SHA joined state partners and members in signing onto the 988 crisis continuum of care and the proposed fee for New Jersey to cover the cost of this vital resource. SHA signed onto a letter from the Consortium for Constituents with Disabilities (CCD) Housing Task Force and allied organizations. The letter urges Congress to reject cuts in FY26 spending bills and to fully fund all HUD housing assistance programs.

In 2014, the Achieving a Better Life Experience (ABLE) Act was signed into law. The ABLE Act allows people with disabilities to create tax-advantaged savings accounts called ABLE accounts. The money in ABLE accounts can be used for qualified disability-related expenses, such as education, housing and transportation. Most importantly, ABLE accounts allow people with disabilities to save money without losing their eligibility for federally funded benefits such as Medicaid or Supplemental Security Income (SSI). With updates on the way in 2026, make sure to join SHA's Conference in November and learn from the National Disability Institute about how ABLE accounts can support a range of needs, including housing.

The National Alliance to End Homelessness and Women’s Development Corporation filed a lawsuit and a motion for a temporary restraining order against HUD and HUD Secretary Scott Turner on September 11. The lawsuit challenges HUD’s new funding restrictions that unlawfully condition access to federal housing grants in compliance with the Administration’s partisan agenda. Plaintiffs are represented by Democracy Forward, the National Homelessness Law Center, the Lawyers’ Committee for Rhode Island, and the American Civil Liberties Union (ACLU) Foundation of Rhode Island.
Last week, a federal judge granted a temporary restraining order blocking HUD’s unlawful restrictions in the Continuum of Care (CoC) Builds Notice of Funding Opportunity (NOFO). Alliance CEO Ann Oliva breaks down what the ruling means, why HUD’s next steps are so concerning, and how advocates must keep the pressure on Congress. and hold HUD accountable and protect Continuum of Care program funding.

NJHMFA to Auction $500M
in Tax Credits to Fund Affordable Housing
| | Starting this fall, SHA member New Jersey Housing and Mortgage Finance Agency (NJHMFA) will hold a series of wholesale state tax credit auctions to generate up to $500 million for the production of affordable and workforce housing. The program will auction up to $100 million in tax credits annually over the next five years. New Jersey businesses can purchase these credits, which can be applied to their Corporate Business Tax or Insurance Premium Tax liability for up to seven years. The minimum bid for the credits is $0.80 on the dollar, offering businesses a direct, dollar-for-dollar reduction on their state taxes while supporting a vital cause. | | |
DCA Podcast "Community at the Core"
Explores Eviction Prevention
| | |
Community at the Core is the new official podcast of the New Jersey Department of Community Affairs (DCA), where they explore the heart of what makes our neighborhoods thrive—people. Each episode highlights voices from across the state who are making an impact in big and small ways, from every background and walk of life. Whether they’re public servants, advocates, volunteers, or everyday residents, our guests share personal stories, professional insights, and powerful reflections on what community means to them.
Check out episode 1: Eviction Prevention in Action.
| | One in Three Older Households Is Cost Burdened | | The recently released State of the Nation’s Housing 2025 report highlights worrying trends in housing affordability for older households (those led by someone age 65 or over). In 2023, over a third (34 percent) of older households were cost burdened, paying more than 30 percent of their income for housing. This represents a new high of over 12.4 million households and an increase of nearly 2.3 million households just since 2019. More than half of these households, 6.7 million, pay over 50 percent of their income for housing, making them severely cost burdened. | | |
Study Compares Direct-to-Tenant Cash Assistance
and Housing Vouchers in Philadelphia
| | |
The Housing Initiative at Penn just released an evaluation comparing the impact of direct-to-tenant cash assistance to tenant-based housing vouchers. Specifically, the researchers examined housing outcomes for Philadelphia households participating in the PHLHousing+ cash assistance program with those receiving Housing Choice Vouchers through the Philadelphia Housing Authority. The researchers found that all households receiving cash assistance were able to use it, compared to 75% of households receiving vouchers. Further, the average time between subsidy delivery and a household’s ability to use it was on average three months shorter for households receiving cash assistance than those receiving vouchers.

Zoning Reforms Aim to Reduce
Hurdles for Manufactured Housing
| | The urgency to build more homes grows as the nation confronts a widespread housing shortage, estimated at 4 million to 7 million homes. To combat this problem, policymakers are embracing manufactured housing —homes built in a factory according to a federal standard—as a fast and efficient solution for communities that need new single-family homes. During the past five years, nine states have enacted zoning reforms to facilitate use of manufactured homes, which typically cost 45% less per square foot than traditional, site-built homes, as a housing option in more neighborhoods. The impact and effectiveness of these new laws will need to be evaluated over time, but early indications from interviews with manufactured home developers, manufacturers, and other experts, as well as recent case studies and examples across states, show the potential of these policies to help bring more manufactured homes to market. | | |

| | AI and Algorithmic Discrimination | | |
October 2, 2025 | 9:30AM - 11:30AM EST
Emerging technologies, including artificial intelligence (AI), are increasingly being used to make decisions that affect key aspects of our lives—for example, who is hired or receives a promotion, who is selected for an apartment rental or obtains a mortgage, and who receives certain medical treatments or obtains insurance coverage. These technologies carry potential benefits for the public. But they can also perpetuate longstanding biases in our society, leading to unfair outcomes for protected groups. This training outlines how the NJ Law Against Discrimination provides protections in employment, housing, and places of public accommodation when the use of AI leads to unfair outcomes, as well as strategies that individuals and companies can deploy to ensure that automated systems are fair, equitable, and minimize bias and discrimination.
