HUD Announces $212M Opportunity to Expand Affordable Housing Options for Persons with Disabilities
|
Funding provides capital to produce new or rehabilitate existing housing along with project rental assistance to support very-low and extremely low income-persons with disabilities
WASHINGTON - The U.S. Department of Housing and Urban Development’s Office of Multifamily Housing announced that $212 million in funding is available to expand the supply of affordable housing and supportive services for very-low and extremely-low-income persons with disabilities. The funding is available to participants in the Section 811 Supportive Housing for Persons with Disabilities program, which helps develop, subsidize, and provide supportive services for rental housing to meet the needs of this vulnerable population.
Through the Section 811 Capital Advance/Project Rental Assistance Contract (PRAC) program, $106 million in capital advances can be used for the development of new or rehabilitation of existing supportive housing, along with project rental subsidies to keep homes affordable.
The Section 811 Project Rental Assistance (PRA) provides $106 million to state housing and other agencies for project rental assistance to cover the difference between the tenants’ contributions toward rental payments and the HUD-approved rent for the property for eligible tenants with disabilities.
For more information, read the funding notices for the Section 811 Capital Advance Program and Section 811 Project Rental Assistance.
Applications must be submitted by February 8, 2024.

Name of Program:
Mobile Access to Medications for Substance User Disorder
This Request for Proposals (RFP) is issued by the New Jersey Department of Human Services (DHS), Division of Mental Health and Addiction Services (DMHAS) to implement an initiative that will enable agencies to travel to communities on a regular basis to provide low-threshold medication services to people with a substance use disorder (SUD) who encounter obstacles to receiving services at traditional “brick-and-mortar” treatment agencies.[1] This initiative, Mobile Access to Medications for Substance User Disorder (Short Title: Mobile Access) is designed to increase access to medications for SUD, i.e., buprenorphine, methadone, naloxone, naltrexone or acamprosate; medical referral services, case management; and recovery support services.
Total funding is $1,075,000, which will include start-up funds in the amount of $300,000 to purchase a Mobile Outreach Vehicle (MOV). The remaining amount, $775,000 will be funded through cost reimbursement contracting to provide the full services described in the Contract Scope of Work section of this RFP, as well as to maintain the MOV. When the initiative ends, the MOV will be the property of DMHAS, and successful bidders may continue to operate by transferring the title to DMHAS and renting the vehicle from the Division for a nominal cost. Biden Administration Announces
Actions to Expand Access to Homeownership
| |
|
The Biden-Harris Administration announced a set of new actions intended to expand access to homeownership. As part of this effort, HUD published a new policy through the Federal Housing Administration (FHA), which allows borrowers to add a portion of actual or prospective rental income from an accessory dwelling unit (ADU) to their effective income to help qualify for an FHA-insured mortgage. This new policy provides several benefits, such as increasing the affordability of homes with ADUs and expanding the opportunity to build generational wealth by leveraging ADUs as rentals while creating additional affordable housing opportunities.
Read Enterprise's issue brief on strategies to scale ADU development for additional information about ADU benefits. The announced actions also include a total of $8 million in loan awards from the U.S. Department of Agriculture (USDA) Section 502 Direct Loan program to eight Native American Community Development Financial Institutions to help increase access to mortgage opportunities. Continued appropriations for and the permanent reauthorization of the Section 502 relending program are two of Enterprise’s top Native and Tribal policy priorities. These announcements build on previous actions taken by the Administration, including the creation of the Homeowner Assistance Fund, which was authorized through the American Rescue Plan Act to assist homeowners at risk of foreclosure, as well as permitting lenders to use positive rental history when qualifying homebuyers for an FHA-insured mortgage.

