$228M+ Grant Funds from HUD & FEMA
To Help Against Future Flooding
|
|
WASHINGTON, D.C. — The U.S. Department of Housing and Urban Development (HUD) announced the allocation of nearly $3 billion in Community Development Block Grant-Disaster Recovery (CDBG-DR) funds to help communities recover from disasters and build inclusive resilience to climate change. In New Jersey, HUD announced the allocation of $228,346,000 in Community Development Block Grant – Disaster Recovery (CDBG-DR) funding to help communities recover from Tropical Cyclone Ida, which impacted the state on September 1, 2021. Tropical Cyclone Ida affected multiple counties and devastated HUD-subsidized housing in multiple towns, including Elizabeth, and Englewood. On September 5, 2021, President Biden issued major disaster declarations for the counties of Bergen, Gloucester, Hunterdon, Middlesex, Passaic, and Somerset. Essex, Hudson, Mercer, & Union counties were added on September 10.
HUD is allocating $2.214 billion to 10 local governments and 13 state governments for 16 major disasters in 2021. HUD is also allocating an additional $722.7 million to five of the previously announced 2020 disaster recovery grants to reflect the higher level of need than previously calculated for disasters in those states. These funds will go to recover from and build resilience to natural disasters, including climate disasters, with a specific focus on low- and moderate-income populations. The funds are specified to be used for: “disaster relief, long-term recovery, restoration of infrastructure and housing, economic revitalization, and mitigation, in the most impacted and distressed areas.”

FEMA Administrator Deanne Criswell announced that additional federal disaster funding is available to eligible jurisdictions with Presidential major disaster and emergency declarations. The Consolidated Appropriations Act of 2022, H.R. 2471, authorized an increase to the standard 75% federal cost share to at least 90% for any emergency or major disaster declarations that were either issued or declared for incidents that occurred between January 1, 2020 and December 31, 2021. This update boosts federal funding made available through FEMA’s Public Assistance, Hazard Mitigation Grant and specified Individual Assistance programs to jurisdictions covered by the 2020 and 2021 Presidential major disaster and emergency declarations.
New Jersey will receive $10M under the Swift Current Program to help make homes more resilient to future floods. Grants will be accepted beginning April 1 until noon eastern time on Oct. 3. For more information, contact the state Office of Emergency Management or go to fema.gov.
Additionally, President Biden extended the federal cost share to fully cover all eligible activities under the national emergency declaration for Covid-19 and major disaster declarations through July 1, 2022.

Social Security Begins Preparations

Starting in early April, the Social Security Administration (SSA) will add more in-person appointments and offer in-person service for people without an appointment. As they prepare to help more people in person at local Social Security offices throughout the country, here are some details to help let the public know what to expect.
During the pandemic, millions of people used SSA secure and convenient online services and received help by phone and in our offices by appointment. For people who can access our services online or by phone, SSA asks that people continue to do business with SSA online or by phone and schedule an appointment, when possible, which will better allow SSA to timely serve people who cannot use those options.

SAMHSA Grant Applications Open To Expand Certified Community Behavioral Health Clinic (CCBHC) Model
|
|
The Substance Abuse and Mental Health Services Administration (SAMHSA) announced it is now accepting applications for grants to expand the Certified Community Behavioral Health Clinic (CCBHC) model. There are new two grant opportunities this year with different eligibility parameters:
Certified Community Behavioral Health Clinic – Planning, Development and Implementation Grants (CCBHC-PDI) are available to clinics that are new to the CCBHC model (i.e., clinics that have not been certified as CCBHCs by their state and have not previously received a CCBHC expansion grant). This funding opportunity is designed to assist grantees as they develop and implement a CCBHC that meets CCBHC certification criteria. Qualified applicants must be able to meet the requirements of a CCBHC within the first year of the grant.
Certified Community Behavioral Health Clinic – Improvement and Advancement Grants (CCBHC-IA) are available to CCBHCs that have been certified by their states or received previous CCBHC-Expansion grants and are designed to support current CCBHCs as they expand or improve their CCBHC services. Qualified applicants must be able to demonstrate compliance with CCBHC certification criteria through state certification or SAMHSA acceptance of CCBHC certification attestation within the past two years.
This year’s grant announcements include a number of changes from prior years’ grants, including changes to attestation timelines, required and allowable services, data collection and reporting, use of grant funds and more. The National Council is compiling a summary of all changes that will be available soon.

For NJ Housing Navigation Project

The goal of the New Jersey Housing Navigation Project (NJHNP) is to bridge a gap that will bring greater access to affordable housing to those most economically challenged in New Jersey. Through better understanding of both successful strategies and barriers to service delivery, the project aims to strengthen services that connect people with available housing and the capacity for program coordination throughout the state.
Why Join a Focus Group?
- We need the thoughts and ideas of people with very low incomes who have used services to connect to housing
- The focus groups will help us learn how people with lived experience are getting connected to housing in NJ.
- We want to hear from individuals with a wide variety of experiences from a range of backgrounds and communities from across NJ.

New DDD Update:
Residential and Day Program Screening Policy
|
|
In response to the easing of COVID-19 related requirements, the Division has updated its Residential and Day Program Screening Policy. This policy eases masking and social distancing requirements in certain circumstances and can be used by Residential and Day Providers serving individuals with intellectual and developmental disabilities and/or traumatic brain injury. This updated policy supersedes and replaces the previous stand-alone documents entitled Guidance for Residential Providers on Visits with Family and Friends and Congregate Day Program COVID-19 Operating Requirements. Available Behavioral Health Support From Ukraine War

The approaching spring season is one that usually inspires thoughts of hope and new life after a long cold winter. But for many of us, the unsettling news and images from Ukraine make it difficult to see past the uncertainty and brutality of war. Service members and their families are on high alert, with thousands deploying to Europe to support our NATO [North Atlantic Treaty Organization] allies. Trauma from the Cold War and other conflicts is resurfacing for many, while others may be worried about loved ones in the region. The good news is that effective behavioral health support services for anxiety, depression, and PTSD, for both adults and children, are available in the community and online.

US DoT Survey For Transportation Needs
of People with Disabilities and Adults 65+

Rory Cooper, Inventor and Distinguished Professor at the University of Pittsburgh and Human Engineering Research Laboratories are conducting a large survey study to help the US Department of Transportation determine how to meet the needs of people with disabilities, older adults (i.e., people over the age of 65) and their families/caregivers as Autonomous Vehicles and Transportation Systems are planned and implemented.

Understanding and Addressing Unmet Needs in HCBS Through the Lens of Person-Centered Practices

High-quality Home and Community-Based Services (HCBS) allow people with disabilities and older adults to direct their services in a person-centered manner, live independently, and participate in the community. However, many individuals who receive HCBS still have unmet needs for services and supports. While studies have found a connection between
unmet HCBS needs and adverse outcomes, including hospitalization, institutionalization, and death; few have examined user-reported perspectives about the quality and sufficiency of HCBS and their relationship to key health and community living outcomes. Therefore, researchers at the Lurie Institute for Disability Policy conducted a study to learn how many people who use HCBS need more services than they receive and understand the connection between unmet HCBS needs and health and community living outcomes.
Panelists will discuss what implications the results of the study have in regard to person-centered planning in HCBS, highlight opportunities for improvement, and discuss how to overcome challenges to advancing person-centered practices.

New Jersey's S2545 establishes specific rights and certain requirements for lesbian, gay, bisexual, transgender, undesignated/non-binary, questioning, queer, intersex, and HIV-positive residents of long-term care facilities, Nursing, AL, Rehab, CCRs, and IL when part of continuing care community.
"Designated" Staff are:
- 1 person from the administration and 1 person from direct care staff
- Representing each separate building in the community
Designates must:
- Execute a training plan for all staff and employees
- Execute plan for instituting all required LGBTQ+/HIV+ protocols
- Be the dedicated contact for the facility for NJS2545
LGBT SHC training includes step-by-step, how to implement the legislation for training and protocol implementation,
record keeping and options for program support.

Rutgers CSS Clinician Documentation Training
April 19 and 26 – Register Now

The Rutgers School of Health Professions (SHP) is offering a two-session training that will provide licensed Community Support Services (CSS) providers (e.g., LCSW, LPC, LSW, LAC, RN) a clear understanding of CSS and documentation standards. This training is intended for licensed staff (pursuant to supervision guidelines) and Registered Nurses who are responsible for completing the CRNAs and IRPs for their agencies who have NEVER attended a CSS training OR who feel they need further training to complete these documents. CSS programs should limit registration to 1 to 2 staff.
This CSS Clinician Documentation training will review CSS interventions, psychiatric rehabilitation goals, values, and principles, the comprehensive rehabilitation needs assessment (CRNA), and the individualized rehabilitation plan (IRP). Sessions will be small enough to provide participants with practice opportunities.

There will be online content on Canvas to complete before the training.

You must complete five asynchronous CSS Orientation Pre-Requisite Modules on Canvas (Overview of Admissions and Documentation, CSS Services, the Golden Thread of CSS, Development of the Rehabilitation Needs Assessment, and Development of the Individualized Rehabilitation Plan) by Tuesday 4/12 at 5 pm. These modules should take about 2-3 hours to complete.
- After the staff register, they will receive detailed instructions to sign up for Canvas and complete the pre-requisite modules.
- The training will be held live through Zoom over two days, and participants must attend both days:
- Day 1: April 19 (9:30 am-12:30 pm)
- Day 2: April 26 (9:30 am-12:30 pm)
Space is limited, so licensed staff (e.g., LCSW, LPC, LSW, LAC, RN) should register as soon as possible. Registration information must be for the staff attending the training.
