National News Updates

The following report has been shared from our partners at the Supportive Housing Network of New York (SHNNY)

On February 17, the Federal government filed a motion asking the US District Court of Rhode Island to dissolve the preliminary injunction in the two ongoing cases regarding the Continuum of Care (CoC). HUD expressed their desire to reopen the December 2025 Notice of Funding Opportunity (NOFO) for the third and fourth quarters of this year’s funding cycle. On February 27, the Court denied this motion, asserting that the plaintiffs continue to face imminent, irreparable harm without the preliminary injunction and that the plaintiffs still have a strong likelihood of success in the case. On March 2, the Federal government appealed this decision, and has also asked the District Court to temporarily stay the preliminary injunction while the appeal is pending.

As the litigation moves through the court, the Continuum of Care provisions in the Consolidated Appropriations Act of 2026 continue to be in effect. HUD must non-competitively renew all CoC contracts expiring in the first quarter of 2026. If HUD does not make awards by April 1st, they must non-competitively renew all contracts expiring in the second quarter. And if they do not make awards by July 1, they must non-competitively renew all contracts expiring in the third and fourth quarters.

A proposed rule by the Department of Housing and Urban Development (HUD) would allow strict time limits and work requirements as a condition for rental subsidies, a move that critics say could put millions of people at risk of losing such aid amid record-high housing costs and homelessness.

Senate Unveils Unified Bipartisan Housing Supply Bill, with Full Senate Vote Soon

Senate Banking, Housing, and Urban Affairs Committee Chair Tim Scott (R-SC) and Ranking Member Elizabeth Warren (D-MA) released on March 2 the “21st Century ROAD to Housing Act,” a unified, bipartisan housing supply package that includes 36 of the 40 provisions from both the Senate’s “ROAD to Housing Act” (S.2651), and six provisions from the House’s “Housing for the 21st Century Act” (H.R.6644).

Read a section-by-section summary of the “21st Century ROAD to Housing Act” here, and view full bill text here.

FY26 HUD Income Limits Delayed

On February 4, HUD announced that it is delaying the publication of FY26 income limits until May 1. HUD typically publishes annual income limits in early April each year. The delay is largely due to last year's historic shutdown, which caused the Census Bureau to delay the release of the 2024 American Community Survey five-year data, which HUD uses to calculate income limits.

Advocacy for HOME Funds - Sign on Opportunity

SHA has joined the HOME Coalition and signed a letter in support of funding for the HOME Investment Partnerships Program. Organizations are urged to to sign your organization onto the letter by Wednesday, March 11. Please pass along the sign on form to your contacts that are interested in urging Congress to fund the HOME program.

Housing Gap Report 2026

The National Low Income Housing Coalition (NLIHC) released its annual report, The Gap: A Shortage of Affordable Homes. The report finds that the lowest-income renters in the U.S. face a shortage of 7.2 million affordable and available rental homes. Just 35 affordable and available homes exist for every 100 extremely low-income renter households. Eighty-seven percent of the lowest-income renter households are cost-burdened, spending more than 30% of their income on housing, and 74% face severe cost burdens, spending more than 50% of their income on housing costs. Click here for key data on New Jersey's standing in the report. No state or major metropolitan area has an adequate supply of affordable and available homes for extremely low-income renters.

Governor Sherrill 2026 Budget Address

Governor Mikie Sherrill will deliver her Fiscal Year 2027 Budget Address in the Assembly Chamber at the New Jersey State House at 2:00 p.m. on Tuesday, March 10, 2026.It will be livestreamed on the Governor's official Facebook, Twitter/X, and YouTube pages.

Municipality Plans Data Center Over Housing

Fair Share Housing Center has formally challenged Montvale’s plan to build a data center in place of affordable housing, arguing that it violates the state’s Mount Laurel Doctrine and Fair Housing Act. Fair Share’s challenge also documents a wide range of additional deficiencies in their housing plan.

On February 10, the Affordable Housing Dispute Resolution Program rejected Montvale’s proposed settlement. The dispute over their housing plan will next be heard before a judge in late spring or summer. Click here to read a press release on the situation from Fair Share Housing Center.

Op-Ed: Permanent Supportive Housing

Path to Address Homelessness

Mark Hurwitz, former deputy commissioner at the New York City Department of Homeless Services during the Bloomberg administration writes this Op-Ed in The New York Times making the case for supportive housing amid the ongoing housing crisis.

Supportive permanent housing with on-site services — and without preconditions like sobriety — reliably stabilizes people with complex needs. Finland, Japan and the U.S. Department of Veterans Affairs have already proven that when you build enough of these homes, chronic homelessness can fall to almost zero. New York City pioneered the supportive housing model in the 1980s and has built more than 32,000 units. But only about one in six applicants gets placed, because demand dwarfs supply.

For people who don’t require supportive housing, the city can help them pay their rent. Existing rental assistance programs are the city’s most effective tool for closing the affordability gap that drives housing instability.

Advocacy Alert

3% Increase for I/DD Services & Behavioral Healthcare

SHA urges members, families, staff, and advocates to contact Governor Mikie Sherrill through SHA member NJACP's electronic link and urge her to include a 3% Cost of Living Adjustment (COLA) in New Jersey’s FY27 Budget. With rising inflation, escalating workforce costs, and the urgent need to expand capacity in our system, continued flat funding is not sustainable. Providers are being asked to do more with less — and the individuals and families served feel the impact.

As Governor Sherrill puts the finishing touches on her Budget Address that will be delivered on Tuesday, March 10th and works on finalizing her FY2027 proposed budget in the coming weeks, now is the time for all NJAMHAA members to add their voice to highlight the critical need for increased behavioral health rates and contracts!

Join NJAMHAA in advocating for investing in New Jersey's behavioral healthcare.

Preparing for Medicaid Work Requirements

Changes to Medicaid work requirements could put thousands at risk of losing Medicaid coverage, especially people experiencing homelessness or any kind of housing instability.

H.R.1 makes significant changes to Medicaid that will require states to adapt their programs to stay in compliance. New eligibility rules and administrative requirements are expected to push many people off Medicaid entirely.

Read this post from SHA member CSH to learn concrete steps agencies can take now to help people keep their Medicaid coverage.

Certified Nursing Assistant (CNA) Survey

Essential Jobs, Essential Care (EJEC) New Jersey Coalition's workforce committee partnered with New Jersey Collaborating Center for Nursing (NJCCN) and PHI to administer New Jersey’s first-ever statewide Certified Nursing Assistant (CNA) survey. This survey provides insights about the CNA workforce regarding their training, certification, employment, demographics, and lived experiences. EJEC NJ Coalition developed a new infographic resource that summarizes the survey's findings.

NJ Division on Civil Rights Fair Chance in Housing Act

March 18, 2026 | 09:30 AM - 11:00 AM ET

Today, nearly one-third of the adult working age population in the U.S. has a conviction record. Many of these people have been denied housing, though most pose no threat to their communities. New Jersey’s Fair Chance in Housing Act (FCHA) remedies this form of discrimination by establishing a fair process for consideration of conviction histories during the application process. Join us for this interactive training that will provide an overview of FCHA, including effective implementation strategies and model forms that can be utilized by housing providers. Participants will also explore how conviction record screenings have disproportionately impacted communities of color, and consider ways to create discrimination-free housing environments.
