Healthy Homes Grant Funding for

Developers Building Affordable Rental Housing

The NJ Department of Human Services and the NJ Department of Community Affairs are announcing a new state program that would allow developers to receive funding for the creation of affordable rental housing units. Through the Healthy Homes partnership, the state is making $95 million available for developers to produce up to 200 low-rent housing units for NJ FamilyCare members who are homeless, at risk of homelessness, or living in an institution. NJ FamilyCare is New Jersey’s Medicaid program. Funding for the program comes from the American Rescue Plan Act and is supplemented with state funding from the Affordable Housing Trust Fund.

It can be used for:

·       Construction of new units or renovation of existing units;

·       Housing needs, such as refrigerators, stoves, and bedframes; and

·       Ongoing maintenance and upkeep of the unit and common infrastructure.

In addition, state funding will support a portion of rent and other costs for the NJ FamilyCare member, similar to a rental subsidy or voucher.

Developers are invited to review the RFP and apply for funding.

Request for Proposals for Age-Friendly Grants Program

This Request for Proposals (RFP) is issued by the New Jersey Department of Human Services (DHS), Division of Aging Services (DoAS) and seeks bidders to provide the services described in this RFP beginning December 31, 2024 and ending on June 30, 2026. Contingent upon available appropriations, and with funding and oversight provided by DoAS and its contracted partners, grantees will undertake initiatives through one of two possible grant options: Age-Friendly Communities or Age-Friendly Projects. Both grant options will promote public, private and cross-sector partnerships, as well as public policies that improve the health, wellbeing, satisfaction, and quality of life for all residents by addressing the eight age-friendly domains of livability:

• Outdoor spaces and buildings

• Transportation • Housing

• Social participation

• Respect and social inclusion

• Civic participation and employment

• Communication and information

• Community support and health services

A total of four million, nine hundred and ninety thousand dollars ($4,990,000) is available through this RFP. DoAS will provide up to fifty-seven (57) Age-Friendly Community Grants in the amount of seventy thousand dollars ($70,000) for a total of three million, nine hundred and ninety thousand dollars ($3,990,000) and up to ten (10) Age-Friendly Project Grants in the amount of up to one hundred thousand dollars ($100,000) for a total of one million dollars ($1,000,000). All grants are contingent upon funding availability.

The fifty-seven (57) Age-Friendly Community Grants will be distributed based on regions as follows:

Northern- Sussex, Passaic, Bergen, Warren, Morris, Essex, Hudson (19 grants)

Central- Monmouth, Mercer, Middlesex, Hunterdon, Somerset, Union, Ocean (19 grants) Southern- Burlington, Camden, Gloucester, Salem, Cumberland, Atlantic, Cape May (19 grants)

In the event DoAS does not receive enough acceptable proposals for a region, then DoAS reserves the right in its reasonable discretion to make additional grants in the remaining region(s), but the total will not to exceed fifty-seven (57) grants.

Grant determinations will be made by DoAS and awarded grants will be provided directly to successful bidders by DoAS. A bidder may apply for either the Age-Friendly Communities Grant or the Age-Friendly Projects Grant. Bidders may not apply for, nor be awarded, more than one 3 grant. Bidders who apply for both the Communities Grant and the Projects Grant will have both proposals rejected.

CCBHC Planning Grant Funding

Recently the Substance Abuse and Mental Health Services Administration (SAMHSA) announced $15 million in planning grants for states interested in adopting the Certified Community Behavioral Health Clinic (CCBHC) model. This planning grant funding is to support states as they develop and implement infrastructure needed to adopt the CCBHC model, including certification systems, establishing a Prospective Payment System (PPS), and preparing an application to participate in the CCBHC demonstration program. Grants will be awarded to up to 15 states, with a deadline of Thursday, September 12, 2024. Statutory authority limits eligibility to states that were not previously selected to participate in the CCBHC Demonstration Program. The National Council encourages states to take advantage of this opportunity to apply to join the CCBHC demonstration.

New HUD Policies Will Enable

Housing Opportunities for Veterans

WASHINGTON - The U.S. Department of Housing and Urban Development (HUD) announced a new set of policy changes that will help  more  veterans  receive  assistance under the HUD-Department of Veteran Affairs (VA) Supportive Housing (HUD-VASH) program, and improve their access to supportive housing developments. Veterans experiencing homelessness often receive VA benefits as a result of an injury or illness that was acquired or worsened during military service. Before this change, these benefits were considered income when determining eligibility for certain supportive housing developments—causing some veterans to exceed the income threshold for these programs. HUD’s policy changes will help more homeless veterans with service-connected disability benefits gain access to these housing developments. Additionally, HUD today awarded $20 million to public housing agencies to continue to improve the HUD-VASH program.

