HUD Announces Healthy Homes Production Grants

HUD announced that it will provide $40 million in funding through the Healthy Homes Production Grants Program to fix older housing, preserve affordable housing, and improve the health of children and families. The minimum and maximum award amounts are $1 million and $2 million, respectively. The intent of the program is to transform communities by building upon HUD’s successful Lead Hazard Control programs, taking a comprehensive approach to mitigate housing-related hazards and addressing multiple childhood diseases and injuries in the home, rather than addressing a single hazard at a time.

Applicants are expected to promote cost-effective and efficient healthy home methods that can be replicated and sustained, and address the following objectives:

•   Find and eliminate housing-related health and safety hazards in privately-owned, low-income rental and/or owner-occupied housing, especially in units and/or buildings occupied by families with children, adults 62 years and older, or families with persons with disabilities;

•   Conduct public education and outreach activities that raises awareness of housing-related health and safety hazards and that identifies individuals and families for grant services;

•   Develop a professional workforce that is trained in conducting healthy homes assessments;

•   Develop partnerships to assist in meeting program goals; and

•   Promote collaboration, data sharing, and targeting between health and housing departments.

The deadline for applications is Tuesday, October 18th.

National Fair Housing Alliance Funding Opportunity

The National Fair Housing Alliance (NFHA) is excited to announce a new funding opportunity through our Inclusive Communities Fund Grant Program! We are seeking local partners in 16 metropolitan areas to provide direct services to families and communities. Grants will be provided to our local partners to undertake activities that support Black and Latino communities to access stable housing, with an emphasis on homeownership, and that create more inclusive, vibrant and healthy neighborhoods. These funds were made available as part of a historic settlement that provided $35.390 million for community relief.

The deadline to apply for a grant is October 14, 2022. Please visit the funding opportunity announcement page to learn more, and join a webinar on September 27, 2022, at 1 p.m. ET to ask any additional questions you have about the grant program and application.

State Leaders Urge Eligible Renters and

Homeowners To Apply For ANCHOR Tax Relief

TRENTON - Important instructions on how to file for the new Affordable NJ Communities for Homeowners and Renters (ANCHOR) program have started being mailed out to eligible residents, officially launching the largest property tax relief initiative in New Jersey history.

Under the ANCHOR program, both the size of the benefit and the number of eligible applicants will increase substantially, compared to the previous Homestead Benefit (which ANCHOR is replacing), including double the amount of homeowners and nearly a million renters who had not been eligible for property tax relief in recent years.

Over 870,000 homeowners with incomes up to $150,000 will receive $1,500 in relief; over 290,000 homeowners with incomes between $150-250,000 will receive $1,000; and over 900,000 renters with incomes up to $150,000 will receive $450 to help offset rent increases. To be eligible for this year’s benefit, homeowners and renters must have occupied their primary residence on October 1, 2019 and file or be exempt from NJ income taxes.

Payments will be issued in the form of checks or direct deposits and sent no later than May 2023 to allow time for application processing and validation. Payments will not be subject to federal or State income tax. Eligible homeowners can apply online, by phone, or via paper application, which can be downloaded online and returned by mail. Renters can apply online, or download the application from the Taxation website and return by mail (there is no phone option for tenants, as this is the first time this group will be eligible for property tax relief).

The deadline for filing is December 30, 2022. For more information, visit nj.gov/treasury/taxation/anchor/ or call the ANCHOR hotline at 1-888-238–1233.

Applications will be mailed out b/t Sept.13-30, 2022 | Eligibility requirements: here

Community Leaders Tell Lawmakers

To Keep Building More Affordable Housing

TRENTON – Today, during an Assembly Housing Committee hearing on the upcoming fourth round of Mount Laurel affordable housing obligations, community leaders testified to the success of the current system in building more affordable homes than New Jersey has seen in decades and told lawmakers that to go back to a defunct system under the Council on Affordable Housing (COAH) would be a mistake.

