Trump Administration Proposes

a Drastic Cut in Housing Grants

The Trump administration has issued plans for a wholesale shift in homelessness policy that would slash support for long-term housing programs, and critics say it could quickly place as many as 170,000 formerly homeless people at risk of returning to the streets. Pivoting from housing aid, the administration’s approach shifts billions to short-term programs that impose work rules, help the police dismantle encampments, and require the homeless to accept treatment for mental illness or addiction.

The shift, the most consequential in a generation, is detailed in a 128-page notice from the Department of Housing and Urban Development, that will govern more than $3.9 billion in Continuum of Care funds, the main source of federal money for homelessness. With the anticipated HUD Continuum of Care program changes, it is expected that NJ will potentially lose $34 million in CoC funding, the main source of federal funding to end homelessness. This means that over 1,500 households would lose their housing and become homeless again.

Action and Community Perspective

From our national partners, the National Low Income Housing Coalition & National Alliance to End Homelessness:

With a continuing resolution (CR) in place through January 30, Congress is working to finalize a fiscal year (FY) 2026 budget for HUD programs as soon as possible.

The final HUD budget must fully fund all housing vouchers, including Housing Choice Vouchers (HCV) and Emergency Housing Vouchers (EHV), to ensure no household loses assistance. Congress should also prevent changes to the Continuum of Care (CoC) funding process that would cause over 170,000 people who have experienced homelessness to lose stable housing support.

Take action today!

Tell Congress to stop HUD’s CoC NOFO changes

400+ Gather to Learn, Network, and Engage at

27th Annual NJ Supportive Housing Conference

Thank you to all who attended last week's annual conference. The many sponsors, speakers, presenters, exhibitors, attendees, and volunteers involved all contributed to making this year's event such a success! It was wonderful to see many familiar and new community members gather to share information and celebrate progress we have made over the previous year. Details will follow with photos from the event and presentations from our speakers, all of which will be found at shanj.org/conference-2025/. From 12 insightful workshops and our guest speakers including NJ DHS Commissioner Sarah Adelman and keynote speaker Sarah Brundage, President and CEO of the National Association of Affordable Housing Lenders, SHA stands ready to address the ongoing challenges. The conference fortifies our work to ensure the needed housing and services so that all people will have access to safe, affordable, and accessible homes in the communities of their choice.

Tell State Leaders to Fund Affordable Housing Trust Fund

SHA member Housing & Community Development Network of New Jersey is calling on the Governor and Legislature to FULLY restore the Affordable Housing Trust Fund and dedicate at least half of the mansion tax revenue—around $150 million a year—to affordable housing production.

Take Action, Here's How!

SIGN ON to HCDNNJ's Action Network letter campaign to tell your state legislators to fix this mistake by fully restoring the money diverted from the Affordable Housing Trust Fund and to ensure its future solvency by dedicating a portion of mansion tax revenue to the fund.

150+ Organizations Urge Gov.-Elect Sherrill

to Take Bold Action on Housing

A broad coalition of 158 housing, civil rights, economic policy, social service, public health, and faith-based organizations sent a letter to Governor-Elect Mikie Sherrill urging her to make addressing New Jersey’s housing crisis — an issue she highlighted repeatedly during her successful campaign — a top priority of her administration. SHA member Fair Share Housing Center organized this letter. The letter calls on Governor-Elect Sherrill to strengthen New Jersey’s affordable housing framework by expanding the Affordable Housing Trust Fund, dedicating new revenue to preserve and build affordable homes, and advancing zoning reforms that allow for a greater variety of housing options across the state.

Omnibus Eviction and Homelessness Prevention
& Technical Assistance Webinar

The New Jersey Department of Community Affairs (DCA), through the Office of Eviction Prevention (OEP) and the Office of Homelessness Prevention (OHP), announced the Request for Proposals (RFP) for the Omnibus Eviction & Homelessness Prevention (OEHP) program for State Fiscal Year 2026 (SFY26).

This program consolidates two critical state appropriations:

● Comprehensive Eviction Defense and Diversion (CEDD) program

● Homelessness Prevention Program (HPP), authorized pursuant to N.J.A.C. 5:41.

The dual goals of OEHP are:

  1. To prevent displacement and eviction at scale through legal intervention, mediation, arrears assistance, and resource navigation.
  2. To reduce inflows into homelessness by ensuring that households experiencing eviction or eviction-like proceedings have access to comprehensive services that stabilize or relocate them into safe, permanent housing.

Join the upcoming Technical Assistance (TA) Webinar for the Omnibus Eviction & Homelessness Prevention (OEHP) program.
