When Will SLO County Agriculture Receive The Vaccine?

As news came in this week that farmworkers in some parts of California are starting to receive the COVID-19 vaccine, questions came pouring in to SLO County Farm Bureau asking when our local ag industry will be eligible. The answer is this: our county has not yet received enough vaccines to cover Phase 1A (healthcare workers, people in longterm care residents and staff) and the first tier of Phase 1B (people age 75+).
Thanks to valuable feedback from our members, ag industry partners, farm labor contractors, Latino community outreach leaders and others, we will have a plan in place to immediately begin vaccinating SLO County agriculture when it is our turn. We are up next.
When exactly that will be is entirely dependent on the supply of vaccines we receive.
Farm Bureau is exploring all avenues to expedite vaccines for our farmworkers and essential agriculture industry, but the state's delivery of vaccines "continues to be inscrutable and somewhat erratic" according to San Luis Obispo County Public Health Officer Dr. Penny Borenstein.

Round 2 of the California Small Business COVID-19 Relief Grant Program opened on February 2, 2021 and runs through February 8, 2021 at 6pm. This program is providing $500M in micro grants ranging from $5,000 to $25,000 to eligible small businesses and nonprofits impacted by COVID-19 and related health and safety restrictions.
Round 2 is the final application window for the Program. Grant awards for businesses in the second application window will be made in two decision rounds for funding.

State Government News: Farmer & Rancher Input Needed
|
|
As a part of the Governor’s Executive Order to "conserve 30 percent of land by 2030", the Department of Food and Agriculture will be hosting a series of stakeholder meetings with farmers and ranchers to solicit feedback about on-farm climate solutions (carbon sequestration, greenhouse gas emission reduction and biodiversity enhancements). Meetings will be organized in three categories: (1) livestock and dairy; (2) annual crops (row and field crops); (3) perennial crops (trees and vines). After these meetings, CDFA will develop a report open for public comment. This report will inform the Natural and Working Lands Climate Smart strategy which will guide the AB 32 Scoping Plan. Vaccination Rollout Starts to Reach Farms

Employees of Terranova Ranch in Fresno County await COVID-19 vaccinations. More than 100 farm employees received their first dose of the vaccine during an event at the ranch.
Slowly but surely, COVID-19 vaccinations are finding their ways to farm employees—but farmers and agricultural professionals around the state say they know the work is just beginning...
The San Luis Obispo County Farm Bureau is part of a county task force planning and coordinating vaccine distribution. "We appreciate San Luis Obispo County, the way they have specifically included agriculture," county Farm Bureau Executive Director Brent Burchett said. "They solicit our opinion. They ask for farmers and ranchers to give feedback." Getting vaccines to people in an effective manner will likely mean breaking the agriculture category down into smaller, targeted groups, Burchett said.
"I think working through the farm labor contractors, working through some of these bigger food companies, some of these vegetable producers that may have a crew of 100 people—let's work through them to try to get big numbers of farmworkers vaccinated as soon as possible," he said. Burchett said the county Farm Bureau surveyed its members and heard from more than 150 agricultural employers.
"We identified about 6,000 people currently in the county that will need the vaccine," he said. "The county, at least in San Luis Obispo, has been very good about setting up logistics infrastructure to administer the vaccine. The choke point is, of course, the supply of vaccine coming in."
In the meantime, the task force is reaching out to farm employees in their native languages.
"Our farmworker task force members have been having webinars specifically in Spanish or Mixteco to educate (and) let people ask questions about it," Burchett said. "We want to make sure that as much information as possible is getting out there before the vaccine." ....

Court Denies Legal Challenges to COVID Prevention Rule
Several employer groups had recently filed legal challenges to the Cal/OSHA Emergency Temporary Standard, §3205 COVID Prevention Program. The legal challenges contended that there had not been adequate evidence that there was an actual emergency; that Cal/ OSHA had overstepped their jurisdiction by mandating wage replacement for COVID-impacted workers; that employers were denied due process in the rule-making process; and questioning new requirements related to worker housing and transportation.
Employers are reminded to implement any needed changes to written COVID prevention programs as indicated in the regulation. Cal/OSHA has a resource page to assist employers to understand and comply with the standard. The resource page is available in English here and in Spanish here.

Transport Refrigeration Units (TRUs) are used on semi-trailers, truck vans, shipping containers, and rail cars. Most TRUs are diesel-powered. Although TRU engines are relatively small, significant numbers of these engines congregate at distribution centers, truck stops, and other facilities, resulting in exposure to diesel particulate matter (PM) and health risks to those that live and work nearby. To reduce the risks of exposure to diesel PM from TRUs, owners, operators, dispatchers, and distribution centers must comply with the TRU Air Toxic Control Measure (ATCM).