NJHMFA Board Meeting Delivers Key Housing Policy Advancements in Tax Credits and Multifamily Program
|
TRENTON - New Jersey Housing and Mortgage Finance Agency (NJHMFA) approved two new programs, the Urban Preservation Program (UPP) and Workforce Housing Program (WHP), while committing funding to 15 new Low-Income Housing Tax Credit (LIHTC) developments at its October 19, 2023 Board meeting.
Urban Preservation Program (A-5596/S-3991)
The Urban Preservation Program (UPP) is an $80 million program established within the Affordable Housing Production Fund by Governor Murphy’s FY2024 budget. Dedicated to preserving, renovating, and rebuilding LIHTC projects in 81 designated cities across the state at risk of losing affordability controls, the UPP is a critical tool in maximizing the benefit of affordable housing. With 1,510 LIHTC apartments in these municipalities at risk of losing their affordability within the next five years alone, the UPP will guarantee enduring and high-quality affordable housing, providing significant relief to residents.
Workforce Housing Program
Also created by Governor Murphy’s FY2024 budget, the Workforce Housing Program (WHP) is a $50 million program established within the Affordable Housing Production Fund. For the first time, there will be a dedicated state program to incentivize the creation of deed-restricted apartments for middle-income residents earning between 80% and 120% of Area Median Income. Further, this program will ensure that these units are being developed within municipalities with more jobs than housing units or are near public transit options, which will protect middle-income New Jerseyans from surging rents while connecting them with reliable transportation and increased job opportunities.
New LIHTC Projects
The Board also committed funding for 15 new multifamily LIHTC developments, of which 11 received 4% LIHTC and 4 received 9% LIHTC. These funding commitments will create or rehabilitate 1,378 housing units, generating $448 million in total development costs. Many of these projects were made financially viable thanks to the Affordable Housing Production Fund (AHPF) and associated programs, demonstrating the critical importance of the types of programs that NJHMFA approved today in making affordable housing opportunities available for all New Jerseyans.
Some highlights include:
Tavistock Townhomes at Woolwich
A new family development in Woolwich Township will turn a currently vacant lot into 72 affordable apartments spread across six three-story buildings.
Waterford Family Housing Phase II
A new townhouse-style development will provide 57 affordable apartments in Waterford, including eight apartments set aside for veterans experiencing homelessness.
Heritage Village at Moorestown
A new senior housing complex in Moorestown will provide 82 affordable apartments for seniors, including five set aside for disabled and homeless veterans, alongside common space amenities such as a club room, fitness room, lounge, and laundry facilities.

Behavioral Healthcare Provider
Loan Redemption Program Accepting Applications
| |
|
The Higher Education Student Assistance Authority (HESAA) is now taking applications for the Behavioral Healthcare Provider Loan Redemption Program. Subject to appropriation, the program will provide up to $50,000 to redeem an eligible participant’s cumulative outstanding student loan balance in exchange for every two full-time years of service at an approved site, for a total of $150,000 in loan redemption in exchange for up to six years of service.
New Jersey’s Fiscal Year 2024 budget allocates $5 million to the Behavioral Healthcare Provider Loan Redemption Program. When this program launched in Fiscal Year 2023, the program’s inaugural year, applications from eligible individuals far exceeded available funding.
Applications will be available on HESAA’s website until October 31st. Click here for more information on eligibility and how to apply.

HUD's Virtual Summit on
ConnectHomeUSA Focusing on Digital Equity
| |
|
October 24 – 26, 2023
HUD has been working to address digital equity disparities and ensure HUD-assisted households have access to vitally important internet services. We know you may also be deeply involved in this work, which is why we are inviting you join the ConnectHomeUSA Virtual Summit next week.
This three-day event held virtually between October 24 – 26, 2023 is designed to help HUD-assisted communities build strong and sustainable digital inclusion programs by providing unique access to digital inclusion experts, federal staff, and one-on-one time with representatives from internet service providers, device refurbishers and content providers! For the full agenda and to reserve your spot, head over to the registration page. Seats are filling up, make sure to save yours.
Register for the Summit Here
Additionally, HUD is also announcing the expansion of the ConnectHomeUSA initiative through a notice in the Federal Register. This is the first time since 2020 that HUD is accepting new communities into the initiative, which works with Public Housing Authorities (PHAs), Tribally Designated Housing Entities (TDHEs), and Multifamily housing providers to put in place the key elements of a digital inclusion program.
ConnectHomeUSA is recognized by digital inclusion practitioners as an effective approach to addressing the digital divide in HUD-assisted communities. The initiative was originally launched in 2015 to close the homework gap in twenty-eight pilot communities. Since that time, 100 communities have participated in the initiative.
This expansion of ConnectHomeUSA builds on Secretary Marcia L. Fudge’s commitment to advancing digital equity and ensuring that HUD-assisted families are connected to affordable internet. Earlier this summer, HUD signed a Memorandum of Understanding (MOU) with the Federal Communications Commission (FCC), to encourage enrollment in the Affordable Connectivity Program (ACP) for HUD-assisted families. In 2023, HUD has helped organize and facilitate over 45 ACP enrollment events with community partners across the United States. The ACP is the nation’s largest broadband affordability program that offers low-income households discounts off the cost of broadband service and connected devices. HUD-assisted residents are eligible to enroll based on their housing assistance. To learn more and enroll, visit www.GetInternet.gov or call 877-384-2575 to request a paper application.
Questions about ConnectHomeUSA’s expansion or the summit can be directed to: ConnectHome@hud.gov.