New Jersey is facing a housing crisis fueled by exclusionary zoning, rising housing costs, and population growth. As a state, we do not have enough homes to meet the needs of our residents. Through the current court process, Fair Share Housing Center has settled more than 340 affordable housing cases with towns throughout the state. Even in the last time COAH was functioning — which was over two decades ago — it only approved plans for 121 towns in six years, leaving most of New Jersey’s municipalities in a regulatory limbo where few, if any, affordable homes were built. Then, COAH failed to even adopt legal rules at all for a fifteen-year period, during which rents rose at twice the rate of incomes and home sale prices at three times the rate of incomes. The court process has been able to accomplish far more. Fair Share Housing Center estimates that 50,000 affordable homes will be built as a result of the settlement agreements from this round.

In written testimony submitted by SHA, Executive Director Diane Riley stated, "Despite the adoption of the Mount Laurel doctrine and its landmark civil rights framework, for too many years the Mount Laurel doctrine was unenforced. The Council of Affordable Housing (COAH) whose purview was the administration of housing obligations was grossly ineffective. COAH was unable to review or approve municipal housing plans. The result was endless delays and inaction with tragic and predictable results."

With substantive progress made in the last few years and development taking place across the state helping low income residents and people with disabilities, it would be multiple steps backward to reinstate COAH and inhibit current progress.

NJ DHS And Community Recognize

Direct Support Professionals Week

(TRENTON) – New Jersey Human Services Commissioner Sarah Adelman marked Direct Support Professionals Recognition Week by amplifying how the recent state budget signed by Governor Murphy includes $83.4 million for wage increases for those who work with individuals with intellectual and developmental disabilities to help them live successfully in communities across New Jersey. This increase goes into effect on Jan. 1, 2023.

Diane Riley, SHA Executive Director said, “These wage increases are just one way we can work to support DSPs across New Jersey as they are vital contributors to helping so many in New Jersey live empowered and fulfilling lives. Honoring DSPs this week acknowledges the fundamental role they provide in sustaining the supportive services within supportive housing.”

Community members including Foothold Technology added their voice to support DSPs with recognition on their Kudoboard, celebrating DSPs nominated by their communities.

Direct Support Professional Recognition Week runs from Sept. 11th to 17th.

Technical Correction To Special NOFO

To Address Unsheltered And Rural Homelessness

On September 9, 2022, corrections were published to the Special Notice of Funding Opportunity (NOFO) to Address Unsheltered and Rural Homelessness (Special NOFO). The following corrections to the Special NOFO were made:

  • FR-6500-N-25S – Section II.B.2.b.(2): HUD updated the calculation for "Continuum of Care (CoC) Project Ranking" that it will use to select projects for the Rural Set Aside. The previous version of the NOFO stated that the calculation of point values would be "50 times the quantity (1-x)..." The technical correction provides that it will be "40 times the quantity (1-x)..." which matches the example used to explain the calculation.
  • FR-6500-N-25S – Appendix A: HUD corrected an error in the Preliminary Pro Rata Need (PPRN) formula for Fiscal Year (FY) 2022 CoC Program funds, which resulted in minor changes (between $1 and $24) to the maximum award amounts for both the Unsheltered Homelessness Set Aside and the Rural Set Aside for many CoCs. These changes are now incorporated in Appendix A.

The deadline for applications is October 20, 2022, at 8:00 PM EDT.

DDD Update: Revision To NJDOH Executive Directive 21-011

In accordance with Executive Order 294, which continues to direct that COVID-19 vaccination is required for staff working in specific covered settings, the New Jersey Department of Health released Executive Directive No. 21-011 (2nd Revised) on September 2, 2022.

This Directive clarifies that the testing frequency for staff granted an exemption from vaccination is based on the CDC Community Transmission Levels (which are different from the CDC COVID-19 Community Levels). The transmission level information is also included in the Department of Health’s COVID-19 Weekly Surveillance Report under

Community Transmission Levels used for Healthcare Settings (Typically found on page four).

Please review Executive Directive No. 21-011 (2nd Revised) for complete information.

Harvard’s Joint Center for Housing Studies

Releases State of the Nation’s Housing 2022

The following article appeared in The Edge and reviewed the supply side challenges found in the Joint Center for Housing Studies (JCHS) from Harvard University’s 35th annual report.

