NJ Opportunity Zone 2.0 Recommendations - Due 8/28
| | |
The Opportunity Zone program was made permanent in 2025, establishing a new Opportunity Zone designation cycle every ten years. Governor Sherill may designate up to 129 Opportunity Zones from New Jersey’s eligible census tracts. As part of the designation process, the State is seeking recommendations from municipalities and interested stakeholders to help inform the Governor's Opportunity Zone designations.
Recommendations must be submitted using the Stakeholder Recommendation Form. Only census tracts identified by the U.S. Department of the Treasury as eligible Opportunity Zone census tracts may be recommended.
Recommendation Deadline: August 28, 2026, at 11:59 p.m. (ET). Incomplete submissions and recommendations received after the deadline will not be considered.
The following Interactive Mapping Tool identifies both the currently designated Opportunity Zones and the census tracts eligible for Opportunity Zone 2.0 designation. Additional contextual map layers have also been included to assist with identifying characteristics of stakeholder recommendations.

NJ FamilyCare Hospital and Housing Supports
Services Integration Grant Program

The New Jersey Division of Medical Assistance and Health Services (DMAHS) has recently announced two upcoming RFPs to fund hospital and housing integration.
The first RFP will be used to fund the integration of the Medicaid Housing Supports Program into hospitals to improve the connection of homeless beneficiaries to housing services upon discharge. DMAHS is hoping to fund a few different hospital-housing services pilots that will embed housing case managers in emergency departments or other clinical settings to support hospital staff with the discharge process.
The other RFP will be used to onboard a Technical Assistance (TA) agency who will help set up these pilots and ensure their success through onsite support and training. Additionally, the TA agency would lead the development of an evaluation assessing the pilots.
DMAHS strongly encourages partners to begin conversations now leveraging the attached materials to ensure swift, but well-thought-out proposal submissions. General questions may be sent to DMAHS.HousingSupports@dhs.nj.gov.

With thanks to SHA member NJAMHAA for sharing this update, the New Jersey Division of Medical Assistance and Health Services (DMHAHS) released a letter about upcoming changes to NJ FamilyCare/Medicaid. A federal law known as “One Big Beautiful Bill Act” (OBBBA) or H.R.1, changes rules on how to qualify for NJ FamilyCare/Medicaid. It is important to know that these changes do not affect everyone, and they also don’t start right away. If there are any changes to your coverage, NJ FamilyCare will send you another letter by Fall 2026 with more information.

| | Newark Takes Steps Addressing Affordable Housing | | Newark Mayor Ras J. Baraka describes the steps Newark is taking to address affordable housing and wealth gaps in communities to make housing truly affordable for local residents in this op-ed. Actions taken by Newark include updating the median income for an inclusionary housing zone, down payment assistance, an ordinance to balance redevelopment of city-owned properties, and an executive order that protects tenants from eviction when the building owner is out of compliance with local housing codes. | | Shared Housing A Strong Support for Stability | | Lowering Insurance Costs to Make Housing Affordable | | The rising costs of insuring affordable rental properties is a growing source of alarm for advocates, housing providers, policymakers, and researchers trying to tackle the nation’s housing crisis. Between 2019 and 2024, the average monthly insurance cost per rental unit rose more than 75% nationally. A study from the University of Texas at Austin found that the average share of multifamily properties’ operating costs spent on insurance nearly doubled from 2019 to 2024, jumping from 5.7% to almost 10%. These researchers also found that tenants often paid the price for these increased insurance costs: housing providers compensated for roughly one-third to one-half of these increased costs by raising rents. | | |
What Nonprofits Need to Know About
the New Form 1099 Reporting Thresholds
| | The H.R.1 legislation includes significant updates to federal Form 1099 reporting requirements that will affect tax-exempt organizations, volunteer organizations, charitable foundations, chambers of commerce, and other nonprofit entities that engage independent contractors and service providers. Beginning with payments made after December 31, 2025, the reporting threshold for Forms 1099-NEC and 1099-MISC increases from $600 to $2,000 per payee annually, with inflation adjustments beginning in 2027. For many nonprofit organizations, this change will reduce year-end filing requirements and administrative burden.