COVID-19 tests from Covidtests.gov. The reopening of Covidtests.gov was announced last week by the Biden Administration, in addition to a $600 million investment across
12 domestic COVID-19 test manufacturers to improve the nation’s capacity to manufacture tests. Early applicants are already receiving their tests.
The U.S. Department of Health and Human Services (HHS) indicated in a news release that the tests that will be sent out will be able to detect the currently circulating COVID-19 variants, and are intended for use through the end of 2023.

Free Fall 2023 SOAR Online Course: Adult Curriculum
|
The SOAR Online Course: Adult Curriculum from SAMHSA trains case managers to assist eligible adults who have a serious mental illness, medical impairment, and/or a co-occurring substance use disorder to apply for the Social Security Administration (SSA) disability programs: Supplemental Security Income (SSI) and Social Security Disability Insurance (SSDI). The techniques taught in the SOAR Online Course can improve the quality and completeness of any application for SSI/SSDI, however, the label “SOAR” should only be used on SSI/SSDI applications for persons who are experiencing or at risk of homelessness.
The SOAR Online Course consists of seven classes, each of which has a series of articles, short quizzes, and a practice case. This practice case provides an opportunity for case managers to apply what they have learned by completing an SSI/SSDI application packet for a fictional applicant using SOAR techniques. Video interviews, medical records, and progress notes provide the information needed to complete five SSA forms and write a Medical Summary Report (MSR) for the fictional applicant.
The complete application packet is submitted to the SAMHSA SOAR Technical Assistance (TA) Center for review. Upon approval, the participant will receive a certificate of completion and 20 continuing education (CE) contact hours from the National Association of Social Workers (NASW). There is no charge for this course.
During the course, we will check-in weekly via MS Teams (4 calls) as a group to ask and answer questions, give status updates, and clarify any issues with the training. Note that while you will complete the course as part of a cohort, each case manager must do his or her own work. When you enroll in the SOAR Online Course: Adult Curriculum, you will need to agree to the following statement: In completing the online curriculum practice
case, case managers are required to do their work independently and not copy others or submit "joint" work. This is a requirement to receive a SOAR certificate of completion and 20 CEUs from the NASW.
After the course, we will hold a SOAR Online Course Review Session via MS Teams, which gives you the opportunity to confirm and clarify information learned online and discuss local processes and tracking outcomes. Participants will be provided with a materials and tools packet that includes sample SSA forms and key SOAR worksheets and reference documents.
Full details including schedule and registration can be found here.

National Core Indicators-Intellectual and Developmental Disabilities (NCI-IDD): Using Data for Quality Improvement and System Change
National Core Indicators-Intellectual and Developmental Disabilities (NCI-IDD) is a rich source of data for New Jersey and other participating states. NCI-IDD surveys collect data directly from people receiving services, their families, and provider agencies in the state on critical life outcomes such as satisfaction, choice and decision-making, safety, person-centered service experiences, employment, access, and more. In addition, the NCI-IDD State of the Workforce Survey reports data on the direct support professional (DSP) workforce supporting adults in the DD system. This presentation will explain NCI-IDD, how the data are collected and disseminated, and how state policy-makers, provider agencies, advocates, and other interested groups can use the data to affect change.