In June 2022, the Joint Center for Housing Studies (JCHS) of Harvard University released its 35th annual housing report, The State of the Nation’s Housing 2022, which assesses the current state of the housing market. On June 22, JCHS held a virtual panel discussion to present the findings of the report and talk about its implications. Panelists included Chris Herbert, JCHS managing director; Alanna McCargo, president of Ginnie Mae; Ryan Marshall, president and chief executive officer of the developer PulteGroup; and Sarah Saadian, senior vice president of public policy at the nonprofit National Low Income Housing Coalition. After an introduction from Herbert and Daniel McCue, a senior research associate at the JCHS, Tiziana Dearing, host of Radio Boston on WBUR, moderated the discussion.

One of the main takeaways from the report is the dramatic rise in housing costs. Across the country, home prices and rents increased exponentially in 2021 because growth in demand has outstripped the available supply. An increasing number of Americans are forming households, including many who had delayed doing so until their 30s or 40s. The surge in demand over the past year was also aided by a strong economic rebound as well as federal interventions, such as the pause in student loan payments, which saved Americans with student loan debt an average of $200 a month.

To address this affordability crisis and other issues facing the housing market, the speakers highlighted some recommended policy interventions from the report and introduced some of their own. Many of the recommendations focused on eliminating barriers to the supply of housing. Local land use regulations often increase the cost of housing and can reduce supply. According to McCargo, the Biden administration has focused on addressing supply issues and is working with states and localities to reduce some of these regulatory barriers. Herbert, however, emphasized that states must play the key role in reducing these regulatory barriers. Local governments might lack an incentive to ensure that their jurisdictions allow for enough housing for residents of various income levels. Because all local land use power is derived in some form from the state, said Herbert, states could follow the examples of California, Oregon, and Massachusetts and ensure that local governments are allowing their “fair share” of housing units.

According to HUD’s 2021 Annual Homeless Assessment Report, “More than 326,000 people experienced sheltered homelessness in the United States on a single night in 2021.” Whether we live in urban or rural environments, there are individuals in our community experiencing homelessness. Even so, there is still quite a bit of stigma attached to homelessness. Foothold’s guest today, Adina Lichtman, CEO of Knock Knock Give A Sock, is looking to change the conversation about homelessness.

Tune in to hear how Adina is humanizing homelessness – one sock at a time – by turning transactions into interactions.

PD&R Quarterly Update On Climate And Housing

September 22, 2022 | 2:00 - 3:50 EDT

On September 22, 2022, HUD’s Office of Policy Development and Research (PD&R) will host a PD&R Quarterly Update virtual event focused on climate and housing. With a portfolio of 4.5 million public and assisted housing units and its work in the development and preservation of affordable housing, HUD plays a key role in how the nation responds to changing climate. Additionally, the department invests billions of dollars every year in housing, infrastructure, and services in neighborhoods and cities across the U.S. through its ever-increasing role in disaster recovery and risk mitigation. As households and communities face challenges such as hurricanes, wildfires, drought, extreme heat and cold, and thawing permafrost, we are increasingly searching for ways to mitigate and prevent climate impacts. This PD&R Quarterly Update will bring together experts to discuss topics including relocation, decarbonization and housing affordability, disparities in climate risks, and health impacts of climate change.

The event will also provide attendees with an update on U.S. housing market conditions, as well as a look at the link between housing assistance and environmental justice.

The Voices of People with Disabilities

and Older Adults - Strengthening

Advocacy in the HCBS Settings Rule

Friday, September 23 | 2:00 pm ET

The Home- and Community-Based Services (HCBS) Settings Rule can improve community-based services and supports for people with disabilities and older adults for decades to come. A key requirement of the Settings Rule is that states hear from people with disabilities and older adults about how the state can best implement the Rule.

ACL is hosting this webinar to provide participants with an opportunity to learn when and how to invite and/or provide feedback on state efforts to comply with the rule. Presenters will share key dates, strategies, and examples of how powerful the voices of people with lived experience can be in creating more opportunities for choice and control in service delivery, and advancing the quality of services.
