The Americans with Disabilities Act
23 Years Later and Federal Supports
| |
|
The following excerpt was shared by the Social Security Administration in recognition of the 23rd anniversary of signing of the Americans with Disabilities Act and Disability Pride Month. While advances have been made, we must remain aware and ready to advance true equity and empower fulfilling lives for all within our communities.
In July, we celebrate Disability Pride Month and the anniversary of the Americans with Disabilities Act (ADA). Twenty-three years ago on July 26, 1990, the ADA was signed into law. It provides civil rights protection for people with disabilities and allows for access to state and local government services, public transportation, public accommodations, employment, and telecommunications relay services. We join the nation in honoring and celebrating this landmark law that is inspiring, uplifting, and making the world a better place for all of us.
Every member of society has been affected by the ADA. When we use elevators at the airport, use curb ramps on streets, or hear announcements for stops while using public transportation, that is a result of the ADA. Another benefit of the ADA is seen within the workplace. Specifically, the ADA enhances workplace diversity and requires employers to provide reasonable accommodations.
We support disability beneficiaries who choose to work through our Work Incentive Planning and Assistance (WIPA) and Protection and Advocacy for Beneficiaries of Social Security (PABSS) programs. These programs embody the spirit of the ADA by supporting beneficiaries who are preparing for employment. WIPA provides beneficiaries who are working or about to start working with information about the effect of work on the federal, state, and local benefits they receive. The PABSS program provides legal representation to beneficiaries who face a barrier to employment, including advocacy to help beneficiaries access the benefits of the ADA.
To learn more about the ADA visit the guest blog by the U.S. Access Board. As you journey through life, you are encouraged to remember all the ways our nation is better because of the ADA.

The Department of Human Services
Promoting Interoperability Incentive
Program for Mental Health Providers
| |
|
The New Jersey Department of Human Services (NJDHS) has recently received approval to establish the milestone-based incentive payment program for behavioral health providers. This program is made possible through the funding authority of New Jersey’s 1115 Demonstration Waiver. The primary goal of the program is to encourage the utilization of Electronic Health Records (EHR) and advance interoperability to improve care coordination among the providers serving the needs for Home and Community based Services (HCBS) population.
As part of this initiative, NJDHS will be providing milestone-based incentive payments to eligible organizations in adopting and implementing EHR technology. To be considered for this funding opportunity, please respond to the survey by clicking the link below.

Following Trends of Making Houses Accessible
|
According to the New York Times, the 2019 American Housing Survey data shows that 12.9 percent, or 16 million of the total households in the United States, include at least one person who uses a wheelchair, walker, or other mobility device. Of those 16 million households, at least 3.5 million plan to improve the accessibility of their homes.
There are resources available from some state governments, nonprofit groups, housing groups and developers that can be used to make homes safe for family members of all abilities.
Medicaid and other programs vary by state, but Mr. Rubel, of Lifeway Mobility, suggests clients who may need financial support to look into various state or nonprofit programs. Certain home improvements made that are medically necessary to care for a person with a disability are potentially tax deductible as an itemized deduction,” said Ray Hough of Graceffo, Hough & Weintraub, an accounting firm in Glen Rock, N.J., such as “constructing entrance or exit ramps for your home, widening doorways at entrances or exits to your home or widening or otherwise modifying hallways and interior doorways.”
According to the Fair Housing Act, which protects both renters and buyers in the housing market, it is “unlawful to refuse to make reasonable accommodations to rules, policies, practices, or services when such accommodations may be necessary to afford people with disabilities an equal opportunity to use and enjoy a dwelling and public and common use areas.” (The New York Times, July 16, 2023)

New Facility Will Connect Adults
with Autism and/or I/DD to Mental Health Care
| |
|
A new facility that will expand inpatient behavioral health services for adults with autism and developmental disabilities was unveiled at Trinitas Regional Medical Center in Elizabeth on Thursday. The Healthcare Foundation of New Jersey Center for Autism and Developmental Disabilities is considered the first of its kind in the state.
The center’s staff is trained in caring for people who may need acute psychiatric hospitalization, crisis stabilization and psychiatric assessment. The center is expected to open to the public next month after the state reviews the facility.
Lisa Dressner, vice president of behavioral health and psychiatry at Trinitas Regional Medical Center, said, “We really need to look at what the specialized needs are of each community and this is a community that is so vulnerable.”
New Jersey has the third-highest rate of autism in the nation at 1 in 34 children, or 2.9% of 8-year-old children, according to the most recent data from the Centers for Disease Control and Prevention. But as more people with autism age out of child and adolescent services, they are left with limited programs and resources.

DRNJ Disability Issues Public Input Survey
|
Each year, Disability Rights NJ is federally required to conduct a Public Input Survey. The purpose of this survey is to gather information and opinions that will help our organization’s leadership set our 2024 priorities, goals, and objectives for the protection & advocacy of individuals with disabilities. The results of this survey are meaningful to us beyond being a requirement. The survey collects feedback from a wide range of people about disability issues, and this valuable input helps us make decisions about the work we will do, including the cases we will accept.
Who do we want to hear from?
· People with disabilities
· Family and friends of individuals with disabilities
· Stakeholders and advocates
· State agency representatives
· Court, criminal justice, and law enforcement personnel
· Disability service providers, caregivers, and support personnel –
including mental health providers
· Other individuals and agencies involved in disability advocacy and service provision
Surveys will be accepted until July 30, 2023.
On average, the survey takes about 10 minutes to complete and is available now through July 30. You can fill it out online or print a copy and mail it to our office at 210 South Broad Street, Third Floor, Trenton NJ 08608.
If you prefer the assistance of an ASL (American Sign Language) interpreter to complete the survey, please use a video relay service to contact us at 800-342-0823, Monday through Friday, 8 am – 5 pm.
