DMHAS Request for Proposals for Peer Recovery Specialists and Residential Treatment

This Request for Proposals (RFP) is issued by the New Jersey Department Human Services (DHS), Division of Mental Health and Addiction Services (DMHAS) for substance use disorder (SUD) residential treatment agencies contracted by DMHAS to hire Peer Recovery Specialists to provide non-clinical assistance and recovery supports services to individuals in SUD residential treatment. Total annualized funding is $1,425,000 subject to federal appropriations. This RFP is funded by the Federal Substance Use Prevention, Treatment and Recovery Services (SUPTRS) Block Grant American Rescue Plan Act of 2021 funds from the Substance Abuse and Mental Health Services Administration (SAMHSA). DMHAS is making 19 awards, depending upon demand, of up to $75,000 each annually to support the hiring of a Peer Recovery Specialist to work in residential services. Funding is available until September 30, 2025. This includes inpatient withdrawal management, short-term and long-term residential, and halfway house. Successful bidders of the SUD Peer Recovery Support Specialist for Residential Treatment RFP issued in March 2023 may apply for this RFP. Funding priority will be given to fund an agency one peer per level of care at a given site. Agencies that would need more than one peer for one level for care at a given site must provide justification in their proposal for the need. If funding is available, DMHAS reserves the right to award an agency more than one peer for one level of care at a given site.

DMHAS anticipates making 19 awards, depending upon demand, of up to $75,000 each annually. The contract may be renewable for up to four (4) additional one-year terms at DMHAS’ sole discretion with the agreement of the successful bidder(s). Recovery Specialists will work with individuals to assist with issues that often occur concurrently with a SUD, such as homelessness, incarceration, legal issues, employment, education, transportation, need for social services, health care, child welfare involvement, child care, health insurance, documentation, etc. The Recovery Specialist will provide services according to a recovery-based philosophy of care and support the individuals’ continuing stability, recovery and wellness as they move through the treatment and recovery continuum. The Recovery Specialist will support recovery planning by linking individuals to resources and appropriate culturally-specific services in the community, identifying factors that impact wellness and recovery, and modeling strategies on how to manage addiction successfully. They will encourage clients to remain in treatment as recommended in their treatment plan.

HUD Notice of Funding Opportunity for Preservations and Reinvestment Initiative for Community Enhancement

HUD has published the new Preservations and Reinvestment Initiative for Community Enhancement (PRICE) Notice of Funding Opportunity (NOFO). HUD is sponsoring a series of webinars to educate prospective PRICE applicants about the intent of PRICE, applicable Community Block Development Grant (CDBG) regulations, considerations for Tribal applicants, and application must-haves.

HUD is issuing a Notice of Funding Opportunity (NOFO) which appropriates $225 million in competitive grant funding for the preservation and revitalization of manufactured housing and eligible manufactured housing communities. Congress has directed HUD to undertake a competition using the Community Development Block Grant (CDBG) statutory and regulatory framework for this first-of-its-kind initiative. The Preservation and Reinvestment Initiative for Community Enhancement supports communities in their efforts to maintain, protect, and stabilize manufactured housing and manufactured housing communities (MHCs).

Manufactured housing is a critical piece of the nation’s affordable housing stock that provides a home to over 22 million Americans. Manufactured housing and manufactured housing communities (MHCs) face significant challenges to affordability, resilience, infrastructure, and maintenance that are exacerbated by state titling and local zoning laws, financial pressures from landowners or investors, and extreme weather, natural hazards, and disaster events.

The application deadline is June 5, 2024 at 11:59pm ET on Grants.gov.

Advocates Help Secure Increased F24 HUD Funding

With thanks to the National Low Income Housing Coalition for reporting, Congressional leaders released on March 3 a final fiscal year (FY) 2024 Transportation, Housing and Urban Development (THUD) spending bill that provides significant funding for HUD’s vital affordable housing and homelessness programs. Overall, the final spending bill provides HUD programs with $70 billion, which is $8.3 billion more than FY23-enacted levels.

Updated 3/6/2024: The House and Senate Appropriations Committees released full-year appropriations for six appropriations bills on Sunday, March 3: Agriculture, Commerce-Justice-Science, Energy-Water, Interior-Environment, Military Construction-VA, and Transportation-HUD. The House passed the bill under suspension of the rules on Wednesday, March 6. The Senate is expected to vote on the package before the end of the week.

Biden-Harris Administration & Treasury Announce

Actions to Boost Housing Supply and Rental Stability

The Biden-Harris Administration announced a set of new actions to boost the supply of affordable homes and increase housing stability for renters. The announcement includes a series of actions meant to strengthen existing federal programs that contribute to the production of affordable housing, including the indefinite extension of the Federal Housing Administration (FHA) and the Federal Financing Bank’s (FFB) Risk Sharing program. Critically, the Risk Sharing program provides an alternative source of capital for state and local housing finance agencies to continue offering FHA-insured multifamily loans at reduced interest rates for the development and preservation of affordable rental housing. In the coming weeks, the Administration will also publish regulations to streamline and modernize the HOME program so that households can more easily access homeownership and affordable rental opportunities.

