Greetings,

While spring is officially here, the colder temperatures have not gone away quite yet. It does look like we have some close to 60° days to look forward to at the end of next week though! Soon enough we'll be barbecuing and heading to the seacoast for some sun and sand.

Here at SRPC we have been hard at work on identifying areas for EV charging stations throughout the region, are underway with our 2022 Comprehensive Economic Development Strategy (CEDS) update, and are in the throes of analyzing census data for our second annual Data Snapshot.

SRPC'S LATEST VIDEOS 
The March 2022 Technical Advisory Committee (TAC) Meeting was held on Mar. 4, 2022. Attendees voted on draft minutes, and discussed the update to Title VI plan, the draft regional active transportation plan survey, SRPC's regional Electric Vehicle charging strategy, and Ten Year Plan project solicitation.

and how to coordinate community transportation services throughout Southeast New Hampshire.

The April 2022 Technical Advisory Committee (TAC) meeting was held on Apr. 1. Attendees viewed a presentation on preparing for electric vehicle charging
by Jessica Wilcox (NHDES) and discussed upcoming
federal funding opportunities
and regional Electric Vehicle
charging strategy. 
COMMUNITY SPOTLIGHT
The City of Rochester was featured in a fall edition of the "Journal of the New England Water Work Association" (NEWWA) for its reservoir and surface water treatment facility, which comprises a total source watershed ate of 8.75 square miles. Learn about the history of the City setting up its owned-and-operated system beginning in 1892 in the NEWWA online publication.

More recently, the City was in the news for the transformation of the historic Scenic Theater and Salinger Block into mixed use space for apartments and commercial tenants in an effort to revitalize its downtown.

Congratulations are in order for both COAST Bus and Wildcat Transit, as they received funding through the Federal Transit Administration 5339 program.

With the $4.5 million COAST received they will be able to replace 4 mid-size transit buses and an operations support vehicle; and continue engineering and design of a new administrative, operations, and bus maintenance storage facility.

Wildcat Transit received $3.52 million to continue developing their green transit fleet. Combined with match from the university, the FTA award will help UNH Wildcat Transit enhance the capacity and reliability of their natural gas fueling station and begin the transition to an electrified transit fleet.
Deadline Extended for Flood Smart Seacoast Project
On Mar. 1, SRPC sent a notice to its coastal municipalities that Flood Smart Seacoast was now accepting applications for technical assistance in NH's 17 coastal zone communities.

Technical assistance provided through this project will help 6 NH coastal communities incorporate best available coastal flood risk science and guidance in decision-making, adopt higher floodplain management standards, and access FEMA Hazard Mitigation Assistance funding, for an 11-month period from June 2022 through March 2023.

The deadline for submitting the online application has been extended, and submissions can now be turned in until 4 p.m. on Friday, May 6. Learn more on the project webpage.

NH Office of Planning and Development's Planning Lunches at Noon (PLAN) - April 21 at noon

The next webinar in the NH Office of Planning and Development (OPD) Planning Lunches at Noon (PLAN) Monthly Webinar Series is “Infrastructure Investments: Paving the Way for Electric Vehicles” on Thursday April 21, 2022, from noon to 1 p.m.

The webinar will be presented by Jessica Wilcox, Granite State Clean Cities Coalition Coordinator at the NH Department of Environmental Services. Significant investments through programs such as the Bipartisan Infrastructure Law and the Volkswagen Environmental Mitigation Trust are taking place to enable electric vehicle (EV) travel across NH and throughout the region. Municipal Planners can help pave the way by implementing strategies to encourage EV charging infrastructure siting, development, and investment, and enable the use of EVs by your local government, residents, and businesses. Planning and Zoning Board members and other municipal stakeholders can invite investment in your community by streamlining the EV charging station permitting and zoning processes. This session will provide 1) an introduction to EVs + EV charging, 2) a funding run-down, and 3) concrete steps and best practices you can take to lead the charge.

Registration should be completed via the webinar registration form by Friday, Apr. 15. A meeting link for the webinar will be sent out via e-mail during the week of Apr. 18.

NH Office of Planning and Development's Spring 2022 Planning and Zoning Conference - April 30 and May 7, 9:00 a.m. - noon

The NH Office of Planning and Development (OPD) Spring 2022 Planning and Zoning Conference will be held as a free, two, half-day, online conference on Saturdays, April 30 and May 7, 2022 from 9:00 am to 12:00 pm on both days.

On both days, the conference will have two tracks: a Planning Board and Zoning Board of Adjustment track. On May 7, the conference will include a third, Housing-focused track. All conference sessions will be recorded and available on OPD’s YouTube channel following the conference.

STAFF NEWS
SRPC Welcomes Jackson Shiebler

Strafford Regional Planning Commission welcomes Jackson Shiebler, who started as a municipal record digitization intern on March 9.

Jackson will be working on SRPC's municipal record digitization program, which is funded through SRPC's EDA CARES funding.

He will work alongside Tyler DiStefano, Aiden Toth, and Sarah Tazziz, and will be visiting interested municipalities to scan historic and current paper resources. The goal behind this project is to create a digital network for each municipality, that can be accessed when employees need to work remotely. This came about as a new program in response to the Covid-19 pandemic as a key means to build community resilience.

Jackson is currently enrolled at the University of New Hampshire, and will
graduate in May 2023 with a Bachelor of Science in Community and Environmental Planning.

When not at work, Jackson enjoys sports, spending time outside, and music.

SRPC Hiring for Temporary Record Digitization Assistant

Strafford Regional Planning Commission is hiring for a Temporary Municipal Record Digitization Assistant to support its Economic Development District’s Recovery and Resiliency Planning Program.

This position will be primarily tasked with digitizing municipal records (subdivision plans, site plans, tax records, etc.) in several different communities that are supported by the Strafford Regional Planning Commission.

This is a full-time, temporary position being offered with an immediate start date and ongoing until September 23, 2022. SRPC will select either one full time (up to 40 hours per week) or two part time employees (approximately 20 hours per week). Pay is commensurate with experience; $15-18 dollars per hour.

Great Bay Living Shoreline Project - Final Workshop
As a culmination of the facilitated design process for the Great Bay Living Shoreline project, project partners are holding a virtual workshop on Friday, Apr. 8 from 9 a.m. - noon.
 
This workshop will:
 
  • Introduce living shoreline approaches that are suitable for Great Bay, including engineering, planting, and permitting considerations.
  • Present suggested designs for four properties that illustrate how living shoreline technique can address diverse goals and site conditions.
  • Generate momentum to advance living shoreline approaches in New Hampshire.

SRPC'S LATEST REPORT
SRPC recently finalized formatting of its 2020 Annual Building Permit Inventory.

This report provides a look at new development and growth in the Strafford region. Through contractual agreement with the NHDOT, Strafford Regional Planning Commission collects and analyzes building permit information from each municipality. This data will be used to update the Strafford Metropolitan Planning Organization’s Transportation and Land Use Model and for municipal development planning purposes.

COMMUNITY HAPPENINGS
UNH Earth Day 2022: College Woods Buckthorn Blitz 
Friday, April 22 
1:00 - 3:30 p.m.

College Woods and the UNH Office of Woodlands & Natural Areas need you! This special forest on the UNH campus is being overrun with glossy buckthorn, a non-native invasive shrub that crowds out native plants.  

Attendees will help hand-pulling buckthorn to help improve the health of College Woods and help create an arboretum area. People will learn how to identify and remove Glossy Buckthorn and why invasives are a problem.
