Granite Construction Amended Conditional Use Permit Application

This update was sent the moment we heard about the City of Poway City Council meeting to approve or deny the request to amend the existing sandmining Conditional Use Permit.


04/04/23: This project is to install a generation transmission (gen-tie) line for the proposed Nighthawk Energy Storage Project within the City of San Diego. The gen-tie line spans the City of San Diego, the City of Poway, and a small segment on the Miramar Marine Corps Air Station. The components within the City of San Diego jurisdiction begin South of Beeler Canyon Road and will provide the connection to the San Diego Gas and Electric Company (SDG&E) Sycamore Canyon Substation (approximately 0.6 miles of gen-tie facilities).  In my first meeting with the developers, they agreed to underground the transmission line rather than overhead as initially proposed.


The City of Poway is reviewing the approximately 300-megawatt battery energy storage system (BESS) located on an 82.93-acre site on APN 320-031-0300. The proposed BESS Project is located southeast of the intersection of Paine St. & Kirkham Way, Poway, CA. 


The proposed generation transmission line will be utilized to transfer energy to and from the SDG&E Sycamore Canyon Substation and the Nighthawk Battery Energy Storage project. The project will include telecommunication facilities in the form of underground fiber optic lines and a 138 kV gen-tie. Construction of the gen-tie line will take roughly 3 months to complete.


All areas will be restored to the pre-construction condition following construction. 


The Stonebridge Estates Homeowners Association has recieved a request to grant an easement to underground the proposed transmission line. The homeowners association attorneys are evaluating the offer.


On March 29th there was a Scripps Ranch community digital meeting with the Nighthawk developers to provide an update as to the project. Scheduled for an hour the meeting lasted for two hours. Questions were submitted in writing and in person at the meeting. Here is the link to that meeting agenda and presentation March 29th community meeting agenda and presentation.


The two hour meeting will be made available soon. Once we get it, we will post to the SRCA webpage for the Scripps Ranch Planning Group where other documents are ready for you to review.


The Scripps Ranch Planning Group in March unanimously recommended approval of the City of San Diego Conditional Use Permit including the inclusion of Nighthawk cleaning and maintaining the established emergency access routes and Stonebridge Estates Homeowners Association approval of the necessary easements.

Nighthawk developers issued a confirmation letter to the City of San Diego Fire Department Fire Marshall regarding cleaning and maintaining the emergency access routes. Here is a link to the letter (Nighthawk Letter re Access Routes)


The City of Poway is processing an amendment to an existing Conditional Use Permit and a separate project Conditional Use Permit. Tonight is a hearing on the Granite Construction sandmining Amended Conditional Use Permit. There should be a seperate City of Poway City Council hearing on the Nighthawk Conditional Use Permit. Date to be determined once city staff has completed its due diligence review the application.
