STA Board Adopts Legislative Platform and Priorities for 2024


At the January 10 Board meeting, the STA Board adopted the STA’s 2024 Legislative Platform and Priorities. This year’s focus includes advancing projects such as I-80 Westbound Truck Scales Project, SR37/Fairgrounds Interchange Improvement Project, improving access to Travel Air Force Base, rail crossing projects located in the cities of Dixon and Fairfield, and electrification of all transit operators.

Formation of Solano Transit 2030 Committee to focus on 6 Priorities for Transit Recovery

During the January STA Board meeting, the STA Board approved the formation of a Solano Transit 2030 Policy Committee to proactively focus on the implementation of the six priority areas of MTC's Blue Ribbon Transit Recovery Task Force (BRTRTF). This Policy Committee will include representatives from each of the seven cities and the County who serve on the STA Board, as well as two representatives from the SolTrans Board who do not serve on the STA Board. This will include the formation of a Transit Technical Committee, with representatives from each of the transit operators who provide service in Solano County, to support the Solano Transit 2030 Policy Committee.

Connected Mobility Implementation Plan Status


With funding provided by MTC, the STA Board received a progress update on the Connected Mobility Implementation Plan, which aims to address the six priority areas derived from MTC’s Blue Ribbon Transit Recovery Task Force recommendations.

2024 marks 10th Anniversary of Solano Mobility Programs

The Solano Mobility Program commemorates a decade of offering a one-stop solution for transportation needs in and around Solano County. Whether you’re an older adult, person with a disability, veteran, student, commuter, or employer, Solano Mobility has a program to help you go where you want to go with over 16 different mobility programs ranging from travel training and medical trip concierge services offered by GoGo Grandparent to Bucks for Bikes and the Lyft First/Last Mile Program.

Solano Mobility Employer/Commuter Programs First Quarter Update & First/Last Mile Program Modification

STA Solano Mobility staff completed the FY 2023-24 first quarter report for Mobility Programs, focused on addressing the mobility needs of commuters, employers, and their employees. These consist of 10 of 16 mobility programs provided by STA’s Solano Mobility Programs. 


Regional Commuter Programs 

Amtrak Lyft (A+L): A total of 122 participants have joined the program since the program was initiated.


Commute Solano (RideAmigos) Online Platform: During the first quarter, 149 active commuters logged approximately 2,800 alternative commute trips for an estimated savings of 22.5 tons of CO2. 126 new users joined during the quarter.


First/Last Mile (FLM): 164 commuters registered for the First/Last Mile program during the first quarter of this fiscal year, increasing program registration to 1,460 commuters. Due to increased program popularity, First/Last Mile program costs continue to grow. At the January meeting, the STA Board authorized STA's recommendation to modify the program this Spring to reflect a tiered system that provides 60% of the cost of the ride up to $20 for commuters. To ensure equity, the program will provide an 80% subsidy up to $20 for individuals who qualify for the low-income subsidy.

Solano Express Guaranteed Ride (GR): During the first quarter of this fiscal year, 66 Solano Express Riders registered to receive Uber Vouchers, bringing the total number of program registrants to 309, collectively taking 1,053 rides.



Solano Mobility Express Vanpool Pilot Program: During the first quarter, 16 riders participated in the pilot program, receiving 700 rides. Program participation has now increased to 20 riders. The program received 35 5-star ratings from riders.


Local Commuter Programs

Benicia Lyft: During the first quarter, the Benicia Lyft, $5 Benicia, and Veteran’s Cab Corporation provided 1,156 rides.


Suisun Lyft: During the first quarter, 1,526 Suisun City Lyft rides were provided.

Solano County Residents get involved with STA Advisory Committees 


The STA Board approved the following member reappointments to the Pedestrian Advisory Committee (PAC):

  • Diane Dooley, Chair (City of Benicia)
  • Joe Green-Heffern, Vice Chair (City of Fairfield)
  • Bob Berman (Bay Area Ridge Trail)


The STA currently has open positions on our Bicycle Advisory Committee (BAC), PAC, and Paratransit Coordinating Council (PCC). 


The BAC and PAC advise the STA on the development of bicycle and pedestrian facilities as an active mode of transportation in Solano County. To accomplish this, committee members assist the STA to develop countywide transportation plans and projects and provide funding recommendations for active transportation projects.


The PCC works on countywide senior and disabled transit issues as required by the Metropolitan Transportation Commission (MTC) and makes recommendations on transit and paratransit funding, claims and coordination. 


We are currently looking for the following representatives:
