Community: SLO County Agricultural Education Committee Receives Grant

Perspective: Agricultural Heirlooms - Edible San Luis Obispo

In my family, agriculture is the center of our life and identity. At the age of nine or 10, I was working in tobacco and running the seed cleaner on my family’s farm in Kentucky. We never took vacations growing up, but the big trip each year was going to Louisville for the Kentucky Farm Bureau annual meeting, where we’d get to stay in a hotel with a swimming pool. My parents still farm full-time in Kentucky and today, I’m proud to serve as Executive Director of the San Luis Obispo County Farm Bureau.

Local Government: SLO County Supervisors Adopt Controversial New Paso Robles Basin Ordinance

SLO County approves carbon sequestration mandate

December 9, 2022 - From Agri-Pulse Daybreak West

The board of supervisors for San Luis Obispo County has updated its groundwater ordinance to add aggressive restrictions for new plantings.

The provisions require farmers seeking to rotate crops to set aside a 50-foot buffer zone from riparian habitats and report monthly water usage. It is also the nation’s first regulation to mandate carbon sequestration measures.

Several farm groups heavily opposed the measure. According to Brent Burchett, the county farm bureau’s executive director, the ordinance caps groundwater pumping to 25 acre-feet per year for the next 22 years, conflicting with the basin’s evolving groundwater sustainability plan (GSP). He argued this would actually hurt the small farmers that the supervisors seek to protect.

The county planning commission has rejected the ordinance and requested the board instead extend the existing ordinance until the state approves the GSP.

New Times SLO - SLO County Supervisors Adopt Controversial New Paso Robles Basin Ordinance

Despite pleas and legal threats from the local agricultural industry, the San Luis Obispo County Board of Supervisors narrowly adopted a new planting ordinance for the Paso Robles Groundwater Basin on Dec. 6. The ordinance-the first major change in county policy for the parched basin in almost a decade-expands landowners' access to groundwater while also imposing a slew of new requirements and regulations for agriculture.

Panetta: 'Scarcity is Not a Solution' for Food Producers

From Ag Alert - California Farm Bureau Federation

By Peter Hecht

Before he began speaking about historic challenges facing California agriculture—and global food production—Leon Panetta offered a light-hearted anecdote on his life’s formation working in his father’s walnut orchard in Castro Valley.

“As those walnut trees got older, my dad used to go around with a pole and hook and shake each of the branches,” Panetta said in the keynote address to the California Farm Bureau’s Annual Meeting in Monterey. “My brother and I used to be underneath, collecting the walnuts. When I got elected to Congress, my dad said, ‘You’ve been well trained to go to Washington because you’ve been dodging nuts all your life.”’

Panetta, who went on serve on the House Agriculture Committee, as White House chief of staff, CIA director and secretary of defense, offered a wide-ranging speech spanning the “joys and frustrations of farming” to the fractured state of American politics.

He waxed nostalgic for the days when Democrats and Republicans worked together on top issues of the day, particularly for agriculture.

He said it is time to put aside differences and act, as California farmers fallow fields due to extreme drought and water shortages and food producers globally face challenges from climate, supply-chain disruptions and grain shortages that are worsening global hunger. ...

Agricultural Employment

  • Farm Bureau is working to educate the Cal/OSHA Standards Board about the need to revisit safety standards for autonomous agricultural equipment. After rejecting two petitions on three years to revise the 1975-vintage driverless/furrow-guided tractor regulation, the Standards Board has agreed to add to the agenda of a Standards Board meeting in early 2023 a stakeholder discussion about the issues around safe use of autonomous agricultural equipment in California agricultural workplaces. We’ll report our progress early in 2023.
  • CAFB and Farm Bureau-affiliate Farm Employers Labor Service (FELS) are working with partners in California agriculture to present education on the implementation of AB 2183, card check for unionization of agricultural employees, signed by Governor Newsom in September. The first training event will occur in Fresno at the C.P.D.E.S Hall on December 21 at 1 PM. Ron Barsamian of FELS’ Group Legal Services Program partner firm Barsamian & Moody will draw on decades of experience with the Agricultural Labor Relations Act and representing and advising farm employers on union activity to educate attendees about the implications of AB 2183. Simultaneous Spanish will be provided, and supervisors and Farm Labor Contractors are encouraged to attend. More trainings will be scheduled soon. You can register here.