The HUD-VASH Program is a vital resource to house veterans experiencing homelessness. HUD-VASH pairs rental assistance through housing vouchers targeted to veterans experiencing homelessness from HUD with case management and other supportive services provided by VA. VA homeless program staff at local VA medical centers identify veterans experiencing homelessness and refer them to public housing agencies who issue vouchers to eligible veteran and their families. VA staff provide case management and other “wrap-around” supportive services to assist the veteran household to find and enter rental housing, retain housing, and connect to health care, employment, and other supports.

HUD is expanding access to HUD-VASH for veterans by:

  • Requiring public housing agencies (PHAs) that administer HUD-VASH to set the initial income eligibility for veterans at 80% of Area Median Income, rather than 50% of Area Median Income. The use of this higher initial income eligibility threshold is currently optional and many housing agencies have already adopted the higher threshold, but HUD is now making this increase mandatory.
  • Adopting an alternative definition of annual income for applicants and participants of the HUD-VASH program that excludes veterans’ service-connected disability benefits when determining eligibility. This alternative annual income definition could be adopted by other housing subsidy programs to determine income eligibility.

HUD has been working with the U.S. Department of the Treasury to determine the effect of the alternative income definition for HUD-VASH participants seeking housing subsidized by Low Income Housing Credits. Treasury expects to issue guidance on this issue in the near term. HUD will also encourage state and local governments to make corresponding changes in their subsidy programs to ensure that all veterans experiencing homelessness have access to supportive housing.

The revised HUD-VASH operating requirements also include additional policy changes that will improve the administration of the HUD-VASH program. This will allow PHAs the authority to:

  • Make non-competitive awards of project-based HUD-VASH contracts to housing projects or units on VA facilities that serve HUD-VASH families;
  • Approve Exception Payment Standards as a Reasonable Accommodations up to 140% of the Fair Market Rent;
  • Set a separate minimum rent policy (including a zero minimum rent) for HUD-VASH participants.

In addition to these policy changes, HUD awarded $20 million available for additional administrative fee funding to 245 public housing agencies in 43 states currently administering HUD-VASH. With this funding, PHAs are encouraged to expand their housing search assistance to support veterans, expand landlord recruitment for the program, offer incentives and retention payments, help veterans with security deposits, and provide landlord-tenant mediation activities.

Since the program’s inception, HUD-VASH has assisted more than 200,000 veterans to exit homelessness and obtain permanent affordable housing. The HUD-VASH program has been the cornerstone of our nation’s success in reducing the number of veterans experiencing homelessness by more than 50% since 2010.

The revised HUD-VASH operating requirements can be found here.

Per-Unit Credit Limit Amendments

Effective Immediately:

Increase to the Tax Credit Per-Unit

Limit in the Mixed Income Set-Aside of the Family Cycle

From 2019 -2023, the respective credit caps under the Mixed Income set-aside in the Family Cycle were $30,000 per tax credit eligible unit and $1,750,000 per project, respectively. With the adoption of the 2024 QAP, the per project cap was increased by 14.29% to $2,000,000. In an effort to maintain balance, the Agency has determined it is appropriate to proportionally increase the per unit cap by 14.29%, thereby increasing the per unit credit limit from $30,000 to $34,300 per tax credit eligible unit.

Section 42(m)(1)(A)(iv) of the Internal Revenue Code permits a waiver/ exception of the approved QAP, so long as a “a written explanation is available to the general public for any allocation of a housing credit dollar amount which is not made in accordance with established priorities and selection criteria of the housing credit agency.”

Further, N.J.A.C. 5:80-19.1 permits the Agency to waive any of its regulations provided that such waiver 1) does not contravene the Agency’s enabling statute and 2) the Agency finds that such waiver promotes the statutory purposes of the Agency.

As approved by the members of the HMFA Board at its meeting on June 27, 2024, effective immediately the per-unit low-income tax credit limit shall be $34,300 in the Mixed Income set-aside of the Family Cycle and will be codified in the 2025 QAP.

Updated YHDP Collaborative Dashboard Released in Sage

A new and improved Youth Homelessness Demonstration Program (YHDP) Collaborative Dashboard is now available in Sage HMIS Reporting Repository (Sage). The YHDP Collaborative Dashboard allows YHDP participants and Sage users with access to a Continuum of Care (CoC) or recipients who received YHDP funding, to view outcome, equity, and financial performance data across all submitted YHDP Annual Performance Reports (APRs). The dashboard also allows data to be disaggregated by race and ethnicity, gender, and LGBTQ status.

The updated dashboard utilizes Power BI integration to permit more responsive and customizable data analysis for APRs submitted on or after October 1, 2023. It also provides visualization for selected data from APRs submitted on or after October 1, 2023, and visualizations of aggregate performance for housing outcomes regardless of the APR submission date.

