RFP for New Eviction Diversion Initiative
|
|
On Friday, November 12, 2021, the Department announced a new RFP opportunity in eviction prevention and homelessness diversion called the Eviction Diversion Initiative (EDI). EDI is a pilot initiative. It will fund 1-4 community-based agencies to place experienced case workers in each county vicinage in landlord-tenant proceedings where the case workers will operate as resource navigators who will be available to attend eviction proceedings (virtually or in person) and to provide information and linkages to resources that may help tenants prevent eviction. Eligible entities are New Jersey
non-profit social services agencies with demonstrable experience in serving income eligible households in homelessness diversion or eviction prevention and the capacity to quickly hire and manage new case workers devoted wholly to this initiative.
The grant term is: January 1, 2022 - December 31, 2022.

DCA Disburses More Than $400 Million
in Federal Emergency Rental Assistance
TRENTON, NJ – The New Jersey Department of Community Affairs (DCA) continues to disburse federal Emergency Rental Assistance funds at a rapid pace, announcing today that it has distributed more than $407 million in federal Emergency Rental Assistance (ERA) funds to New Jersey residents. The rental relief has been distributed to 45,748 households by DCA’s Division of Housing and Community Resources through the COVID-19 Emergency Rental Assistance Program (CVERAP).
As part of the statewide effort to help keep people housed, DCA has also been administering COVID-19 Emergency Rental Assistance funds to residents on behalf of Morris and Burlington counties. Thus far, DCA has helped disburse $12,952,767 in Burlington County and $12,186,575 in Morris County. To date, this partnership with DCA has resulted in 105 percent of the total ERA Phase 1 funds being distributed in Burlington County and 86 percent in Morris County.

Applications are still open to apply for COVID-19 Emergency Rental Assistance and the Eviction Prevention Program. People can visit https://njdca.onlinepha.com/ to apply for both at the same time. Applications can be submitted online with the use of a personal computer, laptop, smartphone, or tablet. The application is available in ten languages.
People with questions or who have difficulty accessing the internet should contact DCA’s call center at 609-490-4550 from 8 a.m. to 8 p.m., seven days a week. The call center is staffed with English and Spanish speakers and has translation services for other languages. Pre-applications may be submitted over the phone by those without internet access.

VA Accesses Resources to Increase
Housing Assistance for Vulnerable Veterans
|
|
WASHINGTON — The Department of Veterans Affairs updated regulations Nov. 10 governing the Supportive Services for Veteran Families grant program to provide a more effective subsidy to Veterans in high-cost rental markets and to increase the cap in general housing assistance available to the most vulnerable Veteran families. Under the new regulations, in certain communities, the SSVF grant will cover up to 50%, an increase from 35%, of eligible Veterans’ reasonable rent for two years without need for recertification. The new rule also expands the maximum stay in emergency housing for unsheltered Veterans.
The original rule authorized placement for a Veteran and his or her spouse with dependents in emergency housing for up to 45 days, which proved often not enough time to locate stable and affordable permanent housing in highly competitive rental markets.
A Veteran and his or her spouse with dependents can now stay in emergency housing for a maximum of 60 days. The 15-day increase in length-of-stay is expected to have the most significant benefit to Veteran families in rental markets with few vacancies, as well as unsheltered homeless Veterans families.

Veterans Day is observed annually on November 11th, to commemorate those who have served in the United States Armed Forces. Most recently, President Biden proclaimed November as National Veterans and Military Families Month.
According to the National Coalition for Homeless Veterans, 40,056 Veterans experience homelessness on any given night. In addition to the factors that already contribute to the risk of homelessness, Veterans face higher rates of PTSD and behavioral health needs.

HUD Awards $36M in Section 4 Funding for
Community Development and Affordable Housing
|
|
HUD announced it has awarded $36 million in Section 4 funding to three national intermediaries: Enterprise; Local Initiatives Support Corporation (LISC); and Habitat for Humanity International. Through this Section 4 funding, the intermediaries will work with community development corporations (CDCs) and community housing development organizations (CHDOs) to increase their capacity to carry out community development and affordable housing activities that benefit people with low and moderate incomes.
