Each will receive $10,000 in funding for specific community organizations or initiatives focused on economic development, youth programs, public health and more. The donation is part of NJCC’s commitment to this year’s Dr. Martin Luther King, Jr. holiday celebration theme – “It starts with me: cultivating a beloved community mindset to transform unjust systems.”

Shout out to Garden State Community Development Corporation as they receive $2.1 million in a lease agreement from the Jersey City Housing Authority for renovations to provide meals, laundry facilities and showers for those who are homeless in Jersey City.

Affirmatively Furthering Fair Housing Rule


HUD Announces $568 Million Available To Address

Lead-based Paint and Additional Housing-related Hazards

Affirmatively Furthering Fair Housing Rule


HUD issued a Notice of Proposed Rulemaking to implement the obligation to affirmatively further the purposes and policies of the Fair Housing Act. The proposed rule incorporates much of the framework of the 2015 Affirmatively Furthering Fair Housing (AFFH) mandate, which required jurisdictions that receive HUD funding to examine their fair housing landscape to address housing discrimination. The original AFFH rule was rescinded by the Trump Administration in 2020. Under the new AFFH rule, jurisdictions that receive HUD funding would be required to submit an equity plan every five years, which would include an analysis of fair housing issues, goals, and strategies to address housing discrimination, to HUD for review and acceptance. These jurisdictions would also be required to submit to HUD annual progress evaluations, which describe progress toward and any needed modifications of each goal in the jurisdiction’s equity plan. The AFFH proposal includes provisions that would enable members of the public to file complaints with HUD to flag that jurisdictions receiving HUD funding are not fulfilling their AFFH commitments. The proposed rule will be open to public comment once it is officially published in the Federal Register.

WASHINGTON - The U.S. Department of Housing and Urban Development (HUD) announced two historic Notices of Funding Opportunities (NOFOs) that will make homes healthier and safer for low-income families. With this investment, since 1993, HUD has made more than $2.7 billion available to protect children, families, and individuals from exposure to lead and other hazards in their homes.

Gov. Murphy Highlights Expanded

Eligibility For NJ FamilyCare

MORRISTOWN – Governor Phil Murphy highlighted expanded eligibility for the NJ FamilyCare health care coverage as part of his Administration’s efforts to provide all New Jersey children with health insurance through the “Cover All Kids” campaign. As of January 1, 2023, children under the age of 19 whose families meet income eligibility requirements are now able to obtain Medicaid coverage regardless of their immigration status.


NJ FamilyCare is the state’s publicly funded health insurance program that includes Medicaid and Children’s Health Insurance Program (CHIP) recipients and is managed by the New Jersey Department of Human Services.


Phase 1 of the Cover All Kids campaign helped remove barriers and support connections to coverage by eliminating the 90-day waiting period for children to get coverage after enrolling in the New Jersey Children’s Health Insurance Program (CHIP) and eliminating premiums families would have paid for children enrolled in CHIP. Targeted mailings have been sent to key community partners, like food pantries, libraries, family success centers, local health departments, and others.


This year’s expanded eligibility represents the start of Phase 2 of the campaign, which focuses on equitable access to health insurance coverage regardless of immigration status. As of January 1, standard coverage is now available for children of undocumented status who otherwise meet the same requirements as all other children in the Medicaid program. This expanded eligibility is estimated to apply to an additional 16,000 children throughout New Jersey.


To help boost enrollment for eligible children who have not yet been enrolled in a health insurance plan, the Administration is developing a grant program to support outreach and enrollment by community organizations.

Murphy Administration Announces Federal Approval of Action Plan to Distribute Hurricane Ida Recovery Funds

TRENTON, NJ – The Murphy Administration announced the federal government’s approval of New Jersey’s plan to spend $228 million of federal Community Development Block Grant Disaster Recovery (CDBG-DR) funds to assist households and communities that were impacted by Hurricane Ida.


As announced in November 2022, the State of New Jersey will also receive an additional $149.2 million in CDBG-DR funds for Hurricane Ida recovery. Upon issuance of rules from HUD for use of these funds, DCA will draft an amendment to the Hurricane Ida Action Plan to specify how the $149.2 million will be used and will post the amendment for public comment later this year. In the HUD-approved plan for the $228 million, at least 70 percent of these funds will benefit low- to moderate-income persons or households. To address New Jersey’s substantial housing recovery needs, the State will spend $153 million to support Ida-impacted homeowners and renters.


The Action Plan calls for:

  • $68.9 million for the Homeowner Assistance and Recovery Program (HARP).
  • $30 million for Smart Move, which will subsidize the development of quality, energy-efficient, resilient, and affordable housing in lower flood risk areas
  • $20 million for the Small Rental Repair Program
  • $16 million for the Blue Acres Program
  • $15 million for the Tenant-Based Rental Assistance Program
  • $3 million for Housing Counseling and Legal Services


Recognizing that Hurricane Ida highlighted vulnerabilities in communities’ infrastructure systems, the State will invest $58 million for infrastructure programs. The Action Plan calls for:

  • $54 million for the Resilient Communities Program
  • $4 million for FEMA Non-Federal Cost Share


Finally, the State will encourage planning programs that advance efforts to mitigate future flooding:

  • $5 million for the Resilient New Jersey Program
  • $1 million to develop a Statewide Housing Mitigation Strategy Tool

Federal Omnibus Bill Includes Funding For

New Jersey Improvements Across The State

The $1.7 Trillion Federal Omnibus spending bill that funds the Federal Government through September 2023 also includes a number of projects in New Jersey supporting improvements across the state as well as some SHA members too.