Additional efforts to boost the availability and affordability of manufactured housing include HUD’s announcement of availability of funding through the Preservation and Reinvestment Initiative for Community Enhancement (PRICE) grant program and the FHA’s publication of a final rule to increase loan limits for the Title I Manufactured Housing program.

Finally, the Administration is implementing several actions to increase transparency in the rental market, such as clarifying HUD’s policies that prohibit non-rent fees in HUD-assisted housing, publishing policies that state and local governments can adopt to reduce eviction filings, and providing a fact sheet that outlines renter protections under the Fair Credit Report Act and the Fair Housing Act.

The U.S Department of the Treasury announced a set of new actions to boost housing supply and strengthen housing security across the U.S. The efforts include updated guidance for the American Rescue Plan’s (ARP) State and Local Fiscal Recovery Funds (SLFRF) that will ease the process of using remaining recovery funds to construct affordable housing. SLFRF recipients will now be able to use their funding to develop housing for households earning up to 120% of area median income and to fund projects supported by Fannie Mae and Freddie Mac (collectively known as the Government-Sponsored Enterprises, or GSEs). The Treasury Department’s announced actions also include new clarifications to the Emergency Rental Assistance (ERA) program, including that qualifying recipients that have obligated at least 75% of their funds for financial assistance, housing stability services, and administrative costs can use their remaining funds to support affordable housing related activities that serve very low-income households. Lastly, the efforts include an indefinite extension of the Federal Housing Administration (FHA) and the Federal Financing Bank’s (FFB) Risk Sharing Program between HUD, the Treasury Department, and state and local housing finance agencies.

For NJ Domestic Violence Survivors,

Affordable Housing Can Be a Matter of Life or Death

Cierra Hart, Director of Housing and Economic Justice for the New Jersey Coalition to End Domestic Violence shares the following Op-Ed on the vital role affordable housing plays in addressing domestic violence.

For people experiencing domestic violence, the decision to break free from an abusive environment is often accompanied by a myriad of challenges — none more pressing than the need for a safe place to call home. It's an agonizing decision fraught with uncertainties.

In New Jersey and much of the U.S., the arduous path of escaping domestic violence is often made impossible by the lack of affordable housing. North Jersey ranks as the most competitive rental market in the U.S., with South Jersey not far behind.

It’s encouraging that the New Jersey Assembly passed legislation earlier this month to safeguard and strengthen our state’s affordable housing policy, known as the Mount Laurel Doctrine. The bill must now clear the Senate, before reaching the governor’s desk.

Under the Mount Laurel framework, each of New Jersey’s municipalities are required to build their fair share of affordable housing. Municipalities are incentivized to create housing for a broad range of people who need it, including survivors of domestic violence.

Thanks to the current enforcement of the Mount Laurel Doctrine by the New Jersey judiciary, our state is now developing more affordable housing than ever before. But, due to previous decades of non-enforcement, there’s still a significant gap in affordable housing units today — an estimated shortage of over 200,000 homes statewide.

Domestic violence is one of the leading causes of homelessness for women and their children — more than 90% of homeless women experience severe physical or sexual abuse at some point in their lives, and 63% are survivors of domestic or sexual violence. The majority of survivors experience financial abuse, meaning that they have not had access to the family finances, have been prohibited from working, or have had their credit scores destroyed by an abusive partner.

By passing legislation that tailors affordable housing to the unique needs of domestic violence survivors, our state can offer refuge and affirm our commitment to creating a world where safety, dignity, and hope prevail over the shadows of abuse. It's not merely about providing a house — it's about restoring hope, rebuilding lives, and offering a chance for a future free from violence.

Advocates Say More Funding Urgently Needed

to Support Community Care Program

Even after a big boost in funding in recent years, thousands of New Jerseyans with disabilities are waiting seven to 10 years to access critical funding for group homes and other support. New Jersey's Community Care Program was designed to help disabled adults who require “institutional-level care” to live as independently as possible.

Run by the state's Division of Developmental Disabilities, it taps state and federal money to fund essentials like caretakers, therapy and transportation to assist adults with developmental disabilities, either in their family homes or in group facilities.

But despite $1.4 billion pumped into the system by Gov. Phil Murphy over the last two years, demand for the help still far outstrips its resources. Almost 4,400 people with developmental disabilities are on New Jersey's waiting list for the Community Care Program, according to the latest figures. (Northjersey.com, February 29, 2024)

SSA Revision of the Timeframes on the Notice

for Third-Party Internet Disability Claims

The following announcement has been shared by the Social Security Administration on the revised timeframe for disability claims that are presented through a third party.

In the past, the notice sent to claimants when SSA receives disability internet claims submitted by a third-party stated that claimants would receive a disability determination within 90-120 days. However, due to the backlog of initial disability claims, it has been taking an average of 200-230 days for claimants to receive a disability determination.

SSA understands this may be confusing to claimants and can result in unnecessary calls to the offices. To provide better expectations for when a claimant should expect to receive a decision, the notice was updated to reflect the current timeframe of 200-230 days.

SSA continues to review and update these notices to ensure they are clear and accurate. This is the first change with more expected to come.
