SOMB Adult and Juvenile Standards Update

October 2022

This is an update regarding the Colorado Sex Offender Management Board’s work on the Standards and Guidelines for the Assessment, Evaluation, Treatment, and Behavioral Monitoring of Adult Sex Offenders and the Assessment, Treatment, and Supervision of Juveniles Who Have Committed Sexual Offenses.

REVIEWS, RATIFICATIONS, OR APPROVALS:

The Board voted to approve language for Section 2 of the Adult Standards regarding 2.160: Language Culture and Ethnic Considerations. This change was directed to the Adult Standards Revisions Committee to clarify the standards on the use of Interpreters during offense-specific evaluations. This language will be added to the Standards and published online.



Dr. Hannah Pilla, SOMB Board Member, Best Practices Co-Chair, and Dr. Rachael Collie, Staff Researcher, presented the Final Draft of the Housing Paper to the Board.  Board members are asked to share this document with their stakeholders as this document will be distributed to the field. This item will be brought back to the Board for approval in November. 



SOLICITATION FOR PUBLIC COMMENT OR FEEDBACK :

The Board voted and approved the following Action Items to be released for Public comment:

 

  • Proposed revisions to the Adult and Juvenile Standards and Guidelines:
  • Section 4 regarding updated Listings and Licenses
  • Training Requirements for those applying for or renewing a listing as an SOMB Approved Clinical Supervisor for treatment providers and Evaluators.

All public comment will begin on October 31st and will be open for 2 weeks, until November 11th. All public comments can be submitted electronically. Click Here to review the proposed revisions and submit a public comment.

 

Per the SOMB’s new Public Comment Policy, all comments will be reviewed by the Adult or Juvenile Standards Revisions Committee and the Best Practices Committee for final revisions. All revisions, recommendations, and public comments will then be forwarded to the full Board for a decision item.


 

October BOARD MEETING AGENDA ITEMS:

  • In honor of Domestic Violence Awareness Month, a presentation was given regarding Intimate Partner Violence Impacts on Children: A Discussion of Effects, Early Response, Civil Referrals, and Partnerships with DH. This presentation was given by Jessica Fann, Treatment Victim Advocate; Jenn Calabrese, University of Denver; Amanda Hua, DVOMB Provider; Jennifer Eyl, Project Safeguard; Phillippe Marquis, DVOMB Provider; and Lindsey Spraker, DVOMB Provider

 

  • The staff of the Office of Domestic Violence and Sex Offender Management Boards announced they are going through a Reorganization and Alignment. The presentation was given by Raechel Alderete, SOMB Program Coordinator, and Jesse Hansen, SOMB Member and DVOMB Program Coordinator

 

All Meetings are scheduled on the public calendar with information on location and virtual joining information. Most meetings have the option to attend virtually and in person.

  • SOMB Provider Data Management Reminders
  • All providers are required to enter data regarding evaluations, discharges, and polygraphs.
  • Your username is NOT your email. It is formatted {First. Last} Please contact the staff if you are having trouble logging in.
  • Clinical Supervisors are responsible for ensuring all Associate Level Providers are trained and entering data.
  • Applications will eventually move to an electronic platform through the Provider Data Management System, so please ensure you are familiar with the system.
