Federal Updates

The U.S. Department of Housing and Urban Development (HUD) released the results of the national Point-in-Time-Count in its 2025 Annual Homeless Assessment Report (AHAR), Part 1 on May 29, which provides estimates of homelessness in the U.S. The 2025 AHAR report estimates that approximately 745,652 people were experiencing homelessness on a single night in 2025. This represents a 3.4% decrease from 2024, the first year-on-year decrease since 2016. Despite the reported decrease in homelessness, affordable housing advocates remain concerned. Since January 2025, safety nets and critical housing resources have been reduced or eliminated. The Trump administration has issued a revised plan to address homelessness that shifts large sums of federal aid from long-term housing to time-limited programs that emphasize treatment for mental illness and addiction.

As of June 1, 2026, the following Community Planning and Development (CPD) Income Limits and Rent Limits are published and effective.

In a brief memo to public housing agencies (PHAs), HUD announced that it is “winding down” its Restore-Rebuild Initiative. HUD is now ending the initiative in furtherance of its broader stated goal of reducing the public housing footprint.

Bipartisan Policy Center released a report titled, "Homelessness, Housing Markets, and Federal Policy: Local Lessons and Policy Implications." This report examines homelessness at the local level and what its dynamics mean for federal policy.

NJ's Affordable Housing Law

is Strengthening Communities

SHA member Fair Share Housing Center hosted a webinar presentation covering the advances toward affordable housing following landmark legislation. With Rev. Eric Dobson moderating, Adam Gordon, Executive Director, Fair Share Housing Center, Jacquelyn Suarez, Commissioner, New Jersey Department of Community Affairs, Mia Sacks, Councilmember, Princeton, and Heather Cooper, Deputy Mayor, Evesham Township shared how the housing conversation is moving toward proactive planning, economic stability, and viewing housing compliance as an opportunity for community revitalization. Among the key points for future progress, focuses on redevelopment, utilizing payments in lieu of taxes (PILOTS), expanding special needs and faith-based housing, and reform land use laws. Heather Cooper referenced SHA as a partner as Evesham Township works toward achievable housing to serve needs of people with disabilities, people who are aging, and veterans.

Overview of NJ 1115 Waiver Housing Supports

In preparation of a new round of Housing Support Program (HSP) provider grants, the NJ Division of Medical Assistance and Health Services (DMHAS), which operates New Jersey's Medicaid services, provides the following slide deck on the HSP.

Housing Lending Momentum Builds in 2026

Lenders anticipate elevated affordable housing activity for the rest of 2026, supported by recent expansions to the low-income housing tax credit (LIHTC), including the 25% bond test and the increase in 9% allocations. They also expect strong appetites from Fannie Mae, Freddie Mac, and the Federal Housing Administration. Agency volume caps for Fannie Mae and Freddie Mac are set at $88 billion each, a 20% increase over 2025, provides substantial capacity for affordable housing financing. Included among the top 25 lenders featured by Affordable Housing Finance are SHA members, Bank of America, Community Preservation Corporation, M&T Bank and TD Bank.

Reports Worth Reading

Local Rent Impacts from Construction

Vary with Quality of Existing Housing

A study published in the Journal of Urban Affairs, “Build baby build? Housing submarkets and the effects of new construction on existing rents,” found that the impact of large newly constructed market-rate apartment buildings on rents of nearby existing properties depended on the quality of those properties. The study found that new market-rate construction was associated with a 4.4% increase in rents in the lowest-priced buildings in the first five years after construction, and a 1.7% decrease in rents for the highest-priced apartments.

Two Studies Highlighting Benefits
of Residential Services in
Housing Developments

Stewards of Affordable Housing for the Future (SAHF) released two reports documenting the benefits of resident services in affordable housing properties. The first, produced in partnership with Abt Global, demonstrates the benefits to property financial and operating performance. The second emphasizes the improved outcomes for residents. An article by the publication Affordable Housing Finance (AHF) covers these complementary findings.
