SHA Member Meeting August 2026 Recap

The Supportive Housing Association of New Jersey had a great virtual member meeting this week. We appreciate our guest speakers including state partner Melissa Chalker, Deputy Division Director, Division of Aging Services, NJ DHS.

Patrick Gillespie, RVP, State Affairs and Anya Nawrocky, Director Member Experience from Wellpoint shared insights and details on the upcoming changes to enrollment requirements surrounding Medicaid based on the 2025 federal H.R.1 legislation. Christopher J. Tyson, President, National Community Stabilization Trust, addressed the broader affordable housing landscape, national policy developments, and the need for more affordability to increase the supply. Ethan Diamond, Practice Manager, Woods Primary & Behavioral Health Center at Hamilton and Dinetta Armstrong, MBA SVP Woods Healthcare and Executive Director, Woods Primary & Behavioral Health Center at Hamilton explained the integrated primary care and behavioral health services model for individuals with complex health needs available in Hamilton, NJ. Lorna Runkle, President & CEO, Act-Cess USA, Inc. updated members on upcoming DOL training grants to help staff access free training.

SHA Member Shout Outs

The New Jersey Housing and Mortgage Finance Agency (NJHMFA) sold $40 million in tax credits to several corporations to fund affordable and workforce housing development. This program is the first of its scale to be offered by any state and increases NJHMFA’s ability to respond to the housing affordability crisis by increasing the available supply of housing for New Jersey families.NJHMFA announced that approximately $60 million in state tax credits will be made available for auction from October 16 through November 30.

With support from The Prudential Foundation and Victoria Foundation, Nonprofit Finance Fund (NFF) launched the Resiliency and Capital Access Initiative, a two-year, $3.7 million collaborative effort to strengthen the financial foundation of Newark’s community development corporations (CDCs) and accelerate their local development efforts. The first cohort includes SHA member New Community Corporation.

The Community Health Law Project team presented at the Seton Hall University School of Law symposium. Their discussion shared knowledge and insights on how to help individuals, especially those who are medically frail, navigate the new Medicaid changes and maintain their coverage.

Jag Davies, Communications Director at Fair Share Housing Center discusses how many municipalities are doing their housing development plans "in very thoughtful ways."

WHYY covers the progress in New Jersey as the Fair Act seeks to keep rents transparent and affordable in one of the nation's highest rental cost states without artificial intelligence algorithms fixing rates. SHA's Executive Director, Kate Kelly, is quoted on the story.

Federal Updates

On July 28, a hearing was held in the lawsuit filed last month by 25 states and Washington, D.C., on the Center for Medicare and Medicaid Services (CMS) interim final rule implementing community engagement requirements under H.R.1. The court denied the states’ request to grant an initial injunction, which would have halted implementation of the challenged parts of the rule, but did not yet rule on the underlying arguments in the case and will do so in the coming months. If the court ultimately rules in favor of the plaintiffs, it could delay the implementation of only the challenged portions of the rule, including the need to show functional impairment in addition to a qualifying condition. Community engagement requirements must be implemented in most states by Jan. 1, 2027.

On July 31, the Office of the Comptroller of the Currency (OCC) and the Federal Deposit Insurance Corporation (FDIC), two of the three federal banking regulators, published a Notice of Proposed Rulemaking (NPR) that would change their current rules that implement the Community Reinvestment Act (CRA).

The Housing Opportunities and Preservation Enhancement (HOPE) Act has been introduced in Congress to entice private investment for the rehabilitation of affordable housing. The intention is to make smaller rehabilitation projects more attractive to private investment by offering tax benefits to individual investors. Advocacy Actions

With less than 100 days until the 2026 midterm elections, the National Low Income Housing Coalition (NLIHC)’s nonpartisan Our Homes, Our Votes (OHOV) campaign is actively registering, educating, and mobilizing low-income renters and affordable housing advocates to vote. 

State News

Gov. Mikie Sherrill joined the Department of Community Affairs (DCA), Department of Veterans Affairs (DVA), and military veterans on July 29 at the Trenton War Memorial to announce that, through the Bringing Veterans Home initiative, the state created a support system that fully funds housing resources for military veterans. Among the attendees, SHA member Monarch Housing Associates has made multiple achievements while serving as Regional Coordinator for Region V.

FHIP FY 2026 Funding Opportunities

The U.S. Department of Housing and Urban Development (HUD) is expanding opportunities to qualified organizations whose existing legal, educational, professional, technical, or community capabilities may support the Fair Housing Initiatives Program (FHIP). Organizations with relevant experience may wish to review current funding opportunities or consider participating as a project partner. To explore the Fiscal Year (FY) 2026 funding opportunities by mission, applicant type, and component, please visit the FHIP page on HUD.gov.

Related to these Notices of Funding Opportunities (NOFOs), HUD has made technical assistance (TA) available and has offered multiple applicant training courses that were recorded and are also available on the FHIP page.

Expansion of NJ HMIS Billing Pilot: Responses Requested

The New Jersey Department of Human Services’ Division of Medical Assistance and Health Services (DMAHS), in partnership with the Department of Community Affairs (DCA), announced the expansion of the NJ HMIS Billing Pilot to a second cohort of Housing Supports Providers.

New Jersey Opportunity Zones 2.0

Webinar and Recommendation Process

The New Jersey Department of Community Affairs and the New Jersey Economic Development Authority announced the opening of a public engagement period to gather input on eligible census tracts that may be considered for nomination under the federal Opportunity Zone program. 

This webinar will provide information about the Opportunity Zone 2.0 recommendation process. The webinar will be held Thursday, August 13, 2026 from 12:00 - 1:30 PM via Microsoft Teams.

As part of the designation process, the State is seeking recommendations from municipalities and interested stakeholders to help inform the Governor's Opportunity Zone designations. Recommendation Deadline: August 28, 2026, at 11:59 p.m. (ET) 

The following interactive mapping tool identifies both the currently designated Opportunity Zones and the census tracts eligible for Opportunity Zone 2.0 designation.  Additional contextual map layers have also been included to assist with identifying characteristics of stakeholder recommendations.

Longer lifespans, evolving household structures, and growing care needs are changing what people need from their homes and communities. In this Under the Lens series, Shelterforce examines what it means to live in an aging society, how families are adapting to the realities of growing older, and the housing policies and solutions that can help support aging safely, affordably, and connected to one another.

Garden State Leaders 2026 Application

Affordable Housing Owner’s Guide to Hurricane Season

For Low Income Housing Tax Credit (LIHTC) developers, hurricane season offers a uniquely challenging test. For the average resident of America’s hurricane-prone Atlantic Seaboard, preparedness checks, evacuation plans and diligent forecast monitoring are an annual event. However, affordable housing owners have added responsibilities to the communities they serve, and often must ensure diligent property resilience. These challenges are compounded by today’s complicated public financing systems, which must move quickly enough to preserve deeply affordable homes after a disaster. Krista Egger, Vice President of Building Resilient Futures at SHA member Enterprise Community Partners, says affordable housing owners should focus heavily on what can be done before a storm hits.

H.R.1 Redetermination Community of Practice

Bowling Business Strategies, in partnership with the National Council for Mental Wellbeing, presents the H.R.1 Community of Practice (CoP). The CoP equips behavioral health organizations with the knowledge, tools and peer and expert insights needed to navigate more frequent eligibility redeterminations. These sessions are offered at no cost and is designed to help providers understand, synthesize and apply upcoming redetermination changes. Participants will have access to 60-minute learning sessions and general resources on navigating H.R.1 redetermination changes.
