Murphy Administration Awards
Over $23 M In Federal Tax Credits
|
|
TRENTON –The Murphy Administration announced it has awarded over $23.1 million in annual 9% federal Low Income Housing Tax Credits (LIHTC), which will lead to the construction of more than 1500 new affordable apartments for families, seniors and residents with special needs – helping to build a stronger and more equitable New Jersey. These tax credits are expected to generate approximately $231.4 million in private investment that will finance the construction of 20 developments across 11 of the state’s counties, producing a total of $450 million in new development.
This year, the Agency received an unprecedented number of applications for proposed developments in suburban municipalities seeking to enhance affordable housing opportunities within their borders. The highly competitive tax credit funding process supports the construction of the most impactful, diverse and inclusive housing proposals.

Announces 2021 Awards and 2022 Program Plan
|
|
Federal Home Loan Bank of New York, has announced the 2021 awards of $34.3 million for 46 affordable housing initiatives for projects in New Jersey, New York, Arizona, California, Maryland and Pennsylvania. These awards are funded through the FHLBNY’s Affordable Housing Program (“AHP”), and will result in the creation, rehabilitation or preservation of 2,480 units, including 1,641 units dedicated to very low-income housing. The awards will not only help provide housing, but also drive community development: it is anticipated that more than $748 million in housing investment will result from the development of these initiatives.
The following New Jersey communities will benefit from the announced funds: Bordentown Township, Chatham, Cherry Hill, Glassboro, Greenwich, Haledon, Millstone Township, Moorestown, Newark, New Brunswick, Saddle River, Wanaque and Westampton.
FHLBNY has just published its 2022 Targeted Community Lending Plan and the Affordable Housing Program Implementation Plan. These documents describe the credit and affordable housing needs in the FHLBNY's district and the specific rules for the core Community Investment programs offered through the FHLBNY's members for the year 2022, respectively. Both are now available on the FHLBNY's website.
The FHLBNY will hold virtual training sessions on the Affordable Housing Program ("AHP") General Fund and the Homebuyer Dream Program® ("HDP®") beginning in February 2022. The FHLBNY's Affordable Housing Program ("AHP") General Fund supports the acquisition, construction, or rehabilitation of affordable housing through an annual, competitive round. The development teams worked tirelessly during the COVID-19 pandemic to bring impactful and financially sound projects, which will leverage nearly $750 million from other funding sources, to the AHP to close their funding gaps, see webinar section of SHAre for details.

RFP from DMHAS Expanding Regional
Community Peer Recovery Centers
|
|
This Request for Proposals (RFP) is issued by the New Jersey Department of Human Services (DHS), Division of Mental Health and Addiction Services (DMHAS) to expand regional Community Peer Recovery Centers (CPRC) to eleven (11) counties. The CPRC will be a place where individuals can access peer support, information about substance use disorder treatment, recovery support services, and information about other community resources in a supportive substance free environment. This RFP is funded through the Substance Abuse and Mental Health Services Administration’s (SAMHSA) State Opioid Response to Grants (SOR) funding. The SOR grant funding period is through September 29, 2022 depending on federal appropriations. Total funding is $1,100,000 subject to federal appropriations. DMHAS anticipates making up to eleven (11) awards in the amount of $100,000 each. The CRPC will ensure that the services provided ensure diversity, inclusion, equity, and cultural and linguistic competence to the target population.
This expansion funding is for start-up of eleven (11) small-scale recovery centers in counties that do not have a CPRC to provide peer-to-peer recovery support services to prevent recurrence of substance use and promote sustained recovery. Successful applicants will provide peer-to-peer recovery support services that are responsive to community needs. Additionally, the CPRC will continually assess and utilize demographic data of the participants’ catchment area in its development and delivery of programming, evaluation, and program outcomes to ensure it is relevant to the population served. Additionally, the awardee will analyze data to implement strategies to increase program participation.
All activities and services are led and driven by “peers” (i.e. individuals who have experienced addiction and recovery, either directly or indirectly as a family member or friend). The overall goal of the CPRC is to provide a safe place for recovering individuals to gather in support of one another and experience sober living in a community setting. It is the ideal place for those in recovery to receive peer-to-peer support and attain guidance in a number of life-skill areas.
The funding is limited to the following counties: Burlington, Camden (Camden City), Cape May, Hudson, Hunterdon, Mercer, Middleton, Monmouth, Ocean, Somerset, and Salem. No more than one award will be awarded in any of the aforementioned counties.
No Mandatory Bidders Conference.
Proposal Due Date – no later than 4:00 p.m. on February 3, 2022
Notify Date – March 4, 2022

COVID Safety Guidance from State of NJ
and Free PCR Home Testing Opportunities

|
New Jersey is seeing daily case counts hitting levels we haven’t seen since mid-January 2021.
Stay safe as you prepare for the holidays:
- Get vaccinated against COVID-19 and the flu, including a COVID-19 booster.
- Get tested if you have symptoms of COVID-19 or are in close contact with someone that has tested positive.
- Mask up in crowded indoor areas or around high-risk people.
- Keep activities outdoors when possible or in places with good airflow.
- If you are sick, stay home and don’t host any gatherings.

It's especially important to get tested if you have COVID-19 symptoms after being exposed, or have been in close contact with someone who tested positive for COVID-19. You should also get tested if you were recently at a large gathering where social distancing was hard to maintain and are not fully vaccinated or recently recovered, or if you must travel and are not fully vaccinated.
|
|
COVID-19 vaccines are working well to prevent severe illness, hospitalization, and death. However, studies show that vaccination may become less effective over time, especially in preventing infection or milder illness. Booster doses provide necessary protection against waning immunity. Booster shots are available to everyone 16 and older:
- Two months after their one-dose Johnson & Johnson shot or
- Six months after their last Pfizer or Moderna shot
And — everyone 5 and older should complete their initial vaccination!
The recent emergence of the Omicron variant further emphasizes the importance of vaccination, boosters, and prevention efforts needed to protect against COVID-19.

The New Jersey Law Against Discrimination:
Cultivating a Discrimination-Free Workplace
For NJ Employers and Employees
All employees are entitled to a workplace that is inclusive and free from discrimination. This training will provide an overview of how the New Jersey Law Against Discrimination (LAD) protects employees from harassment and discrimination. Through case studies and other interactive exercises, participants will examine the rights afforded to all employees and the responsibilities of employers to protect those rights. Topics include what constitutes a hostile work environment, workplace accommodation requirements, employer liability, and reporting processes. Participants will also explore the ways in which implicit biases can lead to discrimination, and how to foster respectful environments in which discrimination and harassment are not tolerated.

This interactive, virtual training will introduce participants to the concept of implicit bias. Participants will consider how implicit bias manifests in our interactions with others and explore strategies for addressing implicit bias in ourselves and in the workplace. Participants will also learn about how the NJ Law Against Discrimination protects individuals from discrimination and bias-based harassment in the workplace.
