Fall Legislative Session Wrap Up: Key Bills This Veto Session Impacting Communities | | |
Springfield concluded its 2025 Fall Veto Session with several notable bills that will affect communities across Illinois. Below is a summary of key measures approved or under consideration.
Transit Bill – SB 2111 (House Floor Amendments 3 & 4) - PASSED
The transit omnibus will be funded by the following methods:
- Sales tax on MTF will be redirected to transit operations, estimated at $860 million. 85% to be spent on northern Illinois ($731 million) and 15% for downstate ($129 million).
- Road fund interest will be used for transit capital projects, shared statewide (estimated to be $200 million at a 90-10 split between RTA and downstate).
- RTA sales tax increase of 0.25 percent (estimated at $478 million).
- Tollway increase of .45 cents for passenger vehicles and .39 cents for commercial vehicles. These increases will be tied to CPI index but capped at 4% per year and placed in an exclusive road fund, estimated to generate $10 billion dollars for a 10 year capital program.
Energy Bill – SB 25 (Senate Amendments 4 & 5) - PASSED
- Updates energy policy to support grid reliability, renewable energy expansion, and ratepayer protections. Local governments may see new opportunities for clean energy partnerships and infrastructure improvements.
Low-Income Senior Citizens Assessment Freeze Expansion – SB 642 (House Floor Amendment 2) - PASSED
- Expands income eligibility for the Senior Freeze program, increasing the household income limit to $75,000 in 2026, $77,000 in 2027, and $79,000 in 2028. This provides additional property tax relief for income eligible seniors statewide.
Immigration Omnibus – HB 1312 - PASSED
- Creates a state-level cause of action against law enforcement for certain immigration-related actions if constitutional rights are violated. The legislation also restricts immigration enforcement in and around courthouses, hospitals, daycares, and college campuses. This bill passed both chambers.
Pension Reform Proposal – SB 1937 (House Floor Amendment 2)
- Seeks to roll back Tier 2 pension benefits closer to Tier 1 levels. The bill was held on Second Reading and is expected to be reconsidered during the 2026 Spring Session.

Access Accurate Resources and Information on SNAP Benefits During Federal Shutdown
Starting Saturday, November 1, 2025, federal SNAP benefits will be paused nationwide due to the ongoing government shutdown, affecting about 42 million Americans, including 1.9 million in Illinois. Existing October balances remain usable, but no new November benefits will be issued until federal action occurs. Illinois and other states have filed a lawsuit to release funds.
To help manage confusion, IRMA has created a resource webpage with signage for retailers and information on food banks, pantries, and other key resources to support residents during this pause.

Cook County Rolls Out Free Saturday Vaccination
Clinics for the Season

Cook County residents can receive free flu and COVID-19 vaccines at Saturday clinics hosted by the Cook County Department of Public Health, Cook County Health, and CountyCare from October 18 through March 28.
Clinics will rotate among five Cook County Health sites in Blue Island, Robbins, Ford Heights, Arlington Heights, and North Riverside. The first clinic will take place on Saturday, October 18, from 8 a.m. to 4 p.m. at the Robbins Health Center, located at 13450 S. Kedzie Ave. No appointment is required.
Vaccines are recommended for everyone ages 6 months and older.

Low-Income Energy Efficiency Outreach & Engagement Grant Program
Local governments and community-based organizations in ComEd’s service territory can apply for grants up to $25,000 to support education and outreach for low-income households. Projects may include energy efficiency education or promoting utility-supported programs. No matching funds are required.
Intent to apply (optional) is due by October 22, 2025, and applications are due November 5, 2025. Awards will be announced by November 12, 2025. For details and to apply, contact Tori Woolbright at twoolbright@mayorscaucus.org.

SPC Awards New Chevy Silverado PPV and Blazer PPV SSV Contracts
The Suburban Purchasing Cooperative (SPC) Governing Board is pleased to announce the award of two new 2026 Chevrolet Police Pursuit Vehicle (PPV) contracts to Currie Motors, Frankfort, IL from October 29, 2025 through October 28, 2026 as follows:
- Silverado 1500 PPV (Contract #234) with all standard equipment - $46,856
- Blazer PPV Special Service Vehicle (SSV) (Contract #235) with all standard equipment - $44,880.00
SPC Updates on 2026 Ford F-150 & F-150 Police Responders
The SPC Governing Board has approved the following price increases on the SPC 2026 Ford F-150 Police Responder and Ford F-150:
- Destination and delivery charges for both contracts have increased by $600, from $1,995 to $2,595.
- The 2026 Ford F-150 Police Responder (Contract #228) has increased $600, from $46,145 to $46,745.
- The 2026 Ford F-150 (Contract #232) has increased $720 from $32,571 to $33,951, along with the first of three (3) possible, one-year contract extensions through July 28, 2026.
Cut-Off Date Approaching for 2026 Ford Interceptor Utility Police Pursuit Vehicles
Currie Motors has updated the price list and order form for the Suburban Purchasing Cooperative (SPC) FordInterceptor Utility Police Pursuit Vehicle (Contract #204). Please note that Ford anticipates an early order cut-off date for the 2026 vehicle, so order now to take advantage of production and timing to meet calendar year budget targets.
