An update on two bills approved by the Texas Legislature will change the City’s land use and planning policies and regulations. These bills only apply to 19 Texas cities with a population of over 150,000 and more than 300,000 in the county. Ten of those 19 cities are in North Texas, including Plano.
Senate Bill 840
Senate Bill 840 allows multifamily housing to be constructed in commercial areas throughout Plano. It also reduces the City’s ability to regulate density, parking, height, lot coverage, and setbacks for all multifamily and mixed-use housing throughout the city.
Senate Bill 15
Senate Bill 15 will have less impact but allows small lot single-family development on properties that are five acres and larger, have never been platted, and are zoned for single-family homes.
The City is working to assess the impact of this legislation. Staff will report to the Planning & Zoning Commission at the Monday, July 21 work session. A joint work session planned for Planning & Zoning Commission and City Council will be on Monday, July 28. Amendments to the Zoning Ordinance will be proposed at a special Planning & Zoning Commission meeting on Wednesday, Aug. 6, with an anticipated Council date of Monday, Aug. 25. The bills take effect on Monday, Sept. 1, 2025.
