Overview of the SR 132 West Project

State Route (SR) 132 is the main east-west thoroughfare and freight corridor from Modesto to San Joaquin County and the San Francisco Bay Area. The two-lane conventional highway provides an interregional connection between Interstate 5 (I-5) near the City of Tracy to the west and State Route 99 (SR 99) in Modesto to the east. It is the only east-west highway with access across the Tuolumne, San Joaquin, and Stanislaus rivers from Modesto. SR 132 has played an increasingly significant role in serving the Central Valley, becoming a major truck route between I-5 and SR 99.

 
     
     
 

The SR 132 West project addresses growing congestion, safety concerns, and need for more durable infrastructure in Stanislaus County and the Central Valley. As traffic volumes and freight movement have increased, the current two-lane highway has become less efficient to travel on, with an increase in delays. This project will create a more efficient route for trucks and commuters while reducing long-term maintenance needs by using concrete pavement instead of asphalt. By easing congestion and reducing vehicle idling, SR 132 will also help improve air quality by limiting harmful emissions from stop-and-go traffic, supporting a faster, cleaner, and safer transportation route.

 
 
     
     
 
 

Key Benefits of the Project

Upon completion, the SR 132 West project is expected to deliver several key benefits to local communities, such as:

  • Redirect trucks and commuter traffic away from schools and churches on Maze Boulevard.
  • Improve transportation safety and efficiency for residents by decreasing congestion and volume on the highway.
  • Allow the road to function as a freeway, with higher average travel speeds and a more efficient way of reaching Modesto and SR 99.
  • Enhance safety for bicyclists and pedestrians.

Overview of Completed and Planned Project Activities

The first phase, a two-lane expressway from SR 99 to North Dakota Avenue, has already been completed. The upcoming phases will build on this progress by:

  • Extending the project as a two-lane expressway from North Dakota Avenue to Gates Road/Paradise Road. This phase includes interchange improvements at SR 99 and SR 132, including a SR 99/SR 132 freeway-to-freeway connector, Kansas Avenue/SR 99 interchange upgrades, overcrossings at Dakota Avenue and Hart Road, and a roundabout at Gates Road.
  • Expanding SR 132 to a four-lane expressway from Gates Road to SR 99, including interchanges at Carpenter Road, Hart Road, and Gates Road/Paradise Road.

SR 132 West – Gates to Dakota Project Boosted by State Trade Corridor Funds

At its June 26-27 meeting, the California Transportation Commission voted to award $67 million in 2024 Trade Corridor Enhancement Program (TCEP) funds to State Route (SR) 132 West, Gates Road to Dakota Avenue. This next phase of the larger SR 132 West project will extend the recently constructed two-lane expressway from its current end point at North Dakota Avenue all the way to Gates Road/Paradise Road.

The total construction cost for Gates to Dakota is $77 million. Stanislaus County’s Measure L provided the required matching funds of $10 million to qualify for the $67 million in state funding. The Stanislaus Council of Governments (StanCOG), who is leading the project, expects to award a construction contract in fall 2026.
