SPC Contract Updates

Fuel

The Suburban Purchasing Cooperative (SPC) Governing Board has approved the second of three possible, one-year contract extensions of the Gasoline (87, 89 & 92 Octane), Diesel Fuel, Ethanol 75 & 85 and B20 Bio Diesel Fuel (Contract #230) to Al Warren Oil Co., Inc. The contract extension runs from July 6, 2026 through July 5, 2027. 


Contract pricing is based on the Oil Price Information Service (OPIS) Chicago low posted price on the day of delivery, plus or minus the contractor markup established in the contract. The markup remains firm throughout the contract term.

Lane Marking 

The SPC Governing Board has approved the second of three possible, one-year contract extensions on the SPC 2026-27 Thermoplastic &/or Urethane Pavement Marking & Labor Contract (#229) to High Star Traffic/dba Superior Road Striping of Bartlett. The contract extension runs through April 11, 2027 with the following prices:

Please note that this award is not in conjunction with the Illinois Department of Transportation, so participating communities may not utilize Motor Fuel Tax (MFT) funds. However, Superior Road Striping must comply with all IDOT rules and regulations, as well as prevailing wage and certified payroll.

Ford Escape

This vehicle has been discontinued by Ford Motor Company. 2026 was the last production year for the Escape and there is no remaining inventory.

The new pricing for the F-150 contracts represents a less than 1% increase. In addition, Ford is offering new and reduced pricing for Ford Protect Extended Warranties, complimentary Ford Pro Telematics Essentials as well as enrollmentin National Fleet Parts Pricing. Each of these programs is designed to assist with reducing the cost of ownership and vehicle downtime and allowing members to experience the benefits of the Ford Pro network while complementing their existing Fleet Management programs.

Combined Janitorial & Office Supplies

The SPC Governing Board has approved an extension of the Combined Janitorial & Office Supplies (Contract #189) which piggybacks on to the National Cooperative Purchasing Alliance (NCPA) agreement with OMNIA Partners solicited and awarded by lead agency Region XIV Education Service Center of Abilene, Texas. This complies with Illinois Statute 525/2 from Ch. 85, par. 1602. (Governmental Joint Purchasing Act), which authorizes that any governmental unit may purchase personal property, supplies and services jointly with one or more other governmental units.

About the Suburban Purchasing Cooperative


The Suburban Purchasing Cooperative is a joint purchasing program sponsored by the Northwest Municipal Conference (NWMC), DuPage Mayors & Managers Conference (DMMC) South Suburban Mayors and Managers Association (SSMMA), and Will County Governmental League (WCGL). Together, those organizations represent 145 municipalities and townships in northeastern Illinois.

 

All public agencies as defined by the Illinois Governmental Joint Purchasing Act, as well as not-for-profit agencies that qualify under Section 45-35 of the Illinois Procurement Code, are eligible to participate in SPC joint purchasing programs.


Illinois statutes, 525/2 from Ch. 85, par. 1602. (Governmental Joint Purchasing Act), authorize that any governmental unit may purchase personal property, supplies and services jointly with one or more other governmental units. All such joint purchases shall be by competitive solicitation as provided in Section 4 of the Act.


The SPC exemplifies the benefits of intergovernmental cooperation. The goal of the SPC is to combine the resources and purchasing power of governments and not-for-profit entities to jointly negotiate advantageous contract terms on a line of high-quality products at the best possible price.


Economies of scale in terms of pricing and staff resources are the prime objectives of the SPC Joint Purchasing Program. By purchasing through the SPC, participants not only save money but time as well. Acting as an extension of the purchaser’s staff, SPC staff works diligently in order to avoid the needless duplication of effort through in-house coordination of several functions involved in the procurement process. 


The SPC’s portfolio of cooperative purchasing contracts and strategic alliances make the SPC an invaluable resource for eligible entities. Our competitively-solicited supplier contracts streamlines the purchasing process to help local government agencies achieve their strategic goals. 


SPC programs provide public agencies and not-for-profit entities with access to contracts for goods and services at pre-negotiated rates or prices.
