HUD Notice of Funding Opportunity
Supportive Services for Veteran Families (SSVF)
| |
|
Notice of Funding Opportunity from HUD.
The Supportive Services for Veteran Families (SSVF) Program FY 2026 Notice of Funding Opportunity (NOFO) is now available. This grant opportunity is open to new applicants and existing grantees seeking to renew their grant. The goal of the NOFO is to seek entities that have the greatest capacity to end homelessness among veterans or sustain gains made in ending homelessness among veterans. Priority will be given to grantees who demonstrate the adoption of evidence-based practices in their application.
Interested organizations are strongly encouraged to review the NOFO in detail and to review the technical assistance materials.
Grant applications must be received in the electronic grants management system by 4:00 pm EST on Monday, March 3, 2025. Awards made for grants will fund operations beginning October 1, 2025.
About SSVF
SSVF provides grants to nonprofit organizations and consumer cooperatives. These organizations then provide services to veterans and veteran families who are low-income and very low-income. SSVF provides case management and supportive services to prevent the imminent loss of a veteran's home or identify a new, more suitable housing situation for the individual and their family; or to rapidly re-house veterans and their families who are homeless and might remain homeless without this assistance.
New for FY 2026
Please note that the priorities for SSVF for FY 2026 are different than previous years. Under Priority 1, SSVF is introducing a new priority for FY 2026 to expand services to tribal and rural communities and the U.S. territories.
- This priority is open to new applicants as well as existing grantees
- The Department of Veterans Affairs (VA) has the ability to award up to a three-year project period for this priority
- Applicants should have demonstrated cultural awareness and language access for the areas they are proposing to serve
Questions can be submitted to ssvf@va.gov.

TD Charitable Foundation Opens
2025 Housing for Everyone Competition
| |
|
The 2025 Competition
The TD Charitable Foundation will provide grants of $200,000 each to 36 nonprofits, totaling $7.2 million! With vital input from many of you, the competition has focused this year's theme on addressing the critical issue of homeownership sustainability. From post-purchase counseling to energy efficiency improvements to tax relief programs, for example, these grants will support organizations focused on supporting low- and moderate-income individuals and families struggling to remain in their homes.
The theme for the 19th annual Housing for Everyone competition is maintaining homeownership in low- to moderate-income (LMI) communities through post-purchase support.
Many households in LMI communities face significant challenges that affect their ability to sustain homeownership, including rising property taxes, increasing home repair costs and risk of foreclosure. To address these barriers, we'll fund select organizations focused on innovative solutions that support long-term homeownership stability.
Eligible organizations can apply through February 6th

AARP Opens Community Challenge Grant Program
|
AARP has opened its Community Challenge grant program for the 9th year! This program funds quick-action projects to make communities more livable and jump-start long-term change.
Applications are being accepted now through March 5 at 5:00 p.m. ET and must be submitted through AARP.org/CommunityChallenge. Projects must be completed by December 15, 2025. The program is open to 501(c)(3), 501(c)(4), 501(c)(6) nonprofits and government entities.
In 2025, the AARP Community Challenge is accepting applications for projects that benefit residents (especially those age 50 and older) across three different grant opportunities:
This is AARP’s flagship Community Challenge grant program where grants have ranged from several hundred dollars for smaller, short-term activities to tens of thousands of dollars for larger projects. These grants will support projects that improve public places; transportation; housing; digital connections; and community resilience.
- Capacity-Building Microgrants
These $2,500 grants are combined with additional resources, such as webinars, cohort learning opportunities, up to two hours of one-on-one expert support with leading national organizations and AARP publications. This grant opportunity will accept applications for projects that support Disaster Preparedness Training, Walk Audits, Bike Audits and HomeFit® Guide Modifications.
Supporting demonstration efforts that encourage replication of promising local efforts, this grant opportunity will accept applications for enhancing pedestrian safety with funding support from Toyota Motor North America; expanding high-speed internet (broadband) access and adoption with funding support from Microsoft; reconnecting communities divided by infrastructure; and housing design competitions.
Since 2017, AARP has invested over $20.1 million through 1,700 Community Challenge grants to organizations in all 50 states, D.C, Puerto Rico and the U.S. Virgin Islands. Past projects have demonstrated an ability to help grantees garner additional funds or support from public and private funders, encourage replication and overcome local policy barriers and receive greater overall awareness and engagement.

