HUD Worst Case Housing Needs:
2023 Report to Congress - Executive Summary
| |
|
Worst case need is a long-standing measure of the extent of unmet needs for affordable rental housing of adequate quality. This Executive Summary highlights the findings of the forthcoming Worst Case Housing Needs: 2023 Report to Congress. As noted in the Executive Summary, the Worst Case Housing Needs: 2023 Report to Congress primarily draws on data from the 2021 American Housing Survey (AHS). The report finds that, since 2019, worst case housing needs increased across demographic groups, household types, and regions throughout the United States.
The unmet need for decent, safe, and affordable rental housing continued to outpace income growth and the ability of federal, state, and local governments to supply housing assistance and facilitate affordable housing production. As a result, the number of very low-income families with worst case housing needs in 2021 exceeded previous record levels resulting from the Great Recession of 2007–2009.
While this latest update marks the highest number of households since HUD started estimating the worst case needs in 1978, a recent article suggests that pandemic-era federal interventions – including the Emergency Rental Assistance program, eviction moratoria, and enhanced unemployment insurance – prevented a potential surge in evictions and housing instability and temporarily reduced homelessness during the height of the pandemic. The article, published in the HUD’s PD&R Edge magazine, points out that despite these outcomes, the number of people experiencing homelessness for the first time was nearly 30% higher in FY22 than in FY20 due to the expiration or depletion of pandemic-related aid and rising housing costs.
With the release of the 2023 report expected soon, the most recent full report was published in 2021.

National Leased Housing Association (NLHA)
Seeks Input with Survey on Increased
Cost of Property Insurance Market
| |
The National Leased Housing Association (NLHA) is circulating a survey for affordable multifamily rental property owners to help identify a strategy to address current challenges in the property insurance market. The NLHA, which is a national organization representing all major private and public participants in the affordable multifamily rental housing industry, intends to use the data from this survey to inform policy makers about the property insurance related difficulties that affordable housing providers are experiencing, such as increased insurance premiums and lack of provider availability. Survey participation is requested from owners with properties that include units funded through programs such as Section 8 Project-Based Rental Assistance and Project-Based Voucher programs (including through the Rental Assistance Demonstration); the Low-Income Housing Tax Credit (Housing Credit) and other tax credit programs; Section 202 or Section 811 programs; and the HOME Investment Partnerships program. Owners of unsubsidized affordable housing are also welcome to respond. Please respond to the survey by September 15, 2023.
Gov. Murphy Signs Bill Ensuring Households SNAP Benefits for Maximum Time Allowed Before Reapplying
|
TRENTON – To help combat food insecurity in New Jersey, Governor Phil Murphy signed a bill (A-1715/S-1713) to ensure every household receiving Supplemental Nutrition Assistance Program (SNAP) benefits is able to receive those benefits for the longest allowable period of time before needing to apply for recertification.
New Jersey is already a leader in advancing food security and improving access to NJ SNAP, including allowing the longest recertification periods permitted under federal rules. Under this new law, New Jersey is making these certification periods permanent so that NJ SNAP enrollees are able to maintain their benefits for no less than 12 months or a period of no less than 24 months for households in which every adult is elderly and/or disabled – the maximum amount of time permitted under federal regulations.
The Commissioner will apply for any federal waivers or approvals and adopt any rules and regulations necessary to implement the new law. Exceptions will be permitted for situations in which shorter certification periods are necessary for other programs or for the expedited issuance of initial benefits.
SNAP enrollees will only have to complete the interim report mid-way through their certification period to update their information and/or report any changes. These mid-way checks help make sure the department has the most up-to-date household information to ensure families receive the maximum benefit for which they are eligible.

NJ Makes Community Solar Program Permanent With Savings for Low- and Moderate-Income Households
|
The New Jersey program that allows renters and other residents to connect to community solar panels to save money on their utility bills has been made permanent. SHA applauds this news along with our members Solar Landscape and Dimension Renewable Energy who have been integral in building up New Jersey's solar inifrastructure during the pilot period of this program.
The Community Solar Program has provided solar energy – and at least a 15% discount on utility costs – to more than 6,000 households since it began in 2018. The program aims to expand solar energy access to low- and moderate-income households. A community solar project is a collection of solar panels whose output is divided among multiple households. These households receive credits on their utility bills for participating in the project, according to the New Jersey Clean Energy Program. The households are not directly connected to the solar panels, because they often are located down the road, across town or elsewhere in the state.
The Board of Public Utilities has approved 150 projects, totaling 243 megawatts of power, over the last five years. Twenty-nine of those projects, using 50 megawatts of power, have been fully constructed. Another 97 projects are expected to be completed within the next several months.
Renters, people who do not have control over their roofs, people living in multi-family properties or who cannot afford solar panels can check to see what projects are available in their zip codes using this searchable tool. Residents who are having issues with their community solar subscriptions can contact the Board of Public Utilities with their complaints.
The Board of Public Utilities will open applications for new community solar projects in November and June. New projects will be included in all four of the state's major utility service territories and will be able to enroll about 30,000 households.
