SHA gives a special shout out to New Jersey Community Development Corporation as it continues working to feed families in the Great Falls Promise Neighborhood with distribution of 500 boxes of food on Saturday. Launched in February, the effort, made possible by Community Development Block Grant (CDBG) funding, has been in response to the economic downturn brought on by COVID-19.

SHA Member Meeting Recap - October 6th

Special thanks to our guest speakers who covered a wide range of updates during Wednesday's meeting:
- Amy Scartocci, NJDDD: Reviewed the completed RFP and progress on the 3 Behavioral Health Stabilization Homes that will open in North, Central, and South sections of the state to serve individuals with intellectual and developmental disabilities
- Janel Winter, DCA: Discussed progress with funding for COVID-19 Emergency Rental Assistance as well as Utility Assistance
- Kate Kelly, SHA-NJ: Updated attendees on the progress and lessons learned from SHA's Integrated Community Project as the program continues into its next phase.
Special Topic: Making Homes Safe and Accessible

The Public and Affordable Housing Research Corporation’s new report, 2021 Housing Impact Report: Feature on Special Populations, examines trends among people with disabilities and unique needs living in publicly supported rental homes and offers new insights into how housing providers support people experiencing health challenges.
Between 2019 and 2020, the number of people with disabilities living in publicly supported homes increased 10.9%, reaching 2.85 million people in 2020. And, expanding rental assistance programs to likely eligible households that include a person with a disability would mean that an additional 3.73 million households could have realized the benefits of an affordable home in 2019.

Long Waitlists for Housing Vouchers

The following report comes to us from the Center on Budget and Policy Priorities.
Because so many agencies have closed or limited waitlists — some for close to or more than a decade — millions of people experiencing housing instability and homelessness haven’t ever had the opportunity to add their names to a waitlist. And the long wait times to receive help may also discourage people from applying, even if waitlists are open.

Disability justice must be included in any type of advocacy, but especially when expanding affordable housing options for the lowest-income renters. Readers will learn more about Olmstead v L.C., a historic Supreme Court decision that established as illegal discrimination segregating people with disabilities. This issue will also inform readers about universal design, Medicaid-funded home and community-based services, and the Money Follows the Person program.
This Tenant Talk also features articles on resident organizing such as National ADAPT's Lives Worth Life social media campaign and how advocates got Maryland to pass right to counsel for renters facing eviction. Additional articles cover the expiration of the federal eviction moratorium, the upcoming infrastructure spending package, and much more!

NJ DCA Updates Project Award Levels
from National Housing Trust Fund
|
|
The State of New Jersey Department of Community Affairs has amended the Maximum awards for the National Housing Trust Fund (NHTF) program. Maximum project awards have increased to the current $1 million level. The National Housing Trust Fund (NHTF) provides funding to create new, decent, safe and affordable housing for extremely low-income families.
The program provides zero percent loans to eligible entities that will create affordable rental housing units through either new construction, rehabilitation or redevelopment. Occupancy of the units developed under this program is restricted to households at or below 30% of Area Median Income as defined by HUD for a period of at least 30 years.

NJ DCF Creates New Office of Housing
|
|
DCF also supports two nationally-recognized innovative supportive housing programs. The Keeping Families Together (KFT) program and the Connect to Home - Youth of Risk of Homelessness (YARH) program. Both use supportive housing as an intervention for families and youth who are experiencing homelessness or housing instability and are involved in the child welfare system. Spearheaded by Luther Owens, the YARH program serves a subset of youth, across select counties, in their successful transitions to adulthood. Since its start, KFT has grown immensely, and now serves 650+ families across New Jersey.
SHA joins advocates across the state in applauding this latest commitment to serving children and families and the advancements it will bring to housing needs in New Jersey.

Free Virtual Community Academy:
Providing Another Housing Chance
|
|
A free and virtual New Jersey academy is available to community partners interested in collaborating to increase access to low barrier housing for people with disabilities and behavioral health challenges. Facilitated by Pathways to Housing PA, the Anti-Poverty Program of New Jersey Citizen Action, in collaboration with CSH
The Academy will include four 2.5-hour sessions and cohorts will be capped at 15 to 30 participants. Academy sessions will include sharing experiences and expertise in leasing to tenants with housing barriers (e.g. chronic homelessness, serious and persistent mental illness, substance use, and other disabilities, and justice histories), learning about Housing First best practices, including Harm Reduction, and best practices for building relationships across different New Jersey communities.
The virtual academy is offering two different cohorts, please register for the times that work best for you:

Community partners can include but are not limited to outreach programs, shelters, harm reduction programs (e.g. syringe exchanges), community health clinics, outpatient MH and SUD providers, supportive employment programs, MOUD/MAT programs, jail/prison reentry programs, emergency room/hospitals, Continuum of Care (CoC) coordinated entry, case management agencies, housing programs, and other behavioral health providers.

No Going Back: Moving Forward in a New Paradigm

NJAMHAA is hosting its 2021 Fall Conference, No Going Back: Moving Forward in a New Paradigm on October 13th. The event will feature keynote speaker Susan Dreyfus, BA, of Susan Dreyfus Consulting. She will reflect on pre-pandemic and post-pandemic national trends and issues, and present on the eight accelerants she has seen across the country in highly differentiated and influential social sector behavioral health and social services organizations. Dreyfus will also share a future strategy as the field and NJAMHAA embark on the next chapter to ensure excellence, influence, growth and sustainability.
The conference will also feature a plenary from Valerie Mielke, MSW, Assistant Commissioner of the Division of Mental Health and Addiction Services. She will discuss the direction mental health and substance use treatment will take in New Jersey, including what may be expected of the 1115 waiver and the state's implementation of the 9-8-8 Crisis Response System that is required by federal law by July 2022