Some of the funding to our members includes:


  • Jewish Family Service of Atlantic County: $550,000 for a job skills program.
  • Jewish Service for the Developmentally Disabled: $760,000 to expand access to technology for individuals with disabilities
  • New Jersey Community Development Corporation: $1.5 million to expand the Great Falls Youth Center. 
  • Volunteers of America, Delaware Valley: $479,100 to work with local school systems to prevent human trafficking


Other notable resources include a Homeless Center in Burlington, shuttle bus funding for seniors in Leonia and Lodi, and veteran housing in Newark.

Human Services Awards Contracts To Provide Medication That Supports Addiction Recovery At Homeless Shelters

(TRENTON) – Commissioner Sarah Adelman announced the Department has awarded contracts to increase access to medication that can support addiction recovery at homeless shelters. Under the program, licensed providers will provide medication for substance use disorder and support services for individuals who reside or drop in at homeless shelters. The providers will either help the individual maintain treatment with this medication or transition the individual to a community provider that will do the same.


The contracts of $425,000 each to provide this service were awarded to Eva’s Village and The Rescue Mission of Trenton.

Under the program, the providers will:

  • Identify and designate staff within the homeless shelter who will lead the shelter’s efforts to provide medication for SUD;
  • Initiate same-day medications;
  • Contract or employ staff with the credentials to prescribe medications;
  • Contract or employ case/care managers, and peers, to connect and engage patients in treatment and social services and to assist patients with care transitions;
  • Create a welcoming and non-stigmatizing atmosphere for individuals seeking the medications they need;
  • Dispense naloxone as an overdose prevention medication;
  • Connect individuals to an affiliated Federally Qualified Health Center for the treatment of physical and mental health concerns and chronic pain; and
  • Implement harm reductions strategies and interventions to address substance use disorder, primarily opioid use disorder and alcohol use disorder.

2023 Brings Increased Annual Contribution

Limits For ABLE Accounts In New Jersey

The ABLE National Resource Center, managed by the National Disability Institute, has the latest information on contribution limits for ABLE Accounts in New Jersey, which is now up to $17,000.00 annually.


What is an ABLE account?

ABLE Accounts, which are tax-advantaged savings accounts for individuals with disabilities and their families, were created as a result of the passage of the Stephen Beck Jr. Achieving a Better Life Experience Act of 2014 or better known as the ABLE Act. The beneficiary of the account is the account owner, and income earned by the accounts will not be taxed. Contributions to the account, which can be made by any person (the account beneficiary, family, friends Special Needs Trust or Pooled Trust), must be made using post-taxed dollars and will not be tax deductible for purposes of federal taxes; however, some states may allow for state income tax deductions for contributions made to an ABLE account.

2023 Housing Affordability Breakthrough Challenge

Closing the housing affordability gap to give millions of people across the country access to a stable, affordable home calls for new, scalable solutions with the power to transform our industry. That is the impetus driving the 2023 Housing Affordability Breakthrough Challenge, led by Enterprise with generous support from the Wells Fargo Foundation.

 

The new $20 million Challenge builds on the success of the first competition. We’re inviting innovators to apply for grants to advance their implementation-ready ideas across three categories: Construction, Financing, and Access and Resident Support. The application period opens January 31 with proposals due March 3. The competition is open to a range of organizations, including nonprofits, Tribal organizations and mission-driven for-profits, in 38 markets.

CMS Releases Guidance On Use Of Existing Medicaid Managed Care Option To Reduce Health Disparities

The Centers for Medicare & Medicaid Services (CMS) released guidance to clarify how states can use an existing Medicaid managed care option to reduce health disparities and address unmet health-related social needs. A managed care final rule that was enacted under the 2016 Medicaid and Children’s Health Insurance Program allows states and managed care plans to request approval from CMS to cover alternative services and settings in which they are provided. The guidance provides details on the policy framework and CMS’ expectations for proposals to meet health-related social needs.

 

CMS' guidance allows Medicaid agencies to pay for nonclinical services that

would reduce health costs by preventing adverse health events. States must

determine such services are appropriate and a cost-effective substitute for

medical care. It requires such substitutes, known as in-lieu-of services, be

written into managed care contracts and considered when determining payment to

private insurers.

New DDD Licensed Provider Report Card Webinar

This webinar will introduce the Report Card and it’s components. The target audience is the DDD stakeholder community, licensed community providers and individuals/families residing in DHS licensed settings.

