The SHAre:

June 18, 2026

Volume: 395

As SHA's community honors Juneteenth this week, we are reminded of the continued efforts necessary to address systemic barriers to safe and affordable housing. We must all work to end the road blocks of racism and exclusionary zoning so that all people can thrive with access to housing, services, and community engagement.

Federal Updates

The U.S. Department of Housing and Urban Development (HUD) issued the Fiscal Year (FY) 2026 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) June 1. The National Alliance to End Homelessness (the Alliance) estimates that at least 97,000 residents of CoC-funded permanent housing will likely lose their housing because of HUD’s approach in the NOFO.

With nearly one-third of all federal Medicaid dollars flowing through demonstration projects, the Centers for Medicare & Medicaid Services (CMS) is issuing new guidance about its plans to strengthen budget neutrality standards for Medicaid section 1115 demonstrations.

The Trump Administration’s final rule implementing the new Medicaid work requirement makes major, last-minute policy shifts that will likely increase the number of people who are denied or lose health coverage due to the requirement, while stymieing states’ ability to implement it on time. Read more of this story from the Center on Budget and Policy Priorities.

SHA member CSH covers a developing issue in the wake of the Grants Pass v. Johnson case as lawmakers shift to enforcement even where housing solutions are in progress.

The following Op-Ed released in The Hill shares how HUD's recent report on homelessness misses the most important facts, including the Federal shift from Housing First to Transitional Housing.

This Op-Ed shows how there’s plenty to like in this new bipartisan Federal housing supply agenda, but it’s missing a key piece: a plan to preserve the affordable housing we have and all the new housing we are hoping to build.

Defending the Equal Access Rule:

Submit a Public Comment and Take NAEH Survey

Take a stand today by submitting a public comment to defend the Equal Access Rule. Interested parties have until June 29 to submit public comments in opposition to this proposal.

The National Alliance to End Homelessness (NAEH) is conducting a survey of homeless service providers to better understand the anticipated impacts of HUD’s recent proposal, which primarily removes protections from the Rule.

Changes on the Way to NJ FamilyCare

The Federal government has changed the rules around who is eligible for NJ FamilyCare starting Fall 2026. These rule changes are part of H.R.1 that was signed into law by President Trump in July 2025. These new rules do not apply to everyone. The following information explains which members may be affected and how they can prepare. Click on the link below to access a timeline of the stated changes provided on the NJ FamilyCare website.

Click here for information on changes to NJ FamilyCare.

Click here for additional information on changes as highlighted by the American Association of People with Disabilities.

Addressing New Jersey's Housing Shortage

Jeff Kolakowski, CEO of the New Jersey Builders Association writes about New Jersey's progress to address the housing shortage in the following Op-Ed.

New Jersey's Executive Order 17 is a meaningful step toward addressing challenges by aligning state agencies around housing production. On Gov. Sherrill’s 100th day in office, the New Jersey Department of Environmental Protection launched Operation FAST — Facilitated Approvals for Sustainable Transformation — to make the agency more efficient and responsive. Through Operation FAST, the DEP is reorganizing permitting functions, expanding staffing and training, strengthening coordination, modernizing technology and increasing transparency through improved dashboards.

Keys to Tenancy Information Resource

“Keys to Tenancy” is a multimedia, community-centered initiative designed to expand access to clear, reliable housing information for renters across New Jersey. Through tools like an animated Know Your Rights video, a dedicated resource hub, and multilingual materials, the project equips tenants with the knowledge they need to understand their rights and responsibilities. Developed by the Montclair Public Library, this free resource is rooted in a commitment to equity, accessibility, and community connection.

Expanding Affordable Housing

Through Nonprofit Development

One of the biggest barriers to pursuing new affordable housing projects — particularly in high-cost communities — is readily available funding for predevelopment. Before they can build a single unit, developers must acquire property rights, retain architects and engineers, complete environmental assessments, and navigate complex reviews — in addition to a range of technical studies and design work necessary to move a project forward. These steps rarely follow a linear path, increasing time and uncertainty in the early stages of development. While predevelopment funding represents a relatively small share of total project costs, it is often the hardest to secure — requiring significant up-front capital long before permanent financing is in place.

Unsupported Housing: When Stability Isn’t Enough

The following article from Shelterforce includes perspectives from SHA member Pennrose highlighting the challenges of accessing housing without needed supports.

Most affordable housing developments—both the buildings and the budgets to run them—were built to help residents weather the first kind of challenge: lack of affordable options, low salaries, and high cost of living. But providers say a growing number of tenants also need help navigating benefits systems, accessing healthcare, responding to financial crises, or finding services that have become harder to access elsewhere.