FHLBNY Releases 2025 Targeted Community Lending Plan
|
The Federal Home Loan Bank of New York (FHLBNY) is pleased to announce the publication of their 2025 Targeted Community Lending Plan. They encourage you to review the plan, which details the numerous headwinds homebuyers, low-income residents and communities of color experience while navigating the credit and housing markets. The plan also explores programmatic solutions developed with insights and expertise from members and other thought leaders that further their foundational mission to provide reliable liquidity in support of housing and community development.
For 2025, as with previous years, the FHLBNY will continue to provide funding beyond the statutory 10 percent of 2024 earnings that fund the regulatory grant and set-aside programs: the Affordable Housing Program (AHP) General Fund and Homebuyer Dream Program® (HDP®). The additional funding will be allocated to several community and economic development initiatives, including their voluntary housing grant programs: Homebuyer Dream Program® Plus (HDP® Plus) and Homebuyer Dream Program® Wealth Builder (HDP® Wealth Builder). The AHP General Fund and HDP rounds simultaneously open on Monday, February 10, 2025, at 8:30 AM ET.
In addition to our housing grant programs, members can take advantage of their Community Lending Programs (CLP) that provide discounted-rate advance funding to support projects that create housing, revitalize business districts, and strengthen neighborhoods.

ACL Initial Feedback on the Strategic
Framework for a National Plan on Aging
| |
|
The Administration for Community Living (ACL) has published WHAT WE HEARD: Initial Feedback on the Strategic Framework for a National Plan on Aging, which summarizes input received to date that will inform the development of a national plan on aging.
The report includes feedback on Aging in the United States: A Strategic Framework for a National Plan on Aging. Published this spring, the Strategic Framework lays the groundwork for a coordinated effort — across the private and public sectors and in partnership with older adults, family caregivers, the aging services network, and other stakeholders — to create a national set of recommendations for advancing healthy aging and age-friendly communities that value and truly include older adults.
Input has come from a wide variety of people — including older adults themselves — and organizations from communities across the country. People have shared their thoughts through in-person and virtual events, a national poll conducted through Gallup, and an online portal. Perspectives on life in New Jersey were contributed by New Jersey Advocates for Aging Well (NJAAW), a partner in SHA's mission within our state.

Here's What is Driving the Surge in Homelessness
|
Last week the U.S. Department of Housing and Urban Development’s annual homelessness assessment report found more than 770,000 people experiencing homelessness across the country on a single night in January last year. That is an 18% increase from the 2023 assessment. In New Jersey, the point-in-time count from January 2024 saw an even higher increase 24% over the prior year.
What is behind this sudden surge in homelessness?
Michael Callahan the director of the Office of Homelessness Prevention with New Jersey’s Department of Community Affairs went on to say, “Particularly across the state of New Jersey, one of the main precipitating causes of homelessness, it’s not what people would generally associate with homelessness being either mental health challenges or substance use.”
“In fact, it’s evictions and being asked to leave a shared residence. We really see that evictions and being asked to leave a shared residence are responsible for almost one in every two cases of homelessness and newly entered in this year,” Callahan said. (NJ Spotlight News, January 7, 2025)

HUD Seeks Feedback on Climate Resiliency
Measures to Address Insurance Costs
| |
|
Homeowners and housing providers have experienced significant increases in property insurance premiums and deductibles in the past several years, along with reductions in insurance coverage, added requirements, and withdrawals of insurance companies from certain markets. In July 2024, HUD convened an insurance summit to address challenges in the property insurance market. The insurance summit highlighted the need to increase property resilience to natural hazards and to clarify the relationship between resilience measures and costs to property owners, including the cost of insurance. Through this Request for Information (RFI), HUD seeks public input regarding how best to assess measures to increase the resilience of residential properties to natural hazards and extreme weather. This information will allow HUD to develop policies that better support HUD's program participants in increasing resilience to natural hazards, including extreme weather, and accessing affordable insurance for their properties.
Comment Due Date: February 28, 2025. Late-filed comments will be considered to the extent practicable.
Interested persons are invited to submit comments responsive to this RFI. All submissions must refer to the docket number and title of the RFI. Commenters are encouraged to identify the number of the specific question or questions to which they are responding. Responses should include the name(s) of the person(s) or organization(s) filing the comment; however, because any responses received by HUD will be publicly available, responses should not include any personally identifiable information or confidential commercial information.
There are two methods for submitting public comments. All submissions must refer to the docket number and title of the notice.
1. Electronic Submission of Comments. Interested persons may submit comments electronically through the Federal eRulemaking Portal at http://www.regulations.gov.
2. Submission of Comments by Mail. Comments may be submitted by mail to the Regulations Division, Office of General Counsel, Department of Housing and Urban Development, 451 7th Street SW, Room 10276, Washington, DC 20410-0500. HUD strongly encourages commenters to submit their feedback and recommendations electronically. Electronic submission of comments allows the commenter maximum time to prepare and submit a response, ensures timely receipt by HUD, and enables HUD to make comments immediately available to the public. Comments submitted electronically through the http://www.regulations.gov website can be viewed by other commenters and interested members of the public. Commenters should follow the instructions provided on that site to submit comments electronically.
