NJ DCA Annual Action Plan Citizen Participation
The State of New Jersey annually receives funding from the U.S. Department of Housing and Urban Development (HUD) for five programs: the Community Development Block Grant (CDBG) program, the HOME Investment Partnerships program (HOME), the National Housing Trust Fund (NHTF), the Emergency Solutions Grant (ESG) program, and the Housing Opportunities for Persons With AIDS (HOPWA) program. The State is looking for your input to help identify and prioritize housing, community, and economic development needs in New Jersey.
Here's How You Can Help:
Attend a Community Meeting
The State is holding four community meetings that are open to the public. The community meetings will be facilitated discussions around community needs, existing resources, and ways we can address gaps for our most vulnerable residents. Seats are limited and registration is necessary. All meetings are virtual and Zoom information will be forwarded after registration. To register for a session, please use this link. DCA also appreciates your sharing the word about these meetings and encouraging others who may have valuable input to attend.
Share DCA's Online Community Survey
Please complete this community survey. Your participation will help us gain a more qualitative understanding of the experiences, opinions, and feelings of community members on housing and community development needs. We also ask that you share this survey with your members, consumers, clients, and partners! Folks are more likely to complete a survey if they received it from someone they know and trust. We hope to reach State residents far and wide with this survey – especially those within vulnerable populations. Your assistance with this outreach is invaluable.
This survey will close on June 12.
Note that the survey is also available in Spanish. To change to the Spanish language version of the survey, click on the “English (United States)” dropdown in the upper right-hand corner of the page. Select Español (Mexico), and the text of the survey will change to Spanish.
If you have any questions about the survey or registration for community meetings, please contact Jennifer Alpha, with TDA Consulting, Inc., at jalpha@tdainc.org. Thank you for your participation and all you do for our communities. We look forward to learning your perspectives on these important topics!

Enterprise and LISC Report on
CDFIs and Impact Investing
| |
|
Enterprise and LISC jointly released a new white paper, titled "CDFIs and the Capital Markets: Trends in Investment & Impact Measurement." The white paper highlights how community development financial institutions (CDFIs) have successfully responded to the growing demand for investment opportunities that align capital with purpose by offering investment vehicles that help address racial health, wealth and opportunity gaps in low-income and underserved communities. This includes filling financing gaps to support critical affordable housing and community development projects. The white paper points out that while plans to grow CDFIs’ investment portfolios are facing challenges induced by rising interest rates and increased tightening of credit throughout the financial system, some capital market stakeholders have identified and implemented innovative solutions to get more capital and liquidity to a larger segment of the CDFI industry.
For more information, read a blog post from Elise Balboni, president of the Enterprise Community Loan Fund (ECLF), Kathleen Keefe, investor relations and portfolio reporting lead for LISC, and Anna Smukowski, senior director of capital programs at the ECLF.

SSA Announces New Enhanced
Representative Availability Process
| |
|
The following message has been shared by the Social Security Administration on their efforts in the Enhanced Representative Availability Process, or ERAP.
We would like to let you know about a new streamlined process, the Enhanced Representative Availability Process, or ERAP, allowing appointed representatives to submit monthly availability for hearings before Administrative Law Judges.
It’s easy to get started – you must provide us with information about the group for which you want to submit availability. After that, representatives will submit availability by email each month. You can learn about the new process and how to get started on our
Hearings and Appeals Enhanced Representative Availability Process (ERAP) page.
On our webpage, you will find a wealth of information regarding the scheduling process, including contact information, definitions, and a full description of the availability process, including availability examples, important scheduling information, and Frequently Asked Questions.
A second resource is our External Liaison Unit (ELU), a specialized unit primarily responsible for obtaining and monitoring representative availability. ELU staff will enter representative-provided availability into our scheduling software application.
For questions regarding representative-provided availability for hearings, or anything regarding ERAP, the ELU will generally be the first point of contact for representatives.
Over the next several months, we will offer information sessions via MS Teams about the new process for all representatives. If you have questions or would like to sign up for an information session, please call the ELU at 1-866-964-1714 or send an email to
oho.nsd.nss.elu.general.inquiries@ssa.gov.
We hope that you will join us for a session. You can also visit our webpage for more information about our new process.
