they will also receive the $500 per dependent child payment in addition to their $1,200 individual payment. If SSI beneficiaries in this group do not provide their information to the IRS soon, they will have to wait until later to receive their $500 per qualifying child.
Social Security retirement, survivors, and disability insurance beneficiaries (who don’t normally file taxes) will also qualify for automatic payments of $1,200 from Treasury. These payments are anticipated to start arriving around the end of April.
The Treasury Department, not the Social Security Administration, will make these automatic payments to beneficiaries. Recipients will generally receive the automatic payments by direct deposit, Direct Express debit card, or by paper check, just as they would normally receive their SSI or Social Security benefits.
For those SSI and Social Security retirement, survivors, and disability insurance beneficiaries, with dependent children, who use Direct Express debit cards, additional information will be available soon regarding the steps to take on the IRS website when claiming children under 17.
Please note that the agency will not consider Economic Impact Payments as income for SSI recipients, and the payments are excluded from resources for 12 months.

HUD FY 2020 Income Limits
and
NJHMFA: 2020 Income & Maximum Rent Limits Released
|
|
HUD has released the median family incomes and
income limits
for Fiscal Year (FY) 2020. Median incomes are used as the basis for income limits in several HUD programs, including the Public Housing, Section 8 Housing Choice and Project-Based Voucher, Section 202 housing for the elderly, and Section 811 housing for persons with disabilities programs, as well as in programs run by agencies such as the Department of the Treasury, the Department of Agriculture, and the Federal Housing Finance Agency. Community planning and development programs, as well as HOME investments, also rely on HUD income limits in their administration.
FY 2020 median family incomes are calculated for all metropolitan and non-metropolitan counties in the U.S. and Puerto Rico using data from the 2017 American Community Survey and from the Puerto Rico Community Survey. Values are projected forward to the midpoint of FY 2020 using a Consumer Price Index (CPI) forecast. The very low-income limits (usually calculated as 50 percent of median incomes) are the basis for calculating all other income limits, as they are the most rigorously defined. Income limits are adjusted according to family size. The FY 2020 median family income estimates and income limits are based on metropolitan area definitions, defined by the Office of Management and Budget (OMB) using community relationships from the 2010 Decennial Census, as updated through 2017.

The 2020 Income Limits have been published with an April 1, 2020 effective date. As per Revenue Ruling 94-57, income limits must be implemented on the effective date or 45 days from the published date, whichever is later, which means this year's limits must be implemented no later than May 15, 2020.

HUD Issues Guidance on HOME Investment
Partnership Program Impacts by COVID-19
|
|
HUD has issued two memoranda to provide guidance and the necessary statutory suspensions and regulatory waivers for Participating Jurisdictions (PJs) of the HOME Investment Partnership Program impacted by the spread of Covid-19. The
first memo
details how PJs affected by Covid-19 will be enabled to use HOME funds to address immediate housing needs and help prevent the spread of the virus.
The second memo
breaks down how PJs can use HOME tenant-based rental assistance (TBRA) funds to facilitate urgent housing assistance to communities and families experiencing financial hardship. If a PJ is interested in implementing the HOME statutory suspensions and waivers they must notify the Community Planning and Development (CPD) Division in its local HUD Field office and identify which suspensions and waivers they plan to use.

The
New Jersey Pandemic Relief Fund
will provide grants to existing organizations (maximum operating budgets of $5 million) with a demonstrated track record of caring for vulnerable communities. The sectors of focus include housing, healthcare, mental health, and human services.
This grant is designed to serve as bridge funding for a 30- to 60-day period and awards will range from $10,000 to $500,000 for each organization. Applications will be reviewed on a rolling basis.
The first round of applications are due by April 30, 2020.

The NJ Council on Developmental Disabilities in partnership with the Division of Developmental Disabilities and The Boggs Center is participating in the National Community of Practice for Supporting Families and the statewide implementation of the Charting the Lifecourse Framework.
Through this effort the Regional Family Support Planning Councils are participating as action groups by sharing information with families in their respective areas. As part of this collaborative and in effort to help people and families come together virtually, brainstorm ideas, and identify resources throughout the COVID-19 pandemic this webinar has been developed.
Staying connected and engaged is important to help people with disabilities cope with challenges related to social distancing and isolation. As we adjust to spending more time at home, it is important that we share strategies to help each other stay connected to friends, maintain well-being through activity, and identify support options.
This webinar will provide ways to maintain social connections and stay healthy and active at home.