NJHMFA Update: Asset Management Portal Launch

NJHMFA is pleased to announce the launch of an Asset Management Portal. This will allow owners/agents to submit financials and supporting documentation electronically. Owners/agents will no longer be required to mail paper files or email electronic files via the [email protected] mailbox.

ANCHOR Tax Relief Deadline Extended To February 28th

New Eligibility For Homeowners and Renters in PILOT Housing

Attention ANCHOR Applicants


The deadline for filing your ANCHOR benefit application is January 31, 2023.


Important Update: The extension now includes a provision allowing homeowners or tenants living in units which make Payment In Lieu of Taxes (PILOT) to be eligible for this program. This could potentially benefit many seniors or people with disabilities. More details will follow and we will update you as we know more.


ANCHOR benefits will roll out in the late Spring of 2023. ANCHOR payments will be paid in the form of a direct deposit or check, not as credits to property tax bills. Homeowners who filed a homestead benefit application last year may be able to obtain their ID and PIN numbers online. Tenants do not need an ID or PIN number to file. Visit the Division’s ANCHOR page for all filing information. Due to high call volume, the ANCHOR and Homestead Benefit Hotline may be unable to take your call at certain times. If that occurs, please try your call at another time. Our hours of operation are Monday through Friday from 8:30 a.m. to 5:30 p.m.

More than three million residents are eligible for up to $1,500 in property tax relief under the ANCHOR program.


To be eligible for this year's benefit, you must have occupied your primary residence on October 1st, 2019. The deadline for filing is now January 31st, 2023. ANCHOR replaces the Homestead Benefit program.

Homeowners


You are considered a homeowner if, on October 1, 2019, you:


  • Owned a house,
  • Owned a condominium and paid property taxes on your unit;
  • Were a resident shareholder of a cooperative housing complex;
  • Were a resident of a continuing care retirement community and your continuing care contract requires you to pay the proportionate share of property taxes attributable to your unit.


You may not qualify if your residence was completely exempt from paying property taxes.

Tenants


You are considered a tenant if, on October 1, 2019, you:


  • Rented an apartment, condominium, or house;
  • Rented or owned a mobile home located in a mobile home park.


You may not qualify if you lived in tax-exempt, subsidized, or campus housing.

Additional Free COVID-19 At-home Tests Available Online

The White House has announced a new limited round of free at-home COVID-19 tests for the winter. Households can now order either standard at-home tests or tests that are more accessible for people who are blind or have low vision. Shipping is free.


Older adults and people with disabilities who need support ordering the free at-home tests can contact the Eldercare Locator (800-677-1116) or the Disability Information and Access Line (DIAL, 888-677-1199). Staff are available to assist you from 8 AM to 9 PM ET Monday through Friday. They can help you learn more about testing options, including by connecting you to accessible instructions and helping with test administration.

FHLBNY Opens Training Sessions On

The Affordable Housing Program (AHP) General Fund

and the Homebuyer Dream Program® (HDP)

The Federal Home Loan Bank of New York (FHLBNY) is pleased to announce the publication of its 2023 Targeted Community Lending Plan and the Affordable Housing Program Implementation Plan. These documents describe the credit and affordable housing needs in the FHLBNY’s district and the specific criteria for the core Community Investment programs offered through FHLBNY’s members for 2023, respectively. Both are now available on the FHLBNY’s website at http://www.fhlbny.com/community.

 

FHLBNY will hold training sessions on the Affordable Housing Program (AHP) General Fund and the Homebuyer Dream Program® (HDP) beginning in January 2023 with the Community Investment (CI) Programs webinar. The CI Programs webinar is designed to provide our member institutions and valued housing partners with an overview of FHLBNY’s CI products as well as provide pertinent updates and deadlines for 2023. The AHP General Fund supports the acquisition, construction, or rehabilitation of affordable housing through an annual, competitive round. In its 2022 round, the FHLBNY awarded AHP funds to 30 projects, encompassing 1,732 units, for a total of $25.3 million. 

 

Training for both the AHP and the HDP will occur on the following dates:

Rutgers School Of Health Professions

CSS Training For Direct Care Staff, Clinicians, and RNs

We are opening registration for the Spring 2023 CSS 9-Week training series. This training is for CSS direct care staff, clinicians, and RNs who have never taken the 9-week CSS training through the Rutgers School of Health Professions (SHP).  

 

The series will be preceded by our CSS Orientation Modules, now available on our online (Canvas) learning platform. They provide an overview of CSS admissions and documentation processes, CSS services, and the golden thread of documentation.  These modules are prerequisites for the training series and must be completed before starting the training in February 2023. If you have taken these modules previously, you will not need to retake them. 

 

The series itself will be remote and will begin the week of February 6th, 2023. It will be a blend of synchronous Zoom meetings and asynchronous (independent) learning activities. 

 

Please register here for the Spring training series in one of the three training groups*:  

  • Tuesdays 10:00 am-1:00 pm from 2/7/2023-4/4/2023 
  • Wednesdays 12:30-3:30 pm from 2/8/2023-4/5/2023

During this brainstorming session, they will discuss methods in which the supportive housing field can better collaborate with assisted living programs (ALPs), to promote aging in place.
