New Jersey State Election Results Update

Tuesday, November 7, 2023 was New Jersey’s General Election in which all seats in both the State Senate and the State General Assembly were up for election.

With all races called, Democrats have retained control of both the Senate and Assembly. While Democrats maintained their 25- to 15-seat majority in the Senate, two districts did flip parties. In New Jersey’s 3rd District, former Assemblymember John Burzichelli won against incumbent Republican Ed Durr, who had, to the surprise of many, defeated Democratic Senate President Steve Sweeney in 2021. Senator Samuel Thompson’s seat in the 12th District went back to being held by Republicans with Owen Henry winning over Democrat Brandon Rose. Senator Thompson, a lifelong Republican, had switched parties in February of this year when faced with a difficult primary. He originally planned to run for reelection as a Democrat, but retired instead. Outside of the 3rd district, all incumbents running for State Senate seats won reelection. State Senator Vin Gopal (D-11th District) won his reelection for his third term against Republican candidate Steve Dnistrian in a closely watched race.

In the Assembly, Democrats picked up five seats, increasing their majority to 51 with Republicans holding 29 seats. In New Jersey’s 30th electoral district, Avi Schnall won an Assembly seat in the historically Republican district, unseating incumbent Assemblyman Ned Thomson. As reported on thehill.com, Assemblymember Schnall recently switched his party affiliation from Republican to Democrat, and “could still vote with Republicans in the Assembly on some issues.”

Overall, 16 legislators were leaving the Assembly prior to the election, with six of those running for the Senate. Nine Senators were also leaving office, so, despite the fact that almost all incumbents kept their seats, there will be many new faces in Trenton come January.

HUD and HHS Announce Housing

and Services Partnership Accelerator

Expanding Access to Housing-Related Services and Supports

On October 31, the U.S. Department of Health and Human Services (HHS) and HUD announced the launch of the Housing and Services Partnership Accelerator (HSPA), which will support states in developing or expanding innovative housing-related supports and services for Medicaid-eligible people with disabilities and older adults who are experiencing or at risk of homelessness. As the name suggests, the Partnership Accelerator will focus on helping states improve collaboration and coordination between organizations and systems that provide services and resources that help people find and keep stable housing in the community.

More details about this funding opportunity will be shared at an information session via Zoom on Monday, November 13, 2023 from 2:00-3:00 PM EST. Advance registration is required. Complete details also can be found in the Program Overview.

Commercial to Residential Conversions

New Federal Resources Guidebook

The Biden-Harris Administration announced a set of new actions intended to support commercial-to-residential conversions nationwide, including through financing, technical assistance, and sale of federal properties, with the goal of creating much-needed housing that is affordable, energy efficient, and transit-oriented. As part of this effort, the Administration issued the Commercial to Residential Federal Resources Guidebook, which details over 20 federal programs that can be used to support such conversions. These resources include Community Development Block Grants that can support acquisition and rehabilitation activities associated with commercial-to-residential conversions; low-cost loans from the U.S. Department of Transportation (DOT) that can finance such conversions near transportation; and tax incentives that can fund energy efficiency improvements as part of conversions. The guidebook also notes that the U.S. DOT is permitting transit agencies to transfer properties they own, which may include commercial uses, to eligible entities at no cost in exchange for converting these properties into affordable housing. Additionally, the Administration is encouraging all states, localities, Tribes, and territories to identify available public tools and land disposition opportunities to facilitate commercial-to-residential conversions, and capacity-building support from the private and non-profit sectors.

For related content, read part 1 and part 2 of an Enterprise blog series exploring opportunities and barriers to conducting office-into-residential conversions.

New Jersey Land Bank Launch

Scholarship for Two Communities

The Network in partnership with the Center for Community Progress (Community Progress) invites applications for the New Jersey Land Bank Launch Scholarship. Two communities will be selected through a competitive application process to receive no-cost technical assistance to explore and ultimately implement new land banks in the Garden State.

Applications are due Friday, November 17th at 5:00pm

In communities across the country, land banks have proven to be a powerful tool to address vacant, abandoned and deteriorated properties and advance equitable revitalization outcomes consistent with community goals. New Jersey communities can implement land banks, guided by the New Jersey Land Bank Law, in pursuit of their local housing and revitalization goals.

Through this scholarship program, Community Progress and HCDNNJ will support the exploration of land banks in two communities in New Jersey. The engagement will assess the feasibility of a land bank as an effective tool and provide observations on key complementary systems that touch problem properties (such as delinquent property tax foreclosure and code enforcement systems).

Scholarship details and application instructions can be found in the New Jersey Land Bank Launch Scholarship overview and at Community Progress’ website.

If you have any questions about the New Jersey Land Bank Launch Scholarship, please contact Matt Hersh at mhersh@hcdnnj.org or Liz Kozub at ekozub@communityprogress.org.

New HUD Notice on Small Area Fair Market Rents Expanding Housing Choice Opportunities

The Department of Housing and Urban Development (HUD) published a notice expanding a promising policy that has been found to enable families with housing vouchers to choose to live in a wider range of neighborhoods. Giving voucher holders greater choice about where they live can have far-reaching positive effects on families and especially on children, research shows. HUD’s action will also help ensure that the voucher program furthers fair housing goals, as federal law requires.

Under the notice, state and local housing agencies in 41 metro areas will be required to use neighborhood-level rent caps referred to as small area fair market rents (SAFMRs). These will be in addition to the 24 metro areas where SAFMRs were required starting in 2018 or earlier.

While SAFMRs are an important step in the right direction, much more needs to be done to ensure that all voucher holders have a real choice about where they live. Research shows that neighborhood-level rent limits can expand choice far more if they are combined with other supports, especially navigators who can provide customized support to help families look for housing.

New Jersey leads the nation with 38 current Public Housing Authorities with Small Area Fair Market Rate zones.

Social Security Administration Wage Reporting Options

To support people with disabilities who are working,  there are a variety of wage reporting options. It is important for them to report earnings so that they can avoid overpayments. People who work and receive SSDI can report earnings with a personal my Social Security account. People who receive SSI can report their earnings by:

  • Calling our Toll -Free Telephone Wage Reporting System at 866-772-0953;
  • Using the SSA Mobile Wage Reporting app, available as a free download from either the Apple or Google Play stores;
  • Using their personal my Social Security account; or
  • Mailing or faxing wage information to their local Social Security office.

Information on how to use the SSA Mobile Wage Reporting app is available via video here. First-time users of any of the automated tools should contact their local Social Security office first to make sure they meet the requirements to report their wages online.

Zero Suicide Institute Academies for Mental Health

and Substance Use Disorder Treatment Agencies

DHS announced the opportunity for mental health and substance use disorder treatment agencies to apply to attend one of two upcoming free, virtual Zero Suicide Institute Academies. These are two-day trainings for senior leaders of organizations that seek to prevent deaths by suicide among patients in their care. Using the Zero Suicide framework, you will learn how to incorporate best and promising practices into your organizations’ processes to improve care and safety for individuals at risk, as well as to have the opportunity for follow up consultation and technical assistance as your agency incorporates the practices. The Zero Suicide faculty will provide both interactive presentations and small group sessions, collaborating with participants to develop organization-specific action plans.

The first Academy will take place on December 5 and 6, and this is followed by a second Academy on December 13 and 14. Both applications have a deadline of November 17 and we hope your agency will apply to join the statewide initiative. You can register for an Academy and learn about an upcoming webinar that tells you more about the trainings on the links below:
