2024 IECC C404.6 Explained: Commercial Hot Water Recirculation & Controls

Join us for a practical deep dive into Section C404.6 of the 2024 International Energy Conservation Code (IECC), covering the latest requirements for service water heating circulation systems and demand-controlled recirculation strategies in commercial buildings.


This session will explain how the code is shifting away from continuously operating recirculation systems toward smarter controls designed to reduce energy waste, piping heat loss, and unnecessary pump operation.

Contractor and Workforce Development Topic Meeting: TX HOMES and HEAR Rebate Programs

The State Energy Conservation Office (SECO) and the program implementer, APTIM Federal Services LLC, invite Texans to provide input on the design of the Home Efficiency Rebates (HOMES) and Home Electrification and Appliances Rebate (HEAR) programs. Funded through the Inflation Reduction Act of 2022, these programs will offer rebates to eligible households to help complete energy efficiency improvements and reduce energy costs. 


This meeting will explore topics around contractors and workforce development, including:


  • Availability of contractors within rural or hard-to-reach communities. 
  • Identification of job categories with shortages and growth opportunities. 
  • Strategies for recruiting and developing a qualified workforce. 
  • Contractor participation requirements.
  • Assessment and installation requirements. 
  • Quality control requirements. 


You should register and attend if: 


  • You are a subject matter expert in any of these areas. 
  • You have previous experience in similar programs in Texas or are an electrical or weatherization contractor in Texas.
  • You are prepared to engage and contribute constructively to the conversation.

In-Person Opportunities: Learn More About Texas HOMES and HEAR Programs

Join APTIM and the Texas State Energy Conservation Office (SECO) for free in-person community events across the state this summer to share and gather input on the new Texas Home Efficiency Rebates (HOMES) and Home Electrification and Appliance Rebate (HEAR) programs.


These programs will provide rebates to eligible households — up to $8,000 for HOMES and up to $14,000 for HEAR — to make energy efficiency improvements and reduce energy costs.


These events are open to the public and will allow time for questions.

It's a timely reminder that the "V" in HVAC deserves just as much attention as heating and cooling.



The article argues that as building codes increasingly require whole-house ventilation, the industry needs professionals who specialize specifically in ventilation system design, installation, commissioning, and maintenance to ensure healthy, efficient homes.
