STA 2024-2025 Highlights

During 2024 and 2025, the STA continued to progress on priority projects, programs, and new opportunities for funding heading into 2026. Thanks to the leadership, support, and teamwork of the STA Board, STA staff, and our local, regional, state, and federal partner agencies, STA effectively continued to plan for, fund, and deliver priority projects, and provide a range of mobility programs to support all of Solano County’s residents and employees.

I-80 Express Lanes Open for Traffic

On December 16, 2025, the Bay Area Infrastructure Financing Authority (BAIFA) officially opened 18 miles of Express Lanes along the I-80 corridor in Solano County. Express Lanes drivers are encouraged to sign up with FasTrak to use the lanes. All drivers must have FasTrak to use the lanes.


The lanes will operate seven (7) days a week, from 5:00 AM to 8:00 PM. Tolls are shown on overhead signs along the highway and increase as traffic increases and decreases as traffic decreases.


Carpools with three (3) or more people and motorcycles can use the lanes for free, 2-person carpools can use the lanes for half-toll, and solo drivers will pay the full toll. Carpools and motorcycles must have a FasTrak Flex Toll Tag mounted in the vehicle and set properly to receive free or discounted tolls.


Income-eligible drivers can also apply to receive discounts to use the I-80 express lanes.

STA Board Adopts 2025 Safe Routes to School Plan Update

On December 10, 2025, the STA Board adopted the 2025 Safe Routes to School (SR2S) Plan.


The Solano Transportation Authority has completed the Solano Safe Routes to School Plan Update for 2025, which outlines the next five years of safety improvements, educational initiatives, and program goals to support students walking and biking to school.


Over the past two years, STA staff worked closely with Solano Public Health, local jurisdictions, school districts, and SR2S Community Task Forces to develop the plan. The update includes walk audits, community outreach, project identification, and extensive public feedback gathered during a 30-day comment period that closed in October.

The updated plan strengthens the program’s goals around student health, safety, sustainability, long-term program growth, equity, and regional collaboration. It also incorporates enhanced program evaluation metrics to better track progress and outcomes across all jurisdictions.

STA Board Releases Draft STA 2026 Legislative Platform and Priorities for 30-day Public Comment Period

STA staff updated STA’s Legislative Platform and Priorities in preparation for the new year's legislative session, and the STA Board authorized the release of the 2026 DRAFT Legislative Platform and Priorities for 30-day public review and comment period. STA’s main priorities in 2026 include advancing projects such as I-80 Corridor Freight and Mobility Improvements, access to Travis Air Force Base, Canon Road Overcrossing (Fairfield), Parkway Blvd. Overcrossing (Dixon), SR 37 Corridor Improvements, developing a Project Initiation Document (PID) for Mare Island, I-80/I-680/SR 12 Interchange Package 5, Vaca Valley Parkway, and zero-emission of freight and all Solano County transit operators.


Written comments may be submitted prior to the STA Board meeting on January 14, 2026.

STA Board Selects 2026 Board Chair and Vice Chair

At the December 2025 STA Board meeting, the STA Board unanimously approved the following appointments for the 2026 Board Chair and Vice Chair.

City of Suisun City Mayor, Alma Hernandez, STA Board Chair for 2026

City of Dixon Mayor, Steve Bird, STA Board Vice Chair for 2026

STA Advisory Committees Updates


The STA has positions on our Bicycle Advisory Committee, Pedestrian Advisory Committee (PAC), and Paratransit Coordinating Council (PCC).


The BAC and PAC advise the STA on the development of bicycle and pedestrian facilities as an active mode of transportation in Solano County. To accomplish this, committee members assist the STA to develop countywide transportation plans and projects and provide funding recommendations for active transportation projects. 


The PCC works on countywide senior and disabled transit issues as required by the Metropolitan Transportation Commission (MTC) and makes recommendations on transit and paratransit funding, claims, and coordination. 


We are currently looking for the following representatives:

STA Staff Update/Holiday Greetings

Ishpreet Kaur


Ishpreet joined the STA as the new Accounting Technician. She comes from an accounting background, and has worked extensively with invoicing, budgeting support, and financial management. She will be supervised by Patrcia McKeever, STA’s Finance and Budget Manager. 

Annalee Barnard


Annalee joined the STA as a new College Intern for the STA's Planning department. She is from San Diego, and currently attends University of California, Davis. She will be supervised by Dulce Jimenez, STA's Assistant Planner.