Accessing the YHDP Collaborative Dashboard

Sage CoC and recipient users from CoCs or agencies who receive YHDP funding can access the YHDP Collaborative Dashboard using the following instructions:

  1. Log in to Sage
  2. Navigate to the “YHDP” Quick Connector button
  3. Navigate to the “Go to the YHDP Collaborative Dashboard” button

YHDP participants who have access to the YHDP Collaborative Dashboard will go directly to the new Dashboard upon logging in to Sage.

Access the YHDP Collaborative Dashboard in Sage

Instructions and orientation videos are available within the new YHDP Collaborative Dashboard.

View the Sage User Manual for guidance on creating a Sage account and/or requesting access to the YHDP Dashboard.

Additional Information and Guidance

On October 1, 2023, the FY 2024 HMIS Data Standards took effect, which included demographic data collection changes for race, ethnicity, and gender. These changes altered the output of the YHDP APR and YHDP Supplemental data reporting, resulting in the need to change the way data analyses were completed on YHDP-funded projects for the YHDP Collaborative Dashboard. Therefore, the original YHDP Collaborative Dashboard was archived on October 1, 2023. There is still a link to view the Archived Dashboard which provides visualizations for selected data from APRs submitted prior to October 1, 2023.

For more information about YHDP requirements, see the Sage YHDP Reporting Guidance.

Questions?

If you have questions about the YHDP Collaborative Dashboard, or Sage in general, please submit them through the HUD Exchange Ask A Question (AAQ) portal. In Step 2 of the question submission process, select “Sage” in the “My Question is related to” dropdown.

Severe Weather Preparations

and Response with Risk Strategies

Severe Weather Resources

With hurricane season in full swing, and heavy rainfall and flooding expected to impact much of the eastern United States in the coming days, we wanted to remind you of the resources available to you as a Risk Strategies client.

Additional guidance on storm preparation, storm safety, and claims reporting can be found in the resources below and you can monitor storms in your area on the National Hurricane Center website.

Recommended key steps to take before a storm arrives:

  • Activate your severe weather emergency action plan
  • Clear storm and roof drains of debris
  • Check roof condition and make any necessary last minute repairs
  • Bring in or secure outdoor furniture, signage, planters, and other unsecured items
  • Ensure emergency generators have fuel and are serviced
  • Gather and install sandbags or flood protection materials
  • Check emergency supplies and replenish any which may be missing or needed
  • Gather important documents
  • Monitor the storm and follow local authorities' guidance on evacuation

Tracking the Storm & Staying Safe

Storm tracking - Conditions are always susceptible to change, including storm path and intensity. Stay up to date with the latest information from the National Hurricane Center about the storm. Heed all warnings and evacuation orders from your local authorities.

Preparation resources - Hurricanes and tropical storms pose a variety of threats to people and property. Review our Hurricane Preparedness Guide, Disaster Preparedness Kit, and Post Hurricane Checklist for steps you can take before, during, and after the storm. Additional preparation and recovery guides are available in our Hurricane Resources Center.

Business owners should take all necessary precautions and preparation steps to protect their businesses from wind damage and flooding potential.

Storm Preparation Resources for Homeowners & Residents - Review our

Hurricane Preparedness Guide for Homeowners & Residents for steps you can take before, during, and after the storm. Take all necessary precautionary and preparation steps to stay safe and protect your family, homes, and property.

The CSS IRP Development Workshop will be remote and held live through Zoom on Wednesday, August 21st, from 10:00 am until 12:00 pm. Space is limited, so licensed staff and RN’s should register as soon as possible. Registration information must be for the staff attending the training.

Reframing Aging: Building a Culture

of Age-Inclusivity in Local Governments

Wednesday, Sept. 4, 2024 | 8:30 - 10:00 AM

A "Community for All Ages" considers all stages of it's residents' lifespan in the planning and implementation of public infrastructure and services. Building a culture of age-inclusivity requires a staff that is trained to consider the impact of their decisions (big and small) on residents of all ages who have different needs at different times in their lives.

This session will feature speakers from the Harvey A. Friedman Center for Aging at Washington University in St. Louis who will train on the concepts central to the Reframing Aging model to counter ageism in our communities. Participants will also learn about a new tool for applying these principles in real workplace scenarios at all levels of local government.

This workshop will equip city staff across all departments to:

  1. Understand ageism and how it impacts decision-making.
  2. Engage in the core elements of Reframing Aging as a city employee.
  3. Employ strategies for age-inclusive decision-making, tailored to local governments.
  4. Contribute to your city’s culture of age-inclusivity.
  5. Open opportunities for discussion among your staff on how these concepts apply to other areas of inclusion.

Who should attend this workshop? Any local government, public service or affiliated positions (frontline workers, planners, neighborhood specialists, parks and recreation, public works, elected officials, etc.). Please share widely within your city or organization.
