Federal Updates

The Supreme Court has ruled against President Trump, rejecting his efforts to enact new mail-in voting restrictions for the midterm election. (WNYC, September 14, 2026)

The Trump administration is proposing major changes to how the U.S. government produces census results for the next national head count in 2030. While the plan faces likely legal challenges, such changes would affect the population numbers used to determine each state's share of representatives in Congress and votes in the Electoral College, redraw maps of voting districts for all levels of government and distribute federal funding for public services. (NPR, September 10, 2026)

On August 26, 2026, a federal district court vacated HUD’s fiscal year (FY) 2025 Notices of Funding Opportunity (NOFOs) for the Fair Housing Initiatives Program (FHIP) in a lawsuit brought by Massachusetts Fair Housing Center and the National Fair Housing Alliance (NFHA). The court concluded that the plaintiffs would face “irreparable harm should HUD’s FY25 funding structure take effect.” In vacating the award, the court ordered HUD to adopt its FY24 funding structure to allocate FY25 funds.

Congress recently passed a Continuing Resolution (CR) which maintains current funding levels for federal programs, but it also included several critical provisions that would preserve rental assistance for  about 40,000 families with Emergencies Housing Vouchers (EHVs), prevent other voucher cuts, and delay implementation of a harmful new regulation changing how grants are administered across the government.

On August 31, 2026, HUD published a memo outlining the agency’s view that the “Fair Housing Act” (FHA) provides a narrower window to bring design and construction claims, a marked shift from prior federal guidance. This memo represents the latest administrative action attempting to weaken disability rights protections, including the right of people with disabilities to live in integrated community settings and protections for individuals needing emotional support animals.

The Treasury Department’s Community Development Financial Institutions (CDFI) Fund opened the 2026 round of the New Markets Tax Credit (NMTC). Five billion dollars will be available. Applications are due November 10, 2026.

Nonpartisan Voter Engagement Guide for NJ Nonprofits

The New Jersey Center for Nonprofits shares the latest Voter Engagement Guide resource to empower communities ahead of election day. This 63-page guide is loaded with practical resources to help nonprofits get your communities #VoteReady for the 2026 elections. Whether you’re helping someone register to vote, sharing reliable election information, or encouraging your community to make a voting plan, the guide has resources you can put to use right away.

NJ voter registration must be completed by October 13, 2026

Election Day is Tuesday, November 3, 2026.

SHA is a proud member of the New Jersey Center for Nonprofits.

Advocacy Actions

With less than 55 days until the 2026 midterm elections, the National Low Income Housing Coalition (NLIHC)’s nonpartisan Our Homes, Our Votes (OHOV) campaign is actively registering, educating, and mobilizing low-income renters and affordable housing advocates to vote.

New Jersey Statewide Disability Rights Rally

Monday, October 5, 2026 | 12:00 - 3:00 PM

1 Memorial Drive, Trenton, NJ 08608

Alliance Center for Independence is leading a rally at the Trenton War Memorial for Statewide Disability Rights. Click here to access a flyer for details to share. Get more information by visiting adacil.org or calling 732-738-4388 and emailing adacil@adacil.org.

State News

On September 3, joining other governors, Governor Sherrill signed a letter to Attorney General Todd Blanche expressing concern about any federal actions that would weaken protections for those with disabilities against unnecessary segregation or diminish the right of people with disabilities to receive services in the most integrated settings appropriate to meet their needs. This is consistent with established Olmstead precedent. Disability rights advocates are asking states to reaffirm their commitment to the statutory right of people with disabilities to live in integrated community settings in response to a recent memo from the Department of Justice (DOJ).

Governor Sherrill signed legislation (A-3883 / S-3811) designed to encourage volunteerism as one way to help residents comply with new federal work requirements for New Jersey Family Care (Medicaid) and the Supplemental Nutrition Assistance Program (SNAP). The new state legislation makes it easier for people to find volunteer opportunities by enhancing volunteer resources and the HELPNJNOW portal. The public can search and apply for bona fide volunteer opportunities that comply with federal requirements and submit their volunteer hours.

Survey on the Potential Impact

of CRA Changes on Nonprofits

On August 13th, the Office of the Comptroller of the Currency (OCC) and the Federal Deposit Insurance Corporation (FDIC) jointly issued a proposed rule that would make significant changes to the implementation of the Community Reinvestment Act (CRA). Please take time to respond to this survey by September 25th to help LISC understanding the impact that bank grantmaking would see if proposed CRA regulations are enacted.

Why Managed IT Is a Business Strategy,

Not Just a Help Desk

For small and midsize businesses, technology has become fundamental to nearly every part of the business. Yet many businesses still approach IT reactively, addressing issues when something breaks rather than managing technology as critical business infrastructure. AI has raised the stakes and has changed the speed at which both attackers and defenders can act. SHA member Withum shares how SMBs that pair accountable leadership with a capable managed provider can turn AI from an unmanaged source of risk into a force multiplier for resilience.

Training the Next Generation "From the Ground Up"

The Kislak Real Estate Institute (KREI) at Monmouth University hosted SHA member Chris Pugliese, Chief Property Development Officer, Affordable Housing Alliance, as part of their series "From the Ground Up." The series provides a unique approach to mentoring, training, experiential learning opportunities, internships, and hiring opportunities to help prepare the next generation of real estate leaders. Chris covered what "affordable housing" actually means (and who it really serves), how complicated the financing behind these projects can get, why zoning and municipal home-rule remain some of the biggest obstacles in New Jersey, and what he would tell any student looking to build a career in this field.
