CARES Act
COVID-19 Supplemental Payments (CSP) Round II

Additional Funding Availability

Greetings Owners, Agents, and Site Staff,

As you may know, HUD issued Housing Notice 2020-11 on November 24, 2020, which announces additional funding availability under the CARES Act for COVID-19 Supplemental Payments (CSPs). The new notice states that Owners may submit a second request for funds to cover temporary expenses due to the pandemic that were incurred between 08/01/2020 and 11/30/2020. These requests are due to SHCC by December 11, 2020.  Additionally, any owner who did not receive CSP funding in the first round of submissions covering 3/27/2020 through 7/31/2020 can apply for that funding. Owners who previously received payment for that time period are not eligible to submit an additional request for that time period.

Please fully read the HUD Notice 2020-11. When submitting a claim, please be sure to use the updated HUD Form 52671-E, which is the official CSP Request Form.

What you need to know:
  • While not first come, first serve, the deadline for submitting complete claim requests is 11:59 p.m. December 11, 2020. Additionally, once that deadline has passed, CSP requests found to have errors or incomplete documentation must be corrected and resubmitted to SHCC within 2 business days or they may be denied.  Claims received after the December 11th deadline but no later than 11:59 p.m. on December 18, 2020, may be evaluated at a later date at HUD’s discretion.

  • ALL claim submissions must be sent directly to SHCC (not HUD). Please email all submissions and CSP-related questions to CARES@shccnet.orgGiven the quick turnaround requested by HUD, submissions must be made electronically and digital signatures are welcome, as consistent with HUD Notice 2020-11.

  • Please review the eligible expenses listed on page 3 of the HUD Notice thoroughly, as these have been changed slightly. For example, hazard pay is not an eligible expense.

  • Funding is broken into two categories: Tier I (claim requests that are below a HUD-set monetary threshold based on property type and number of units) and Tier II (claim requests that exceed the HUD threshold amount). Tier I claim requests require only the completed CSP Claim Checklist and CSP Request Form (HUD 52671-E), while Tier II claim requests require additional documentation and receipts supporting operating expenses. Other factors considered in the threshold calculation include elderly status, Service Coordinator funding, number of assisted units, cash surplus, MOR/REAC scores, and timely voucher submissions.

  • Owners may submit one claim request per Property per time period (3/27/2020-7/31/2020 and 8/1/2020-11/30/2020).  Note that scattered-site projects are considered one property. Complete claim submissions will include: A completed and accurate COVID Supplemental Payment Request Form (HUD Form 52671-E), and if the claim is Tier II, paid receipts for items owners expended due to COVID-19. For Tier II requests, please submit a detailed accounting for the amounts being requested, as this will expedite the approval of your request.

  • HUD may partially fund individual requests in the event of a shortfall.

Please contact us at CARES@shccnet.org with any questions or concerns.

Sincerely,

Team SHCC
